51. Blockchain Technology in Supply Chains – What are the Opportunities for Sustainable Development?

Abstract:
While blockchain technology (BT) has gained a great deal of publicity for its use in cryptocurrencies, another area of BT application has emerged away from the public eye, namely supply chains. Due to the increasing fragmentation and globalisation of supply chains in recent years, many products have to pass through countless production steps worldwide (from raw material extraction to the point of sale). Ensuring the quality and sustainability of production in preceding steps is a major challenge for many firms and thus, ultimately, also for the consumer. BT offers potential for achieving significant progress on this front. Put simply, the blockchain makes it possible to verify data decentralised within a network, store it in a tamper-proof and traceable format and make it accessible to all members of a network.

Abstract:
The second Infrastructure Working Group workshop under the Italian G20 PPresidency, titled “Financing infrastructure investments for local communities”, was hosted on 4 February 2021 by the Istituto Affari Internazionali (IAI). As the world gradually recovers from the pandemic crisis, most governments are designing strategies to revive long-term growth. A key factor in their success will be the capacity to restart and reorient infrastructure investments. In this context, investments in local infrastructures are particularly important because social needs, work habits and production patterns have been greatly affected by the COVID-19 pandemic, whose impact has been most severe on urban areas, the informal sector and marginalised groups – especially in developing countries. Investments in local infrastructures will therefore be crucial in addressing the need to sustain recovery while tackling long-standing problems posed by climate change and social exclusion.

This report analyses the size, scale and persistence of national development banks and offers ten clear observations and conclusions of the role of NDBs for the achievement of sustainable development globally. The Executive Summary can be found here. This report analyzes NDBs top down and bottom up. Top down, it includes the most recent data on the number of NDBs along with their total assets and annual disbursements. Bottom up, we conduct systematic case studies of various development bank ecosystems, including those of India, Brazil, China, South Africa, Germany and the US, to begin analyzing their role in the national development bank economy.

Transparency is often seen as a means of improving governance and accountability of investment, but its potential to do so is hindered by vague definitions and failures to focus on the needs of key local actors. In a new report focusing on agribusiness, forestry, and renewable energy projects (“land investments”), CCSI grounds transparency in the needs of project-affected communities and other local actors. Transparency efforts that seek to inform and empower communities can also help governments, companies, and other actors to more effectively manage operational risk linked to social conflict.

Abstract:
Shared capital, defined as a broadly distributed pattern of rights over productive assets, can be a powerful instrument to address economic and social inequalities. We argue that initiatives to bring about shared capital can foster both redistribution and recognition, and thereby bring about more inclusive and peaceful societies. Based on experience, we suggest moreover that they are feasible and can be advanced by suitable policies and actions—at local, national, and global levels. Shared capital can involve distribution of various rights of an asset, including those of use, control, income, and transfer. This paper considers nine cases which feature some experience of shared capital involving various kinds of rights being distributed and relate these to different kinds of assets. In almost every case, the state has an important role to play in facilitating the distribution of rights.

Corruption in the extractive industries is one of the biggest obstacles to the accountable and sustainable management of natural resources. While EITI has the potential to contribute toward the fight against corruption, the initiative is falling short in realizing this potential in many countries. NRGI’s new memo details recommendations for EITI to strengthen its relevance for anticorruption efforts. This memo builds on a review of EITI disclosures from around the world conducted by NRGI, the findings of which are summarized in a February 2021 report titled How Can Anticorruption Actors Use EITI Disclosures?.

Increased investment in agriculture and food systems—from both the private and public sectors—is critical to enhance food security and nutrition, reduce poverty, and adapt to climate change. In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility?
