Abstract:
In the aftermath of conflict, National Dialogue and Transitional Justice can both contribute to reconciliation and prevent the recurrence of violence. But what is the nexus between the two? What are key shared characteristics, goals, and complementarities? In this paper, Sylvia Servaes and David Bloomfield explore the interlinkages between National Dialogues and Transitional Justice. They also discuss open questions on how both processes can be further integrated in practice to enhance their relevance and effectiveness. Over the last two decades, National Dialogues have been increasingly recognised as a comprehensive tool for preventing violent conflicts and reaching inclusive political settlements. However, questions remain on how to best integrate certain topics in the design of National Dialogues and how to meaningfully include specific societal groups. The series “National Dialogues at crossroads” aims at addressing this gap. It compiles lessons learned and recommendations on four cross-cutting issues: climate change, digitalisation, protest movements, and Transitional Justice.

Abstract:
The objective of these short policy briefs is to inform national, regional and international institutions on key topics related to insider mediation and to inform the development of more holistic and supportive policies for insider mediators. While women still face cultural, logistical and security barriers in their participation in local mediations, they are able to play critical and unique roles in mediating family, land, socio-economic, and environmental conflicts, contributing to a high success rate of mediation agreements. The value of building and supporting (informal) networks of insider mediators is key in environments that do not always welcome the contributions of civil society and where more flexible and nimble networks can act as early warning and response mechanisms, raising the chances to achieve sustainable and transformative peace.

Abstract:
Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

Abstract:
The inclusion of women in peace processes and post-conflict governance has been shown to have positive effects on the duration of peace and on social inclusion.1 For instance, women representatives might encourage an increase of resources spent on public services rather than on the military2 and they improve public perceptions of the government which contributes to preventing conflict relapse.3 These conflict-prevention effects are highly desirable, reinforcing the call for the participation of women at all decision-making levels in national, regional, and international institutions and mechanisms for the prevention, management, and resolution of conflict. This is reinforced by United Nations (UN) Security Council Resolution (SCR) 1325 and subsequent resolutions on women’s participation in peace processes: SCRs 1889 (2013), 2122 (2013), 2242 (2015), and 2493 (2019). Post-conflict peacebuilding contexts generate opportunities for women advocates to demand the presence of women in decision-making spaces and the wider public sphere,4 which contributes to women’s empowerment.5 Research on the correlation between the end of war and women’s increased political participation further illustrates this point. Tripp’s 2015 research6 on Africa and Berry’s 2018 research7 in Rwanda and Bosnia-Herzegovina have found that conflict resolution in these contexts have had positive effects on women’s political agency.

This policy brief provides guidance to peacebuilders and conflict transformation practitioners on incorporating participatory methods at all stages of a project's life cycle. Participatory methods can be utilised from conflict analysis through implementation and monitoring and evaluation of project outcomes. The policy brief offers practical recommendations to practitioners on implementing participatory approaches and highlights the potential benefits and limitations of these methods. It also includes a collection of resources for different participatory methods and demonstrates how they can be effectively applied in peacebuilding contexts.

6. Pathways for Reducing Military Spending in Post-civil Conflict Settings

Abstract:
High military spending is a common and consequential legacy of civil conflict. Reducing military spending can yield valuable economic gains and further contribute to the recovery of post-civil conflict societies. However, little is known about the conditions that enable military spending reductions in a conflict’s aftermath. This SIPRI Insights on Peace and Security tackles this issue and provides a comparison of post-civil conflict conditions and military burden—military spending as a share of gross domestic product—outcomes. It builds on a comparative analysis of 19 post-civil conflict episodes between 1970 and 2020, as well as three detailed case studies, to identify common pathways to post-civil conflict military burden reductions. This research finds that reductions in military burden usually follow peace agreements that encompass trustworthy and legitimate verification mechanisms, the strengthening of institutional means to resolve grievances, and improvements in relations with neighbouring countries.

Abstract:
Twenty years since the adoption of the United Nations Security Council Resolution 1325 (UNSC 1325) on Women, Peace and Security (WPS), women remain underrepresented in peace processes. This underrepresentation has far-reaching consequences for the lives of many women and girls in post-conflict countries. The low participation of women in peacemaking and formal peace negotiations calls into question the legitimacy of the process itself, and the evidence shows that the lack of women’s meaningful inclusion at the peace table leads to less representation during peacebuilding actions. To address this persistent exclusion and to ensure opportunities for societies to become more gender-equal are not lost, there has been a rapid emergence of regional and international Women Mediator Networks (WMNs). Comprised of a diverse group of women from various backgrounds and with different expertise and experience, these networks have the potential to be a transformative mechanism for achieving the goals outlined in the WPS Agenda. Analysing the emergence of WMNs and their potential to rejuvenate the implementation of the WPS project, this Policy and Practice Brief (PPB) seeks to answer the following questions: Why are more WMNs emerging? What impact will these networks have? Where do they fit into the existing global framework and how do they engage with this framework?

Abstract:
This article provides a critical analysis of the literature and reports on peace education programmes in countries emerging from violent conflicts. First, it begins with an overview of peace education’s history. Next, it examines how peace education has been conceptualised, and highlights why it remains poorly defined. The article then proceeds by looking at the development of the international community’s use of peace education as a tool to contribute to their peacebuilding efforts in countries emerging from protracted contexts. After that, it reviews the research and evaluation work that has been done on peace education programmes. The article concludes with a survey of peace education programmes in ethnically/religiously linked post-conflict environments that have made mainstreaming their goal, and identifies areas of future research.

Abstract:
How best to assist fragile and post-conflict states to improve conditions for their citizens and to establish the policies, institutions, and governance procedures that will lead to socio-economic development has constituted an enduring set of questions for international assistance agencies. These questions have taken on renewed urgency in today’s world where concerns about transnational terrorism, intrastate conflict, and state failure have led to an intersection among the policy, research, and programmatic agendas of the international development, humanitarian, security, and diplomatic communities. The World Bank’s list of fragile states grew from seventeen to twenty-six during the years 2003 to 2006, confirming that the problem of addressing the needs of low-income countries affected by poor governance, persistent poverty, and weak economic growth is becoming ever more difficult and complex.1 While definitions of fragile states vary, all concur that state fragility is directly related to capacity deficits. Fragile states have governments that are incapable of assuring basic security for their citizens, fail to provide basic services and economic opportunities, and are unable to garner sufficient legitimacy to maintain citizens’ confidence and trust. When these capacity deficits are large enough, states move toward failure, collapse, crisis, and conflict. In post-conflict countries, the recovery process—often supported by international donor assistance—involves rebuilding capacity and filling deficits, though backsliding is an ever-present risk. As Collier et al. note, countries that have experienced violent conflict face a 40 percent risk of renewed violence within five years.2

10. Reconstruction and Reconciliation: What’s Economics Got to Do With It?

Abstract:
Reconstruction and reconciliation are perhaps the most pressing issues of our time. The ongoing conflicts in the Middle East, as well as the many problems generated by weak, failed, and conflict-torn states in other parts of the world, are examples of situations where these topics are relevant. Reconstruction entails rebuilding, and in some cases constructing, both formal and informal institutions in weak, failed, and postwar countries. More specifically, the reconstruction process involves the restoration of physical infrastructure and facilities, minimal social services, and structural reform in the political, economic, social, and security sectors. The end goal is the establishment of liberal democratic institutions, or at least the foundations of such institutions. A liberal democracy refers to political institutions which recognizes, respects, and enforces individual and civil rights, the rule of law, and private property.1 Typically the reconstruction process involves some array of indigenous citizens and elites as well as exogenous actors, whether they are military occupiers or international policymakers. Reconciliation can be seen as a key aspect of the broader reconstruction process and involves individuals coming to terms with past human and civil rights abuses, oppression, and violations of the rule of law and private property. Any shift from an illiberal to a liberal regime requires some form of reconciliation between enemies. The past violations of human, civil, and property rights by certain individuals must be addressed, but when doing so, a balance of retribution and reconciliation should be established. In the absence of such an ethic of forgiveness and reconciliation, the transition toward a liberal order will be incomplete.
