391. Digitalisation and Flight: How Can Donors Leverage Digital Technologies to Support Refugees?

Abstract:
This policy brief provides a review of how refugees use digital tools, gives examples from organisations deploying digital technologies in the field, and discusses the effectiveness of and the ethical issues surrounding the use of digital technologies to support refugees. By putting the needs of refugees at the centre of their digital strategies and working with implementing organisations, such as UNHCR and Mercy Corps, to develop technology solutions that meet the needs of refugees and field staff safely and ethically, donors can get the most out of digital tools for supporting refugees.//In der vorliegenden „Analyse und Stellungnahme“ wird ein Überblick über die Verwendung digitaler Tools durch Flüchtlinge gegeben. Des Weiteren werden Beispiele von Organisationen vorgestellt, die digitale Technologien einsetzen, und die Wirksamkeit sowie ethische Fragen im Zusammenhang mit dem Einsatz digitaler Technologien zur Unterstützung von Flüchtlingen erörtert. Durch Fokussierung auf die Bedürfnisse von Flüchtlingen bei der Entwicklung von Technologielösungen und die Zusammenarbeit mit Partnerorganisationen, die in der Lage sind, Sicherheitsstandards im Datenschutz zu erfüllen, wie z.B. dem UNHCR und Mercy Corps, können Geber digitale Tools bestmöglich zur Unterstützung von Flüchtlingen einsetzen.

392. Risks of Maladaptation: Climate Insurance in Agriculture

Abstract:
Weather risk is an issue of extraordinary concern in the face of climate change, not least for rural agricultural households in developing countries. Governments and international donors currently promote ‘climate insurance’, financial mechanisms that make payouts following extreme weather events. Technologically innovative insurance programmes are heralded as promising strategies for decreasing poverty and improving resilience in countries that are heavily dependent on smallholder agriculture. New subsidies will amount to hundreds of millions of dollars, yet funders and advocates have thus far neglected the social and ecological ramifications of these policies. Reviews have focused largely on near-term economic effects and practical challenges. This briefing draws on an initial inventory of potential adverse effects of insurance programmes on local agricultural systems that we have recently assembled. Our review shows that farmers with insurance may alter their land-use strategies or their involvement in social networks previously used to mitigate climate risk. Both processes constitute crucial feedbacks on the environmental and the social systems respectively.

Abstract:
Partially autonomous and intelligent systems have been used in military technology since at least the Second World War, but advances in machine learning and Artificial Intelligence (AI) represent a turning point in the use of automation in warfare. Though the United States military and intelligence communities are planning for expanded use of AI across their portfolios, many of the most transformative applications of AI have not yet been addressed. In this piece, we propose three goals for developing future policy on AI and national security: preserving U.S. technological leadership, supporting peaceful and commercial use, and mitigating catastrophic risk. By looking at four prior cases of transformative military technology—nuclear, aerospace, cyber, and biotech—we develop lessons learned and recommendations for national security policy toward AI.

Abstract:
Blockchain, tangle and other distributed ledger technologies (DLTs) are pushing a broad array of previously centralized global economic activities toward decentralized market structures. Governments should tackle the new regulatory conundrums of an increasingly disintermediated global economy by focusing on DLTs’ individual use cases rather than its underlying enabling technologies. Grouping the known use cases by common characteristics reveals three broad categories of blockchain-law interfaces. For ease of reference, this paper labels these the recycle box, the dark box and the sandbox. Each raises distinct legal, regulatory and policy challenges deserving of separate analysis.

395. Experts, Coders, and Crowds: An analysis of substitutability

Abstract:
Recent work suggests that crowd workers can replace experts and trained coders in common coding tasks. However, while many political science applications require coders to both and relevant information and provide judgment, current studies focus on a limited domain in which experts provide text for crowd workers to code. To address potential over-generalization, we introduce a typology of data producing actors - experts, coders, and crowds - and hypothesize factors which affect crowd-expert substitutability. We use this typology to guide a comparison of data from crowdsourced and expert surveys. Our results provide sharp scope conditions for the substitutability of crowd workers: when coding tasks require contextual and conceptual knowledge, crowds produce substantively different data from coders and experts. We also find that crowd workers can cost more than experts in the context of cross-national panels, and that one purported advantage of crowdsourcing - replicability - is undercut by an insuffcient number of crowd workers.

Abstract:
The Defense Innovation Initiative (DII), begun in November 2014 by former Secretary of Defense Chuck Hagel, is intended to ensure U.S. military superiority throughout the 21st century. The DII seeks broad-based innovation across the spectrum of concepts, research and development, capabilities, leader development, wargaming, and business practices. An essential component of the DII is the Third Offset Strategy—a plan for overcoming (offsetting) adversary parity or advantage, reduced military force structure, and declining technological superiority in an era of great power competition. This study explored the implications for the Army of Third Offset innovations and breakthrough capabilities for the operating environment of 2035-2050. It focused less on debating the merits or feasibility of individual technologies and more on understanding the implications—the second and third order effects on the Army that must be anticipated ahead of the breakthrough.

397. ‘Many-Citedness’: Citations Measure More Than Just Scientific Impact

Abstract:
Citation indexes are increasingly used to measure the scientific impact of researchers and institutions, though their application is often criticized. Most authors agree that citations do not measure only scientific quality; there is disagreement however on what else they do capture. We study the network of citations of all publications indexed in Web of Science authored or coauthored by Italian tenured academic economists between 2011 and 2015. By estimating the determinants of the probability that any author is cited by any other author in the sample, we find those factors to involve not only similarity in methods and topics but also, significantly, various measures of social community as well as of ideological proximity. We conclude that, at least in the case of economics, citations cannot be interpreted as unbiased proxies of scientific impact, and their use to produce indexes and rankings may require careful rethinking.

398. Replacing Something Bad With Something Worse: Why Biometric Authentication Will Be So Creepy

Abstract:
Technology that identifies you by physical or behavioral attributes is showing up everywhere. We find biometric identification in passports, smartphones, laptop computers, and even “smart firearms” that will only fire in the hands of the registered owner. These techniques are becoming popular because biometric identification features are ubiquitous, convenient, and harder to repudiate than other forms of personal identification. Current generation systems generally use static biometric measurements such as fingerprints, facial and iris scans, and hand geometry. We are on the cusp of a revolution that will usher in biological (e.g. heart rhythm, brainwaves), chemical (e.g. DNA, body odor), and behavioral (e.g. gestures, gait analysis) biometrics. There will also be “body modification” technologies such as magnetic ink tattoos and the password pill from Proteus Digital Health. These have already attracted the interest of tech giants including Google and PayPal. Biometrics will also play an increasingly significant role as one of the factors in multi-factor authentication systems. Like all nascent technologies, advances in biometrics will bring new advantages and also new risks. The move to biometrics may even spark profound social and cultural changes. The ultimate impacts may be difficult to predict, yet we have to start thinking about them. We should also encourage system creators and implementers to follow good design principles that will bring us the benefits of secure and convenient identification, while minimizing the creepy side effects.

Abstract:
The rate of (technological) change in today´s dynamic environment calls for new policies and collaboration models between governments and industry. Two key elements will underpin successful policies for dealing with innovation and the impact of technology: an innovation ecosystem and an innovation platform. Just like companies are involving customers in private sector innovation, governments are seeking to involve citizens. There is a growing trend to engage citizens more and more in the co-creation of public services. The citizen co-creation approach also has merits for the defense and security industry, and there are several successful examples showcasing new ways of collaboration, overcoming the traditional obstacles. Three key recommendations will enable governments to overcome innovation challenges. These recommendations depend on two essential enablers to deal with disruptive innovation in government organizations: an innovation ecosystem and an innovation platform. Without both, innovation is for sure going to fail. Given the rate of unprecedented technological change, governments, militaries and businesses have to find creative ways to work and innovate together.
