Abstract:
In 2014, the United Nations published the first International Standard for environmental economic statistics, known as the System of Environmental-Economic Accounting (SEEA).. As more countries adopt and implement the SEEA, the availability of consistent environmental and economic information increases the need for analytical tools that can use this data to respond to policy relevant questions. In this paper, we present a workflow to develop an environmentally extended social accounting matrix, which can serve as the basic database for the development of environmentally-extended computable general equilibrium models. To illustrate, and given its comprehensive implementation of the SEEA, we apply this workflow to the Guatemalan case and the Integrated Economic-Environmental Modeling (IEEM) Platform.

Abstract:
This article makes the case for viewing international organisations (IOs) as global polyarchies. Our argument is twofold: on a theoretical level, IOs often meet the criterion of philosophical coherence, as they are based on rules of membership and decision-making that are compatible with those found in democratic institutions. On a practical level, we believe the concerns of IOs about pluralism, inclusiveness and efficacy go far beyond rhetoric, and may decisively influence their activities as well as their outcomes. To this end, the first section explores Robert Dahl’s concept of polyarchy and applies this to global institutions. In the subsequent sections, we advance our empirical argument with the UN as a case study. We reach three main conclusions. The first is that, at the bureaucratic level, the UN Secretariat performs some typically democratic functions, such as multilateral representation and the constitution of international regimes, which turns it into an important channel for feasible democracy in international politics. Second, at the multilateral level, the UN General Assembly (UNGA) represents a specific kind of representative polyarchy by allowing the greatest possible number of countries to have an equal say in global affairs. And third, it also serves as a gateway for multilevelled international representation by including a diversity of non-state actors in what has been called the ‘Third United Nations.’

Abstract:
While nation-states remain primary protagonists in global governance processes, it is increasingly recognized that non-state actors (NSAs) are key players in areas ranging from human rights and civil conflict to infectious disease and nuclear non-proliferation. The area of climate change is an illustrative example. NSAs have been active participants in the margins of the Conference of Parties (COP), the annual meeting of Parties to the UN Framework Convention on Climate Change (UNFCCC), since its inception in 1995 by holding side-events and protests, raising awareness, lobbying, etc. NSAs have also contributed to the development of a “regime complex” in climate governance at the same time. Yet, the determinants and effects of that participation are not well understood. The COP offers a unique opportunity to examine one piece of this puzzle; namely, the factors that enable and motivate NSAs to participate in the design and implementation of international agreements. We use an original dataset of NSA participants at the COP from 1995 to 2016, to examine whether NSAs are well positioned to help states overcome key barriers to cooperation. As NSAs ramp up their participation in climate governance and elsewhere, this study offers insight into their motivations and potential impact on governance outcomes.

245. UN migration pact – a framework for Völkerwanderung?

Abstract:
On December 10th 2018 the body of international soft law was enriched with the Global compact for safe, orderly and regular migration (from here on - UN migration pact) that was adopted by 164 out of 193 UN member states during their meeting in Marrakesh, Morocco. On December 19th the UN General Assembly officially endorsed the document with 152 member states voting in favor, five voting against, and twelve abstaining. It’s unknown what changed the mind of twelve countries which have adopted the pact in Marrakech, but failed to endorse it in New York. Even though the UN migration pact stipulates that it is merely a “cooperative framework” it has nonetheless deepened the political divide on the migration controversy among states as well as within them. The polemic that has evolved around the document in recent months centered on two contentious issues: 1. its quasilegality and 2. the potential outcomes of its 23 objectives. This paper will only briefly touch upon the issue of the quasilegality of international soft law and concentrate on the content analysis of the pact itself.

Abstract:
This paper uses the development policy system as an entry point assuming that various fundamental changes along three dimensions – narratives (why?), strategies (what?) and operational approaches (how?) – can be observed over recent years. Changes are diverse, ranging from new narratives translated to the development policy context (such as the migration narrative) to strategic considerations (for instance, developing countries’ graduation implications), new instruments (in form of development finance at the interface with the private sector), and concepts for project implementation (including frontier technology). We discuss the implications and effects of these trends in terms of holistic changes to the wider development policy system itself. Do these changes go hand-in-hand with and ultimately build on and re-inform each other? Or are we actually observing a disconnect between the narratives that frame the engagement of actors in development policy, their strategies for delivery, and operational approaches in partner countries? Based on a consultation of the appropriate literature and information gathered during a number of expert interviews and brainstorming sessions, this paper sheds light on these questions by exploring current trends and by highlighting continuing disconnections between the “why”, “what” and “how” in the development policy system. Further, we argue that the importance of such disconnections is increasing. In particular, the persistent or even increasing disconnections in the development policy system can be more problematic in the face of a universal agenda and the need to upscale delivery to achieve the Sustainable Development Goals (SDGs)

247. From Global Refugee Norms to Local Realities: Implementing the Global Compact on Refugees in Kenya

Abstract:
Adopted by the United Nations (UN) General Assembly in December 2018, the Global Compact on Refugees (GCR) and its Comprehensive Refugee Response Framework (CRRF) point to a paradigm shift in international refugee policy. The social and economic independence of refugees in destination countries and communities in particular is to be increased. In return, the international community commits to engage in burden- and responsibility-sharing by supporting hosting countries and communities with knowledge and resources. With this new deal, the UN announced its intention to break existing vicious cycles of displacement and dependence on aid in order to ensure that refugees and host communities benefit equally from the measures. The East African nation of Kenya is one of 15 pilot countries working to promote the implementation of the CRRF. The Kenyan Government pledged at the UN Summit for Refugees and Migrants in September 2016 to integrate refugees more effectively and involve them in national and local development planning processes. It underscored its commitments in March 2017 in the context of the regional Nairobi Declaration and Action Plan (NAP). While the national operational plan announced at the time has not yet been adopted, individual commitments are already being implemented. These also include the (further) development of the integrated refugee settlement of Kalobeyei in Turkana Country in the far north-west of the country, a project supported by the international community as part of the CRRF, but originally initiated at local level. The example of Kenya and Turkana County shows that the (capacity for) implementation of global agreements depends not least on the specific interests of sub-national actors. Requirements of the CRRF, such as better infrastructure for refugees and host communities, are compatible with the local government’s economic development priorities. The capacity of Kenyan counties to take action has also been improved as a result of the decentralisation process in 2010. To a certain degree at least, counties can challenge the national security-related narratives which restrict the opportunities of refugees to participate in society to this day. In neighbouring Tanzania, implementation of the CRRF failed due in no small part to the fact that barely any consideration was given to the concerns of local actors in the nation’s centralised political system. Based on our analysis, we make the following recommendations for German development policy: Local state and non-governmental actors should be involved in drafting global norms and dialogue between municipalities should be promoted, Partner governments should be made aware of the benefits of integrating refugees and political and administrative implementation should be supported, Local stakeholders should be actively involved and supported in the planning and prioritisation of refugee integration strategies.

249. Beyond Blue Helmets: Promoting Weapons and Ammunition Management in Non-UN Peace Operations

Abstract:
This report details efforts to improve weapons and ammunition management in non-United Nations (UN) peace operations in order to enhance force protection and mandate implementation. More than 25 organizations apart from the UN have deployed more than 100 peace operations to date. These non-UN organizations face the same challenges as the UN in securing their contingent-owned equipment (COE) and the lethal materiel they recover. Non-UN peace operations may even be more vulnerable to these challenges than UN operations. Thousands of small arms and light weapons as well as millions of rounds of ammunition have been lost in recent years as a result of attacks on fixed sites, patrols, and convoy movements. Forced abandonment of COE, burglary, theft, corruption, as well as poor discipline and practices also contribute to diversion of materiel. Beyond Blue Helmets: Promoting Weapons and Ammunition Management in Non-UN Peace Operations focuses on defining key terms, identifying the actors undertaking non-UN peacekeeping operations, and analyzing the challenges they face as well as the control measures that exist to mitigate the risks and reduce the loss of arms and ammunition. The report also highlights efforts some of these actors are presently undertaking to develop more effective checks and balances to enhance weapons and ammunition management (WAM) practices in peace operations, and suggests additional measures that could be undertaken towards these ends.

1. The struggle for justice and accountability in Burma/Myanmar (hereinafter Myanmar1 ) has reached a milestone. Until now, concrete steps to address impunity for the most serious international crimes committed by the military—including well-documented patterns of mass atrocities indicating war crimes, crimes against humanity and genocide—have largely been ad hoc, partial, or symbolic. In 2018, however, Member States of the United Nations (UN) Human Rights Council took the extraordinary step to pursue justice and accountability with the establishment of the Independent Investigative Mechanism for Myanmar (IIMM). While there is no guarantee that the IIMM process will lead to meaningful accountability, it provides the best chance to date. The engagement of CSOs with the IIMM will be an essential part of the process. 2. This Report is designed primarily to inform and assist CSOs from Myanmar that may wish to engage with the IIMM. Based on desk research and interviews with UN staff and CSOs working with similar mechanisms in other contexts, the Report aims to help CSOs from Myanmar better appreciate what to expect in terms of the risks, benefits, and the various forms of engagement with the IIMM. The Report can also assist IIMM staff to build the best possible relationship with CSOs from Myanmar. 3. The Ferencz International Justice Initiative consulted UN staff and civil society activists working at, or engaged with, the following investigative mechanisms (collectively referred to as “the Mechanisms”) 2 : • Syria: The International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes Under International Law Committed in the Syrian Arab Republic Since March 2011 (Syria IIIM); • South Sudan: The Commission on Human Rights in South Sudan (CHRSS); and • Iraq: UN Investigative Team for Accountability of Da’esh (UNITAD)
