Abstract:
The study seeks to explain the non-state actors' roles in international climate negotiations. The existence of the Paris Agreement in our view strengthens the hybrid multilateralism architecture that makes it possible encouraging non-state actors to take part in global climate governance, such as Greenpeace. Based on literature research, this study uses qualitative research approaches. In addition, we utilize secondary information relevant to the subjects covered in this research from academic publications and online news sources. From this research, we found that three main key points, authority, legitimacy, and effectiveness in hybrid multilateralism best explain Greenpeace involvement in international climate negotiations. Furthermore, by following certain indicators of non-governmental organizations’ influence, Greenpeace is seen to have succeeded in influencing the Kyoto Protocol yet lost its role in influencing the Paris Agreement upon the United States’ withdrawal under Trump’s administration.

Abstract:
With the signing of the Paris Agreement in 2015, the world institutionalized the goal of keeping global temperature rise below 2ºC, based on efforts to adapt to and mitigate climate change. It is in this context that the actors involved presented their commitments to establish policies and strategies to reduce carbon emissions in different sectors of the economy. This process of reducing emissions can be called decarbonization and consists of replacing fossil energy sources with clean renewables, in addition to encouraging the use of electrification technology, such as electric cars. This movement promotes transformation toward a low-carbon economy in various sectors. In the energy sector, this transformation is called the clean energy transition, as it attempts to reduce greenhouse gas emissions in the energy matrix. For this to happen, increasing the use of renewables over using fossil fuels such as coal and oil is encouraged.

Abstract:
The zero-carbon energy transition is the solution to the 2022 energy crisis and a fundamental part of the solution to the global climate crisis. Yet, there are relatively low levels of investment in renewable energy in developing countries, hindering their achievement of the Sustainable Development Goals (SDGs) and contribution to the Paris Agreement goals. In 2021, the Asia–Pacific region (excluding China) accounted for less than 8% of investments in energy transition technologies, Latin America and the Caribbean for less than 4%, and Africa and the Middle East for less than 2%. Annual investment in zero-carbon energy in developing economies other than China has stagnated since the Paris Agreement was signed in 2015. To put the world on track to reach net-zero emissions by 2050, annual capital spending on zero-carbon energy in developing countries must increase by more than seven times, to more than USD 1 trillion, by the end of the 2020s. There is therefore an urgent need to address the drivers of public and private finance for investment in renewable electricity generation, network infrastructure, and enduse sectors to meet the Paris Agreement and two complementary SDGs: ensuring access to affordable, reliable, sustainable, and modern energy for all (SDG 7); and taking urgent action to combat climate change and its impacts (SDG 13). This report sheds light on roadblocks to scaling up investments in renewables while distilling solutions from international experience and brings clarity to where international and national efforts should urgently be focused to address the deterrents of investment in renewables and enable zero-carbon energy security and prosperity.

4. The Global Stocktake at COP28: Ensuring a Successful Outcome

Abstract:
COP28 marks a pivotal point in the global response to the climate crisis, where countries will have the first opportunity to review and take stock of the Paris Agreement through the Global Stocktake (GST). This presents an opportunity to accelerate climate action and close the gaps needed to keep global warming below 1.5°C. To ensure a successful political outcome from the GST, the parties at COP28 could focus on the following: Keep 1.5°C alive through commitments in nationally determined contributions: Governments, especially major emitters and future major emitters, need to commit to ambitious measures to reduce greenhouse-gas emissions. The GST outcome should provide specific guidance and actionable suggestions to countries as they prepare to submit their new or updated NDCs in 2025. Phase out fossil-fuel production: Parties should agree to call for a sustained and widespread phase-out of fossil-fuel production, including the elimination of subsidies for domestic and foreign fossil-fuel extraction. The goal should be to achieve net-zero carbon emissions as close as possible to 2040 (for developed countries) and 2050 (for emerging economies). An ambitious GST outcome would also include individual and collective commitments to triple global capacity for renewable energy by 2030. Price emissions: Parties should go beyond making pledges and develop mechanisms and frameworks that incentivize action. Carbon pricing is one such mechanism. A global carbon-pricing floor should differentiate between developed and developing countries, and the price should be set based on the markets rather than on a distinction between high and low emitters. Implementing a global carbon-pricing strategy could foster cooperation between developed and developing countries to safeguard the planet’s climate. Improve the quality and quantity of climate finance: Getting countries out of debt, especially those vulnerable to climate impacts, should be a priority. Donor countries can also explore innovative strategies for utilizing the International Monetary Fund’s special drawing rights to provide grants instead of putting countries more in debt. Bridgetown 2.0 highlights a path toward reforming the global financial system to better serve developing countries through currency exchange guarantees, disaster clauses for debt deals, and reforms to multilateral development banks to increase lending. Capitalize the Loss and Damage Fund: Now that countries have agreed to establish the Loss and Damage Fund, they should make pledges and pursue innovative finance, including taxes and levies on shipping, air travel, financial transactions, and fossil fuel extraction.

5. We’ll always have Paris: How to adapt multilateral climate cooperation to new realities

Abstract:
Ahead of COP27, multilateral climate negotiations are stalling due to geopolitical tensions, distrust between the global south and high-income countries, and concerns about energy supplies. It is necessary to move faster in implementing emissions-reduction measures, but the need for consensus in the global climate process makes this difficult. At the same time, drivers of action on climate change are evolving, with countries now competing for economic advantage in new green technologies. The EU and its partners are right to combine negotiations under the UN climate convention with initiatives that bring together like-minded and ambitious countries to accelerate industrial transformation. To be effective and legitimate, these efforts should remain rooted in the multilateral system and incorporate substantial climate funding for emerging markets and lower-income countries. EU institutions and member states should also work to strengthen the capacity of multilateral institutions to support efforts on climate change.

Abstract:
The three major international texts adopted in 2015 -Addis Ababa Action Agenda on financing for development, 2030 Agenda for Sustainable Development and Paris Climate Agreement- place national public policies and actors at the heart of international development cooperation (IDC). By bringing IDC closer to national institutions, particularly development banks, and taking it further away from traditional foreign policy, this shift has challenged longheld IDC narratives and structures, both among developed and developing countries. It has also laid the foundations for a degree of structured and universal accountability within the international development cooperation system, setting the stage for a wider shift within global governance.

7. The Consequences of Unilateral Withdrawals from the Paris Agreement

Abstract:
International cooperation is at the core of multilateral climate policy. How is its effectiveness harmed by individual countries dropping out of the global mitigation effort? We develop a multisector structural trade model with emissions from production and a constant elasticity of fossil fuel supply function to simulate the consequences of unilateral withdrawals from the Paris Agreement. Taking into account both direct and leakage effects, we őnd that a US withdrawal would eliminate more than a third of the world emissions reduction (31.8% direct effect and 6.4% leakage effect), while a potential Chinese withdrawal lowers the world emission reduction by 24.1% (11.9% direct effect and 12.2% leakage effect). The substantial leakage is primarily driven by technique effects induced by falling international fossil fuel prices.

8. Global Governance 2.0: The Collective Choreography of Cooperation

Abstract:
Multi-stakeholder partnerships among states and non-state actors have become increasingly prevalent models for the delivery of global public goods. Various international organizations—particularly the United Nations entities—are pouring resources into large-scale efforts such as conferences and summits to promote partnerships. Are such efforts effective? If so, what is the causal mechanism at work? Analyzing all major UN conferences and summits on climate change in the 2000-2015 period, this study finds that contrary to conventional wisdom, only two were successful in driving the growth of climate partnerships. Six organizational attributes acted as conditions of success for these efforts, enabling a mechanism this study labels the collective choreography of cooperation. They are: (1) strategic timing; (2) leaders’ level convening; (3) emphasis on ambitious, cooperative commitments; (4) sectoral orientation; (5) subsidiarity; and (6) leadership with centralized decision-making. Effective collective choreography requires high level convening power and autonomy of the summit host. Among international organizations, only the UN Secretary-General has both these two attributes. Gaining sufficient autonomy on climate change without alienating key member states took decades, during which successive Secretaries-General engaged in ‘conference activism’ and expanded the range and breadth of their good offices to help overcome intergovernmental gridlock and steer towards constructive outcomes. Achieving the Paris Agreement goals is a global policy priority that requires exponential acceleration of climate partnerships across economic sectors during the first half of this century. A five-year choreography cycle led by the Secretary-General over the next thirty years, and coinciding with the Global Stocktake of the Paris Agreement, could serve to achieve this policy priority. Four features of the climate problem have made it conducive to collective choreography that are more or less characteristic of many other global governance challenges. (1) There is dispersed control over causes of the problem and over possible solutions. (2) Economic and social benefits to non-state actors for engaging in voluntary cooperation on climate change exist or can be made to exist. (3) Barriers to cooperation exist in the form of high transaction costs, risks, and limited trust. (4) The problem is mature enough that multilateral solutions had already been attempted, without success thus far. As such, this paper provides a basis for further investigation into the potential to apply collective choreography to other global public goods.

9. Modeling Myths: On the Need for Dynamic Realism in DICE and other Equilibrium Models of Global Climate Mitigation

We analyze and critique how optimizing Integrated Assessment Models, and specifically the widely-used DICE model, represent abatement costs. Many such models assume temporal independence –abatement costs in one period are not affected by prior abatement. We contrast this with three dimensions of dynamic realism in emitting systems: inertia, induced innovation, and path dependence. We extend the DICE model with a stylized representation of such dynamic factors. By adding a transitional cost component, we characterize the resulting system in terms of its capacity to adapt in path-dependent ways, and the transitional costs of accelerating abatement. We formalize a resulting metric of the pliability of the system, and the characteristic timescales of adjustment. With the resulting DICE-PACE model, we show that in a system with high pliability, the optimal strategy involves much higher initial investment in abatement, sustained at roughly constant levels for some decades, which generates an approximately linear abatement path and emissions declining steadily to zero. This contrasts sharply with the traditional formulation. Characteristic transition timescales of 20-40 years result in an optimum path which stabilizes global temperatures around a degree below the traditional DICE behavior; with otherwise modest assumptions, a pliable system can generate optimal scenarios within the goals of the Paris Agreement, with far lower long run combined costs of abatement and climate damages. We conclude that representing dynamic realism in such models is as important as – and far more empirically tractable than – continued debate about the monetization of climate damages and ‘social cost of carbon’.

10. What’s next for UN climate negotiations? The UNFCCC in the era of populism and multipolar competition

Abstract:
After the agreement reached in Katowice in December 2018, The Paris Agreement is finally operational. This is a major diplomatic achievement. Two large-scale political developments have cast a shadow over the implementation phase of the Paris Agreement: the rise of right-wing populism and emerging multipolar competition. The evidence so far seems to suggest that right-wing populism often frames climate change as an elite agenda – and international agreements are perceived as a pet issue of the corrupt elite, at odds with the interests of the people. Relatedly, tightening competition among great powers makes multilateral cooperation and consensus-based decision-making among 197 parties increasingly challenging. With the Paris Agreement in place, the UNFCCC can provide a long-awaited legal framework for national climate contributions, but it will not be able to increase the ambition of national climate policies via multilateral negotiations.
