321. Has UN Peacekeeping Become More Deadly

Abstract:
any practitioners believe that peacekeeping has become an increasingly dangerous undertaking in recent years. My research paper “Has UN Peacekeeping Become More Deadly? Analyzing Trends in UN Fatalities”, tries to get at the heart of this question. It examines trends in fatalities using a new dataset compiled by the Department of Peacekeeping Operations (DPKO). The dataset accounts for monthly fatalities by type of fatality (accident, malicious act, illness, and other causes), nationality of the deceased as well as personnel type for each UN operation worldwide during the time period of 1948 - June 2015. To assess trends, the paper merges this monthly fatality data with monthly deployment data and calculates fatality ratios (i.e., fatalities rates relative to deployment levels) by national contingent, mission, and globally (i.e., all UN missions combined). This is a novelty. All previous studies have worked with yearly deployment averages. As a result, the analysis of fatality trends presented in this paper constitutes the most detailed study of this phenomenon thus far.

322. Equality as a Global Goal

Abstract:
The Millennium Development Goals (MDGs) were established following the UN Millennium Declaration, which was approved by the UN General Assembly in September 2000. Described by some as the “world's biggest promise," they set out a series of time-bound targets to be achieved by the international community by 2015, including a halving of extreme poverty, a two-third reduction in child mortality, a three-quarter reduction in maternal mortality, and universal primary education. The MDGs were, however, often criticized for having a "blind spot" with regard to inequality and social injustice. Worse, they may even have contributed to entrenched inequalities through perverse incentives. As some have argued, in order to achieve progress toward the MDG targets at the national level, governments focused their attention on the "easy to reach" populations and ignored more marginalized, vulnerable groups. The aim of this essay is to examine the extent to which this widespread criticism has been successfully addressed in the Sustainable Development Goals (SDGs), approved by the UN General Assembly in September 2015.

Abstract:
The International Criminal Court is saving civilian lives in multiple countries, according to research that provides the first quantitative evidence. The study by professors at Harvard University and Texas A&M, which will be featured in the summer issue of the journal International Organization, has drawn widespread attention from people on either side of a polarized debate about the ICC’s role in international justice. Vocal critics have long claimed the ICC is an ineffective obstacle to peace processes while enthusiasts believe it useful in advancing global peace and security. The underlying question: is the ICC irreparably flawed or an institution worth investing in? Now researchers Beth A. Simmons and Hyeran Jo have contributed a systematic study that can impartially inform this pressing debate in international affairs.

324. Pursuing Sustainability—Connecting Science and Practice

Abstract:
United Nations Secretary-General Ban Ki-Moon on Friday will welcome 130 heads of state who have pledged to sign the Paris Agreement, the UN global agreement on managing climate change. For William Clark, Harvey Brooks Professor of International Science, Public Policy, and Human Development at Harvard Kennedy School (HKS), sustainability is a global imperative and a scientific challenge like no other. He sees the Paris Agreement as just one step, though an important one, in this urgent pursuit, as officials wrestle with how to meet the needs of a growing human population without jeopardizing the planet for future generations. Clark and co-authors Pam Matson of Stanford University and Krister Andersson of University of Colorado at Boulder, tackle that issue in a new book, Pursuing Sustainability: A Guide to the Science and Practice. By looking at sustainability as a means to alleviate poverty and enhance well-being, the book highlights the complex dynamics of social-environmental systems, and suggests how successful strategies can be shaped through collaborations among researchers and practitioners. Clark, who trained as an ecologist, said that while exhausting Earth’s natural resources would jeopardize future generations, sustainability could be achieved to counter that. The goal is to find a healthy equilibrium between human adaptation and natural evolution. Co-director of the Sustainability Science Program at HKS, Clark spoke with the Weatherhead Center for International Affairs about building a more sustainable future.

325. The Watercourses Convention, Hydro-hegemony and Transboundary Water Issues

Abstract:
The 2014 entry into force of the UN Watercourses Convention of 1997 could institutionalise water law globally, thereby countering hydro-hegemonic approaches. However, since the Convention is out of date; has been ratified by only 36, mostly downstream countries; does not require amendments of pre-existing treaties; and has no Conference of the Parties to ensure that it becomes a living treaty, its actual influence in addressing the evolving problems in transboundary river basins remains minimal. Nevertheless, it is not unimaginable that with an appropriate follow-up to this Convention, it could be converted into a living and relevant framework convention in the future.

326. Digital Affordances and Human Rights Advocacy

Abstract:
Keck and Sikkink’s boomerang model (1998) and Risse, Ropp, and Sikkink’s spiral model (1999) anchor much of the scholarly debate about human rights norms propagation. At the heart of both models is “information exchange” among members of broad coalitions advocating for better compliance with human rights norms. An updated spiral model (2013) offers a more liminal, ambiguous, and conditional set of actors and processes than appeared in the first boomerang and spiral models. In this context, we consider the effects of a wide array of digital technologies on human rights NGOs advocacy work and how they affect 21st century information exchange. Traditionally, evidence in human rights investigations is collected in face-to-face meetings among activists and on fact-finding missions. We argue that clusters of digital technologies create “digital affordances” that provide nonstate actors with tools that strengthen their ability to gather scientifically grounded information that pressures noncompliant actors toward commitments with broadly shared human rights norms. As to whether this also leads to greater compliance is less clear.

Abstract:
In 2015, the United Nations (UN) took stock of three key global peace and security review processes, all of which contain various observations and recommendations to better prepare, inform, and potentially reform, the organisation. This Policy and Practice Brief (PPB) seeks to unpack these reviews, identify common threads and elements and provide insight on some of the deeper, underlying challenges and concerns that the organisation will need to address during this considerable period of institutional introspection – amidst growing international disillusionment and dissonance over the current state of global peace and security. The PPB begins by illustrating what led to the reviews and how each had been conducted. This is followed by an examination of the content of each of the reports, with particular regard to the respective central arguments, observations and general recommendations. The PPB then underscores the common threads contained in each report and provides an analysis of whether these reviews adequately consider the UN’s institutional responses, structure, and capabilities in light of the most pressing emergent international peace and security trends and developments. The PPB concludes by qualifying and drawing attention to the two overarching policy directions that currently confront the organisation, either toward some form of greater structural expansion or something more geared toward a deeper institutional rationalisation.

What explains democratic participation in United Nations peacekeeping operations? Although the division of the burden of UN peacekeeping operations has attracted a considerable amount of scholarly attention, neither the impact of domestic variables, nor the interaction between the domestic and international determinants of peacekeeping contributions has been systematically analysed. This article aims to fill this gap in academic research. First, insights from research on peacekeeping burden sharing, democratic peace theory and integrated decision models are combined in a multi-causal framework. Subsequently, two-step fuzzy set Qualitative Comparative Analysis is used to assess whether this model explains diverging contributions to the 2006 enhancement of the UNIFIL operation. The results of this analysis show that contributions result from a complex interplay between domestic and international conditions. Two combinations of international level conditions allowed for large contributions. In the absence of significant military engagements, military capable states and states with a high level of prior involvement in UNPOs had an incentive to participate. Actual contributions, however, only materialized if such a conductive international context was combined with favourable domestic conditions: only states governed by a left-leaning government that was not constrained by either proximate general elections or a right-leaning parliament with extensive veto powers participated in the operation.

329. Uncovering the Implications of the Paris Agreement: Climate Change as a Catalyst for Transformative Sustainability in Cities

Abstract:
Leaders, negotiators and scientists returned home from the recent United Nations climate change negotiations in Paris with a new mandate: to explore pathways to a world that warms no more than 1.5°C; to finance climate change adaptation and mitigation in developing countries at a meaningful pace and scale; and, ultimately, to create real policy tools that can deliver prosperity that is not so fundamentally tied to burning fossil carbon. The Paris Agreement is historic in that it is universal (both industrialized and less-developed nations have agreed to the text), a heavy focus is placed on transparency and reporting of progress, and opportunities to periodically reevaluate and ratchet up ambition are built into the process. The ultimate power of this agreement, however, is not in its technicalities and legal implications. Rather, the Paris Agreement represents the manifestation of collective ambition, creating and demonstrating shared norms around the reality of climate change and the responsibility to act. This international process of negotiation and commitment is triggering a wave of conversations about how to reach these ambitious greenhouse gas reduction and adaptation targets. This will require a rapid and fundamental transformation of all sectors, including the design of urban spaces and the ways in which we produce and consume energy.

Abstract:
This paper analyzes the impact of four major financial sector sustainability codes of conduct, the UN Environmental Programme Finance Initiative, the UN Principles for Responsible Investment, the Equator Principles and the Global Alliance for Banking on Values with regard to their impact on the sustainability of their members. The codes of conduct focus on the integration of environmental, social and governance criteria into financial decision making in lending, investment, asset management and project finance. corporate sustainability voluntary codes of conduct have a positive impact on their members. The effectiveness, however, depends on the quality and content of a code, as well as on implementation and compliance mechanisms.
