1. Practical Guidance for Integrating Climate into WPS National Action Plans

Abstract:
In this practical guidance note, the Georgetown Institute for Women, Peace and Security explores the capacity for National Action Plans on Women, Peace and Security (WPS NAPs) to be effective tools for national-level implementation of the WPS Agenda that is responsive to climate-related security risks. WPS NAPs have become the primary tool for national-level efforts to implement the WPS Agenda. To remain relevant and effective, NAPs must be responsive to the ever-changing security landscape and emerging threats to peace and security, like climate change. While the share of NAPs that mention climate change has slowly increased, many include just one cursory reference to climate change in the background section that does not comprehensively address the impacts of climate-related security risks across all four pillars of WPS or include specific actions or commitments related to climate in the NAP’s implementation framework. This report presents actionable policy recommendations for WPS NAPs to more meaningfully address climate change and related security risks throughout their design, drafting, and implementation. Abstract:
In this policy brief, the Georgetown Institute for Women, Peace and Security presents recommendations for advancing gender, climate, and security in the UN Security Council and opportunities for Member States and other relevant stakeholders to drive progress on these interconnected challenges. Despite growing recognition of how climate change multiplies risk and poses a threat to international peace and security, efforts to make climate change a standing item on the Security Council’s agenda have failed. Climate change disproportionately impacts women and threatens their security, yet frameworks like the Women, Peace and Security (WPS) Agenda have been slow to integrate climate considerations into thematic resolutions and National Action Plans (NAPs) on WPS. The international community must rapidly scale-up efforts to bridge these policy gaps and holistically address challenges at the nexus of gender, climate, and security. This policy brief explores best practices and offers specific recommendations for the Security Council, Member States, and international actors to integrate gender-responsive climate considerations into global peace and security efforts. Abstract:
This briefing paper summarizes the important lessons learned since 2018 by Oxfam Denmark and the wider Oxfam confederation while promoting the women, peace and security (WPS) agenda and supporting WPS programming in Burkina Faso, Colombia, Ghana, Kenya, Lebanon, Mali, Niger, the Occupied Palestinian Territory, South Sudan, Syria, Uganda, Ukraine and Yemen, including under the Danish International Development Agency (Danida) strategic partnerships. It contains practical and policy-level recommendations for international actors working on the WPS agenda in various crisis and conflict contexts globally. The briefing paper shows that supporting and amplifying locally led feminist action by diverse women-led, women’s and LGBTQIA+ rights organizations, networks and groups is a central foundation for peace and justice.

Abstract:
We are going to deal with peace in relation to law in the broad context of the Western philosophic tradition, presented in these pages through a traditional Catholic prism rooted in what one can characterize as Thomistic realism. Naturally, when defining peace, war appears by comparison or opposition. And, naturally, it is therefore also necessary to deal with war in some detail in order to contribute to a better definition of peace. First of all, some doubt arises about this relationship. For if peace is—in St. Augustine’s definition—the tranquillity of order, it is not only the absence of war, but something positive: order, hierarchy, harmony, etc. But if, on the other hand, it is the neutralization of conflict, as Italian academician Danilo Castellano says, that war must somehow make its presence felt again, even if its disappearance is postulated. We shall deal briefly with both in what follows, concluding with a reminder of “just war” and a conclusion on “just peace."

Abstract:
For the discipline of International Relations (IR), the study of International Peace Settlements (IPS) for the organization of postwar international orders has thus far primarily been the purview of realist, liberal, and constructivist approaches. To date, Marxist approaches have tended to either ignore the significance of IPS in the formation of new global orders or have been inscribed into longer-term overarching processes – namely, the reified consequences of the development of capitalism. These proclivities have had the unwelcome effect of subsuming the role historical agents have played in the devising of international ordering strategies under preordained universal “laws of motion” and downplaying the broader efficacy of foreign policymaking in the building of world order. This paper proposes to rectify this Marxist lacuna by highlighting how adopting an approach that elaborates on the principles of Geopolitical Marxism (GPM) in IR can overcome these shortcomings. The paper argues that a radical historicist methodology for analysing these important world-historical junctures retrieves the significance of contextualized agency within the historical materialist tradition and overcomes the issues beholden to structuralist Marxist approaches.

6. Gender mainstreaming in United Nations peace operations: an unfulfilled promise?

Abstract:
The principle of gender equality is a cornerstone of the United Nations (UN). Centred on equal access to rights, opportunities, resources and decision-making powers irrespective of gender, it’s embedded within the UN Charter and championed in the UN Universal Declaration of Human Rights. Mechanisms such as the inaugural resolution 1325 on Women, Peace and Security (WPS) agreed to in 2000 by the UN Security Council (UNSC), and the adoption of an additional nine WPS resolutions, further represent the critical intent to achieve this goal. The purpose of such WPS mechanisms is to cultivate gender balance, foster diverse leadership and champion gender equality in a global effort to establish sustainable peace after conflict. Yet, as we stand on the threshold of the 25th anniversary of UNSC resolution 1325, the UN’s stride towards gender equality for uniformed women in peace operations has been ‘exceedingly slow’. The lofty aspiration of ‘equal opportunity peacekeeping’ through gender mainstreaming policies and practices remains elusive, entangled in a web of misconceptions and entrenched systemic barriers and institutional challenges. The purpose of this ASPI report is threefold. First, it examines the blocks to implementation and the effects of gender mainstreaming strategies. Second, it advances three strategic interventions for the UN system and its global peace and security community: redefining peacekeeping benchmarks for an efficient and effective uniformed component shifting the narrative on peacekeepers’ contributions regardless of gender incorporating feminist voices and practices in the development of policies and practices for the deployment of peacekeepers. These proposed interventions offer a unique prospect for the final section of this report: encouraging Australian Government departments and agencies that have responsibilities for and commitments to execute the Australian National Action Plan (NAP) on WPS. Those commitments extend to fostering gender equality in both domestic and international WPS endeavours, thereby strengthening Australia’s position as a proactive UN member state.

National actors working in small arms control and on women, peace, and security (WPS) share commitments to reduce suffering, maintain peace and security, and contribute to the realization of the Sustainable Development Goals (SDGs). Yet, while these cross references are increasingly commonplace in the international policy framework, this does not often translate into harmonized references in national action plans (NAPs) on WPS and small arms control. Meaningful Partners: Opportunities for Collaboration between Women, Peace and Security, and Small Arms Control at the National Level—a Briefing Paper from the Small Arms Survey’s Gender-Responsive Arms Control project—identifies potential avenues for future work to better harmonize efforts related to WPS and small arms control, and improve the effectiveness of both policy areas in achieving their objectives.

Abstract:
This is the eleventh edition of the Global Terrorism Index (GTI), which provides a comprehensive summary of the key global trends and patterns in terrorism since 2012. The GTI report is produced by the Institute for Economics & Peace (IEP), using data from Dragonfly’s TerrorismTracker database and other sources. In 2023, deaths from terrorism increased by 22 per cent to 8,352 deaths and are now at their highest level since 2017, although they remain 23 per cent lower than at their peak in 2015. Excluding the October 7th Hamas attack, deaths would have still been up by five per cent. Whilst the number of deaths increased, the number of incidents fell, with total attacks dropping by 22 per cent to 3,350 in 2023. Pakistan recorded the most incidents of any country, with 490 attacks recorded. The rise in deaths but fall in number of incidents shows how terrorism is becoming more concentrated and more lethal. The number of countries recording a death from terrorism fell to 41, considerably lower than the peak of 57 countries recorded in 2015 and the 44 recorded in 2022.
