Abstract:
Climate-related events left no region unaffected in 2018. These events demonstrate how climate change impacts are worsening. Despite increased geopolitical tensions that seem to undermine the Agenda 2030 or the Paris Agreement, global and regional organisations have been able to achieve some progress in addressing and mitigating climate-related security risks. This report, prepared for the Planetary Security Conference taking place in The Hague on 19-20 February 2019, feeds into the conversation by sketching the past year’s trends in relation to climate and security. Assisted by Rickard Söder and Mikaela Wang, authors Dan Smith, Malin Mobjörk, Florian Krampe and Karolina Eklöw review the progress made in global and regional organisations on addressing and mitigating climate-related security risks despite the turmoil in global politics at large. It builds on the two previous progress reports for the Planetary Security Initiative (PSI). The report focuses on progress in the UN and in regional intergovernmental organisations, both showcasing achievements and highlighting new challenges.

As the world faces a significant upward trend in conflict—including a tripling of civil wars since 2007 and conflict increasingly prevalent in middle-income countries—practitioners in peace and security have sought to expand their toolkits to take advantage of the revolution in information gathering, data analytics, ICTs, and machine learning. On March 20, 2019, participants from around the world showcased 25+ innovative, data-driven approaches that are transforming the methods and the effectiveness of those working on early warning, conflict prevention, peacebuilding, stabilization, and international security.

Abstract:
This discussion brief is a contribution to the Grand Challenge on Inequality and Exclusion, an initiative of the Pathfinders for Peaceful, Just and Inclusive Societies. Inequality and exclusion harm society in a number of ways, ranging from fraying trust in institutions and increasing volatility in politics, to causing economic damage, physical insecurity, and higher rates of crime and suicide. This brief lays out an array of tangible costs to show that inequality is damaging not only on normative, but also social and economic grounds. The areas of analysis include public health problems, such as anxiety, obesity, and unplanned teenage pregnancies; impacts on safety and security, including homicide rates and violent conflict; and the economic effects of GPD gaps caused by gender discrimination, vertical income inequality, and ethnicity-based discrimination. It also addresses the territorial dimensions of inequality and exclusion, and presents evidence that inequality is a force driving volatile politics, social unrest, and falling levels of trust in public institutions today.

Abstract:
This paper seeks to raise awareness of the growing global obesity epidemic and the need to address the economic, security, and humanitarian threats it poses for the United States and the world. While the development community—including global agriculture, health, and security practitioners—has been focused on combatting undernutrition, the number of people who are obese or overweight has been on the rise and is now on par with the 2 billion who are food insecure. In western countries where the epidemic started, obesity is not just an enormous health and economic burden, but a national security threat. Seventy percent of 17-to 24-year-olds in America are reported to be unfit to serve in the military, with being overweight and obese as the leading disqualifier. An increasingly sedentary lifestyle and growing reliance on unhealthy processed food has spread to low and middle-income countries around the world. Many of these countries are experiencing a “double burden” of malnutrition, in which people who are overweight or have obesity coexist with those experiencing undernutrition, threatening the growth and vitality of their societies. So far, policy responses from national governments have been slow and inadequate. The costs of the epidemic have not yet been viewed as urgent enough to generate the public demand or political will to act. The view of obesity as a global “syndemic,” along with undernutrition and climate change, has the potential to help rally attention to the challenge. The paper calls for local, national, and global efforts to recognize obesity as the economic, moral, and security crisis that it is and to summon the political will to end the epidemic.

Rosegrant, Nonresident Fellow, Global Food and Agriculture The world is running out of clean, fresh water to feed—and nourish—a growing global population. Approximately 2.4 billion people—more than one-third of the global population—currently live in water-scarce regions, and projections indicate that by 2050 over one-half of the world’s population could be at risk due to water stress. At the same time, global demand for water will continue to increase, driven by population growth, rising consumption, urbanization, and energy needs. The stakes are high for protecting and effectively managing this vital resource, as increasing water scarcity threatens to undermine the progress that has been made on global food and nutrition security. Failure to treat water as a strategic, valuable, and limited resource will accelerate water insecurity, even for historically water-secure populations, and may threaten the economic and political security of nations, including the United States.

Abstract:
Technological advances in the biological sciences have long presented a challenge to efforts to maintain biosecurity and prevent the proliferation of biological weapons. The convergence of developments in biotechnology with other, emerging technologies such as additive manufacturing, artificial intelligence and robotics has increased the possibilities for the development and use of biological weapons. This report, written by SIPRI experts on technology and arms control, provides a nuanced picture of the risks and challenges posed by this convergence. It analyses the extent to which concerns arising from new technological developments can be dealt with through existing governance mechanisms. Based on the limitations identified, the authors recommend the action that needs to be taken by national governments, international organizations, academia, the private sector and the DIY community.

The third phase of the New Geopolitics of Peace Operations (NGP) initiative seeks to enhance understanding of how peace operations interact with non-traditional security challenges such as terrorism and violent extremism, irregular migration, piracy, organized crime and environmental degradation. It aims to identify the various perceptions, positions and interests of the relevant stakeholders. By engaging key stakeholders and mapping the policy space for the potential role of peace operations in addressing non-traditional security challenges, it also aims to stimulate open dialogue, cooperation and mutual understanding. Four dialogue meetings organized by SIPRI and the Friedrich-Ebert-Stiftung (FES) will focus on a different non-traditional security challenge. Each will be preceded by a background paper that sets the baseline for the meeting: giving an overview of the main developments and discussions regarding peace operations and the specific challenge to be discussed. The initiative will conclude with a final report based on the outcomes of these meetings that will advance the discussion on peace operations and non‑traditional security challenges. This phase of the NGP initiative is supported by the Ministry for Foreign Affairs of Finland, co-sponsored by the Ministry of Foreign Affairs of Ethiopia, and in continued partnership with FES.

Abstract:
The security implications of climate change have increasingly been debated in the United Nations Security Council. Yet, there is a growing concern by many UN member states about the lack of adequate responses to the risks that climate change poses to peace and security. In recent years, some modest but notable changes at the UN have taken place, of which the creation of the Climate Security Mechanism is the primary example. This SIPRI Policy Brief summarizes the recent evolution of the climate security debate in the UN and highlights three priority areas for future action: (a) supporting and establishing climate security action in the field, (b) nurturing knowledge provision and (c) building sustainable sources of financing for climate security action. All these steps will require committed actors, innovation and long-term investment. Escalating climate impacts make the mitigation of climate-related security risks by the UN and its member states not only demanded but urgent. Recent institutional progress demonstrates that committed and cooperative actors can drive institutional change. This progress must be bolstered and action delivered in the field.

On March 8, 2000, Ambassador Anwarul K. Chowdhury remarked in his International Women’s Day statement at the United Nations Security Council, …members of the Security Council recognize that peace is inextricably linked with equality between women and men. They affirm that the equal access and full participation of women in power structures and their full involvement in all efforts for the prevention and resolution of conflicts are essential for the maintenance and promotion of peace and equality.i Later that year, the United Nations Security Council unanimously passed the landmark resolution (UNSCR 1325) on Women, Peace and Security. UNSCR 1325 is the first formal recognition of the critical role of women in effective conflict resolution and peacebuilding. The mandate requires attention to gender equality in all aspects of international peace and security decisionmaking. The vision of UNSCR 1325 is to fundamentally change often exclusionary peace and security approaches so that they are fully inclusive and sensitive to the needs and capacities of the entire population. Historically, gender inequality has remained outside the sphere of consideration for many security actors and policymakers. Unlike any other foreign policy agenda, Women, Peace and Security (WPS) originated from a global constituency of non-state actors—women. As a result, WPS promotes nonviolent, human rights–based approaches to peace and security decision-making. This approach explicitly acknowledges equality between men and women as intrinsic to achieving lasting peace.
