Abstract:
Passed unanimously in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating better policies and more equitable peace agreements.1 UNSCR 1325 was drafted and adopted by the UN Security Council with significant leadership from women-led civil society groups around the world. It has been followed by seven other resolutions (UNSCRs 1820, 1888, 1889, 1960, 2106, 2122, and 2242), which make up the Women, Peace and Security Agenda (WPS).2 WPS is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, halt inequalities between men and women, and promote gender equality on a global, national, and local scale.

Abstract:
Awarding the 2018 Nobel Peace Prize to advocates for survivors of wartime sexual violence, Dr. Denis Mukwege and Nadia Murad, indicates that the issue of sexual abuse has gained international recognition. This comes ten years after the adoption of the UN Security Council Resolution 1820, which declared that conflict-related sexual violence constitutes a war crime and a crime against humanity. This Special Report highlights the limited scope of the resolution, examines the connections between sexual violence and conflict, and urges key stakeholders to view sexual violence—both during conflict and after—as a threat to international peace and security.

Abstract:
Long considered a natural partner for peace through economic diplomacy and bilateral trade agreements, business has increasingly become ignored or demonised. The private sector comprises a wide diversity of organisations and is the part of the economy that is not run by a state, but by individuals and companies for profit. Small businesses/micro-companies serve as a good starting point for a conflict resolution process because they often constitute the only form of economic activity in a conflict zone. MNCs have a range of options to respond to conflict, but cannot openly take part in conflict resolution and peacebuilding initiatives, and rarely become involved officially. Track Two diplomacy is their more likely area of involvement. The United Nations has frequently supported the view that the private sector can be a powerful agent of change. However, the UN still engages only two players in conflict resolution and peacebuilding: civil society/NGOs and armed actors. UN peace operations have never been expressly mandated to consult with business or use its influence to build peace. Combining the resources, expertise and leverage of all possible actors would produce a more formidable force for peace. World affairs would benefit from integrating the private sector into a new UN system of governance; new routes are possible for a truly inclusive approach, recognising the business sector’s positive contribution to sustainable peace through informal mediation and collaborative engagement.

54. Greening Peacekeeping: The Environmental Impact of UN Peace Operations

Abstract:
The 2010 cholera outbreak in Haiti, triggered by the UN mission there, killed more than 9,000 people and affected nearly 807,000. This disastrous case drew attention to the negative effect UN peace operations can have on the surrounding communities and environment—something peacekeepers had started paying attention to with the deployment of new large-scale operations in the 2000s. As operations have grown in size, so too has the size of their environmental footprint. This report looks at the environmental impact of peace operations and how the UN has responded, including through policies and guidelines, dedicated staff, and training material. In particular, it assesses the challenges the Department of Field Support faces in implementing its Environment Strategy. Based on this assessment, which includes a detailed examination of the UN mission in Mali, the report puts forward a series of short-, medium-, and long-term recommendations. It concludes that a UN presence should not be a source of stress but should improve local environmental sustainability and build resilience.

It provides an empirical basis for understanding the economic benefits resulting from improvements in peace. Estimates of the economic impact of violence are provided for 163 countries and independent territories, covering over 99.5 per cent of the global population.

56. Positive Peace 2018: Analysing the factors that sustain peace

The same factors that create peace also lead to many other positive outcomes that societies aspire to, such as thriving economies, better inclusion, high levels of resilience and societies that are more capable of adapting to change. Other factors positively associated with Positive Peace are better performance on ecological measures, well-being and happiness. Therefore, Positive Peace can be described as creating an optimum environment in which human potential can flourish. Through placing the emphasis on the positive, Positive Peace reframes our conceptualisation towards what works. The factors that create resilience are different to those needed to stop conflict. Positive Peace, when combined with systems thinking, also provides a theory of change. Changes in Positive Peace precede other major societal changes, either for better or worse. Through building the strength of a nation’s Positive Peace, the nation’s overall trajectory can also be improved. Stimuli have cascading effects, due to the feedback loops contained within national systems pushing societies into virtuous or vicious cycles. However, these cycles can be changed. Positive Peace provides a roadmap of what societies need to change to either improve or break vicious cycles.

57. Global Peace Index 2018: Measuring peace in a complex world

This is the twelfth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2018 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at changes in indicators of Positive Peace that immediately precede deteriorations or improvements in peacefulness, which provides a framework for predictive analysis. The report also assesses the ways in which high levels of peace positively influence major macroeconomic indicators.

58. Financing Armed Groups During Ceasefires

Abstract:
While the financing sources of non-state armed groups (NSAGs) both during active hostilities and after peace agreements has received much attention in the academic and peace-practitioner fields, information about the funding of NSAGs during the time between active fighting and the conclusion of a peace agreement is much less available. This study aims to fill that gap by investigating the sources of financial support for armed groups during ceasefires and peace negotiations. Through information gathered from the selected cases of ETA in the Basque Country, the LTTE in Sri Lanka, the KNU in Myanmar, GAM in Aceh, and several armed groups in Mali, the study examines the various internal and external options available for NSAG funding when a unilateral or bilateral ceasefire is in place and analyses whether ceasefires represent a fundraising constraint or an opportunity for non-state belligerents. The study also makes projections for the longer-term prospects of NSAGs’ receiving financial support to sustain their post-war security, political and socio-economic transformations. Lastly, some general lessons are drawn for third parties involved in supporting peace processes with NSAGs.

Abstract:
This article examines the relationship between post-conflict peace-building and state-building. In so doing, the article illustrates the process of the expansion and transformation of “world international society”. By comparing the process of the formation of sovereign states in modern Europe and state-building activities in post-conflict societies in the contemporary world, the article seeks to identify dilemmas of peace-building through state-building. First, it describes the dilemma at the level of overall international order concerning world international society and regional discrepancies of peace-building through state-building. Second, it also highlights the dilemma at the level of state-building policies concerning the concentration of power and the limitation of concentrated power. Third, it illustrates the dilemma concerning liberal peace-building and local ownership. Then, the article argues that post-conflict state-building needs to be understood in the context of the long-term state-building process.

During the course of the past 10 years, the security environment has become more complex due to the blurring of the lines of warfare. Therefore, the ‘gray zone’ between peace and war expanded and became a battlefield of non-conventional warfare such as counterinsurgency, terrorism, cyber-attacks, etc. (Mansoor, 2012: 1). The failed and fragile states in the Middle East, North Africa, and Central Asia, as well as non-recognized de facto states in the Caucasus played catalytic role in the expansion of the non-conventional warfare. Moreover, Great Powers inclined to use increasingly the non-conventional warfare in the proxy and delegated wars waged by them. In the recent years, the non-state actors used innovative and complicated tactics against legal authorities in many countries. The prevalence of the new complex threats transformed the classic war concept into a concept called ‘new wars.’ Due to the combined use of the conventional and non-conventional warfare, many scholars and politicians started to call the new model of war as ‘hybrid war.’
