121. Assessing military cyber maturity: strategy, institutions and capability

Abstract:
Few governments have reached an enduring consensus on just how quickly and how deeply reforms to their military cyber forces must be made. While consensus points have been reached, these are usually tested within a short period of time by international circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, or whether they warrant radical development pathways and a higher priority than others. One of the most profound influences on the evolution of a country’s military cyber forces and strategies is politics. This paper offers insights into how the governance and organisational factors of domestic politics facilitate or inhibit the dissemination of cyber concepts and capabilities throughout military forces beyond the main signals or cyber intelligence agency. There are at least three reasons to analyse military cyber maturity. The countries currently pursuing such capabilities are not satisfied with the development levels in policy and strategy they have so far reached. There is increasing potential for crippling cyber attacks on key elements of military capability or supporting infrastructure. And no country has yet succeeded in the broad dissemination of cyber capabilities through its armed forces in ways that leading military planners would like. While consensus points have been reached, these are usually tested within a short period of time by inter-national circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, akin to artillery or submarines; or whether they are sufficiently transformative of military power to warrant radical development pathways and a higher priority than others. This paper provides an impact matrix which can be used by governments, their armed forces and research analysts to understand the ways in which military cyber reforms can be facilitated or inhibited by governance and organisational processes.

Abstract:
Hydrogen has become one of the most debated topics in the energy industry. As an energy vector,[1] hydrogen has been touted as a possible path to decarbonize energy sectors that are considered difficult to electrify, such as heavy-duty transport. While hydrogen expansion faces challenges associated with introducing it into new sectors and decreasing the cost of green (or low-emission) hydrogen, major economies such as China, the EU, and the United States have been looking to integrate its use into their decarbonization strategies.[2] Demand for hydrogen could more than quintuple in a global net-zero-carbon-emissions scenario.[3] Given that hydrogen’s role is expected to increase significantly over the coming decade and expand into new sections of the energy system, it is essential to have more clarity on its current and future demand profile. The energy community is used to relying on statistics for more traditional fuels such as oil or natural gas; they enable analysts and investors to follow market developments, identify trends, and anticipate investment needs and opportunities. For policy makers, they can help to measure progress toward decarbonization objectives or against targets set within their hydrogen strategies as well as help them compare their activity with other countries’ developments. Understanding demand, production, and trade through data transparency is also a key element in energy security.

Abstract:
This article shows that the problem of “West-centrism” in the study of International Relations (IR) is synonymous with the problem of the dominance of positivism, a particular version of science that originated in the modern West. How can we open up this double parochialism in IR? The article calls for reflexive solidarity as a way out. This indicates that on-going Global IR projects need to revamp their geography-orientated approaches and instead seek solidarity with other marginalised scholars irrespective of their geographical locations or geocultural backgrounds to build wide avenues in which not only positivist (i.e., causal-explanatory) inferences but also normative theorising and ethnographically attuned approaches are all accepted as different but equally scientific ways of knowing in IR. As a useful way of going about this reflexive solidarity, this article suggests autobiography.

125. Do various innovation linkages enhance innovation? International evidence

Abstract:
Whereas various drivers of the international innovative activity have been studied in the literature, our understanding of the contributions of different innovation linkages to innovation deserves more attention. Are the different innovation linkages equally complementary to research inputs in fostering innovation? This paper addresses the contributions of different innovation linkages to innovation, across two different measures of innovation. We find that a broader index of innovation linkages shows positive and significant spillovers on innovation, while joint ventures and university-industry collaborations fail to exert a significant influence. These spillovers are reinforced by the positive and expected impacts of R&D spending. In other results, greater venture capital investments boost innovation in most cases, while more FDI boosts one type of innovation output. These findings are uniquely shown to be sensitive across least- and most innovative nations when a quantile regression is employed. Implications for technology policy are discussed.

The early warning/early action (EWEA) community has been working for decades on analytics to help prevent conflict. The field has evolved significantly since its inception in the 1970s and 80s. The systems have served with variable success to predict conflict trends, alert communities to risk, inform decision makers, provide inputs to action strategies, and initiate a response to violent conflict. Present systems must now address the increasingly complex and protracted nature of conflicts in which factors previously considered peripheral have become core elements in conflict dynamics.

En este trabajo examinamos el impacto que la introducción de las tecnologías digitales y la inteligencia artificial está teniendo en materia de igualdad y discriminación. El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.

Abstract:
The Missile Technology Control Regime (MTCR) is a cornerstone of the non-proliferation architecture for missiles and other uncrewed aerial vehicles. However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners.

130. Breaking Through the Digital Ceiling: ICT Skills and Labour Market Opportunities

This paper analyses the impact of ICT-skills on individuals’ labour market mobility patterns, in particular job-to-job, employment- to-unemployment and unemployment-to-employment transitions. Based on the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC) and longitudinal EU-SILC data, individuals’ labour market outcomes are examined over the period 2011-2017 in nine EU countries and the UK. Our results indicate that individuals with strong ICT skills have better opportunities and are therefore not only more likely to change jobs more frequently but are also less likely to face unemployment. Furthermore, ICT skills support unemployment exit towards medium and high digital occupations. A certain minimum level of ICT skills also supports unemployment exit towards low digital occupations but seems to make employment in such occupations less likely once this threshold is crossed. Overall, ICT skills have less predictive power for transition towards medium digital occupations. Thus, while ICT skills appear to improve labour market opportunities significantly, it seems that there are still jobs that require relatively few ICT skills.
