151. Explaining Trends in the Frequency of Gender Provisions in Peace Agreements, 1990–2019

Abstract:
This paper investigates trends in the presence of gender provisions in peace agreements. The authors analyzed 352 peace agreements in 64 countries between 1990 and 2019 to see whether gender provisions were included and to identify which factors influence the likelihood of such provisions. The key findings have important implications for advancing gender mainstreaming in peace processes. Good news: Up through 2013, there had been a significant increase in the share of peace agreements with gender provisions, from below 10 percent in the 1990s to 45 percent in 2013. Bad news: the share has plummeted since 2013, to a new low of 11 percent in 2018. In 2019, the share of agreements with gender provisions rebounded to 29 percent, but remained below the 2013 peak. Which factors influence the likelihood of gender provisions in peace agreements? KEY FINDING 1 Participatory processes and the democratization of peace negotiations is significantly associated with increases in the likelihood of adopting gender provisions. When women are parties to the negotiations and civil society organizations are official third parties to the agreement, gender provisions are more likely. However, such participatory processes in peace negotiations remain far from the norm. KEY FINDING 2 International involvement and mediation—especially by United Nations peacekeepers, other states, or regional organizations—has a significant impact on mainstreaming gender in peace settlements. Although we did not find a statistically significant association between UN involvement as a third party and the adoption of gender provisions, states or regional organizations in official third-party roles—such as mediators, witnesses, and observers to the negotiations—is correlated with an increase in the likelihood of adopting gender provisions. The presence of UN Peacekeeping in conflict-affected countries was also found to be associated with an increase in the likelihood of adopting gender provisions. KEY FINDING 3 Better scores on gender-equality indicators at the country level do not always guarantee that peace agreements will have gender provisions. While increased female parliamentary representation is linked to an increased likelihood of adopting gender provisions, somewhat surprisingly equal rights and opportunities for women under the law is not. KEY FINDING 4 Peace agreements that are ceasefire related are associated with a lower likelihood of adopting gender provisions. Ceasefire agreements tend to focus on the cessation of hostilities between warring parties and are usually less comprehensive than framework agreements, which address more substantive issues such as women’s rights.

Abstract:
The UN Secretary-General António Guterres described the state of the world today in two words “uncertainty” and “instability”.28 These two terms will remain the defining characteristics of the future. If we want international peacemaking structures to remain relevant then the evolving nature of conflict must be taken more seriously. Doing so will require addressing fundamental questions including but not limited to: what does an effective mandate look like in the current geopolitical climate? What might de-escalation mechanisms or a ceasefire look like for hybrid or cyber conflicts? How can virtual safe space for dialogue be secured? How do we ensure that peace agreements hold, when the parties to the conflict are so many, and so far away from the conflict itself? How can we advance international cooperation on peacemaking in the absence of an effective UN Security Council? Given the increasingly blurred lines between peace and conflict, the basic concepts of global peace and security and thus the future of peace mediation will need to be reconceived.

Abstract:
The 70th anniversary of the Universal Declaration of Human Rights (UDHR) in December 2018 created a need to problematise its precepts and their political consequences in contempo- rary times. Drawing on Michel Foucault’s genealogical approach to power, this article analyses the normative inscription of the UDHR as the emergence of a juridical-political device that produces new modulations of biopolitics. As such, it is not based on peace, as is commonly argued, but on the permanent reinscription of war, sometimes in dimensions that go beyond the boundaries of sovereignty.

Climate change and the associated climate-related security risks increase instability and have significant adverse effects on peacebuilding. Within the UN, however, there is a lack of consensus on which organs are most appropriate to respond to climate-related security risks. Most of the bodies addressing climate change do not address its intersection with peace and security, while many member states have concerns about the role of the UN Security Council on climate change. In this context, the UN Peacebuilding Commission (PBC) seems well placed to complement and advance discussions on climate-related security risks in other UN bodies, including the Security Council. This paper—a joint publication of IPI and the Stockholm International Peace Research Institute (SIPRI)—aims to identify areas and ways in which the PBC is preventing and mitigating climate-related security risks and to map the political positions of PBC members on this topic. It also looks at opportunities for the PBC to strengthen its engagement on climate-related security issues. The paper identifies a number of attributes that uniquely position the PBC as a forum for states to seek international support for addressing climate-related security challenges: it emphasizes national ownership, has a mandate to work across the three pillars of the UN, brings together a wide range of UN organs, and convenes relevant stakeholders from within and outside the UN system. The paper concludes that a gradual but steady approach to addressing climate-related security risks in the PBC is likely to encourage more countries to seek its support on these issues.

157. Woman First, Soldier Second: Taboos and Stigmas Facing Military Women in UN Peace Operations

Despite efforts to increase the participation of women uniformed peacekeepers, military women continue to face taboos and stigmas that are barriers to their inclusion and successful deployment. These range from gender stereotypes that cause military women to face more scrutiny than their male counterparts to difficulties speaking up about discriminatory and sexualized behavior, including racism, sexual harassment, and assault. Being confronted with persistent taboos and stigmas can have far-reaching consequences for military women before, during, and after deployment. This paper, which is based on interviews with 142 military women from fifty-three countries, assesses the taboos and stigmas facing military women at three levels: (1) at the individual and community levels; (2) within their national defense structures; and (3) during deployment to UN peace operations. It also looks at the strategies women use to mitigate these taboos and stigmas and the formal and informal support structures they turn to. The paper concludes with recommendations for national defense structures and the UN: For national defense structures, it recommends improving standards of behavior and accountability, educating men and women on taboos and stigmas, recruiting and retaining more women, proactively reaching out to and selecting women for deployment to peace operations, providing women the support they need, and designing equipment that better suits women’s needs. For the UN Department of Peace Operations, it recommends strengthening narratives on the importance of female peacekeepers, ensuring that all peacekeepers respect UN values, developing mission-specific gender strategies and plans, engaging more firmly with troop-contributing countries, making recruitment and selection processes more gender-sensitive, holding personnel accountable for discriminatory and sexualized behavior, and establishing in-mission support systems.

Abstract:
As more and more states and organizations adopt a gendered approach to international policy, trainings on how to conduct gender-based analysis and integrate gender perspectives into policies and programming have proliferated. But despite this increase in gender trainings, it remains unclear how effective they have been due to challenges related to their design, delivery, targeting, and evaluation. After mapping the ecosystem of gender trainings in the realm of international peace and security, this issue brief unpacks each of these challenges. It concludes with a set of recommendations for improving gender trainings, suggesting that those designing gender trainings should consider the following: Conducting a preliminary needs assessment to adapt trainings to their audience; Soliciting feedback at every stage of the training, including “live” feedback during the training; Grounding training in local contexts and providing evidence to back up claims; and, Generating self-reflection by both participants and trainers during evaluations.

159. Peacebuilding during a Pandemic: Keeping the Focus on Women’s Inclusion

This year was expected to be an opportunity to assess the past twenty years of progress on the women, peace, and security (WPS) agenda. Instead, it has been upended by the COVID-19 pandemic, which has dominated the international community’s attention and put recent gains for WPS at risk. One of the areas most at risk is the participation of women in peacebuilding efforts and peace processes, which is already a part of the WPS agenda where progress has been limited. This paper looks into what actions states and international actors can take to ensure women’s participation in peacebuilding and peace processes during the pandemic. It draws on two virtual meetings—one at the ministerial level and one at the ambassadorial level—convened in partnership with the government of Sweden. Based on these meetings, the paper identifies five key factors that could help the UN and its member states keep the focus on women peacebuilders during the pandemic: State leadership on WPS in multilateral fora: In the face of the pandemic, it is critical for UN member states to defend recent gains made in implementing the WPS agenda in multilateral fora, especially the Security Council. Women’s participation in formal peace processes: While the pandemic has made it even more difficult for many women to participate in formal peace processes, the normalization of virtual convenings could be an opportunity to bring more women to the table. Protection and security of women peacebuilders: The UN and its member states have a role to play in providing women peacebuilders both physical protection and international legitimacy and recognition. Financing for women peacebuilders: The pandemic has made funding even more of a challenge for women peacebuilders. Donors should recognize the important role of women’s organizations in the pandemic response and recovery when deciding how to allocate funding. Data-driven responses: There is a need for a coordinated, risk-sensitive approach to data collection to ensure that the COVID-19 response reflects an understanding of how the pandemic affects women.

The promise of “maintaining international peace and security”1 is one of the most important commitments of the United Nations (UN), and securing peace one of its most central tasks. Yet, it is also a promise that has proven to be the most elusive. Conflict and instability continue to be widespread across the world. According to the Global Peace Index, in 2018, “global peacefulness declined for the fourth straight year (...) as a result of growing authoritarianism, unresolved conflicts in the Middle East and North Africa, and increased political instability across the world.”2 The recent years witnessed major security crises, such as the war against the Islamic State in Iraq and Syria; the Rohingya crisis, with over a million fleeing from persecution in Myanmar; and further security deterioration in 92 countries.3 Even in countries where peace agreements have been signed – such as Colombia, the Philippines, and South Sudan – their implementation remains slow and challenging, and high levels of violence and insecurity persist. In countries that do not experience armed conflict, peace is often disrupted by other forms of insecurity – such as the shrinking of the democratic space, and the persecution, arrests, torture and murder of human rights activists. The failure to achieve and sustain peace has devastating impacts on the lives of thousands of people. As of December 2018, the UN High Commissioner for Refugees documented 68.5 million individuals forced to flee their homes, primarily because of violent conflicts.4 The negative impact of armed conflict on the achievement of development goals has also been documented.5
