81. How is Global LGBTI Philanthropy Responding to COVID-19?

Abstract:
In April 2020, GPP conducted a survey in order to understand emerging practices and principles for COVID-19 response among funders supporting global LGBTI issues, share common learnings and opportunities for collaboration, and inform how GPP can support the community of global LGBTI funders over the course of the pandemic and beyond. The survey focused on GPP member funds as well as non-GPP members in the top 20 funders of global LGBTI issues (based on the 2017-2018 Global Resources Report). The brief contains findings on: Common principles and innovative initiatives global LGBTI funders have commenced since the pandemic began; Key issues that LGBTI funders are hearing from grantee partners; Actions global LGBTI funders have taken to response to these issues; Initial planning or forecasting on implications for global LGBTI funders, including new resources; Recommendations for global LGBTI philanthropic community collaboration in response to COVID-19 impacts on LGBTI communities across the world. In response to the key recommendations from this survey, GPP will monitor shifts in resource flows to LGBTI movements and communities resulting from the COVID-19 pandemic. We plan to undertake a follow up survey of these leading global LGBTI funders in July 2020 and will also publish those results here.

Abstract:
Arange of actors are manipulating the information environment to exploit the COVID-19 crisis for strategic gain. ASPI’s International Cyber Policy Centre is tracking many of these state and non-state actors online, and will occasionally publish investigative, data-driven reporting that will focus on the use of disinformation, propaganda, extremist narratives and conspiracy theories by these actors. The bulk of ASPI’s data analysis uses our in-house Influence Tracker tool - a machine learning and data analytics capability that draws out insights from multi-language social media datasets. This new tool can ingest data in multiple languages and auto-translate, producing insights on topics, sentiment, shared content, influential accounts, metrics of impact and posting patterns.

The COVID-19 pandemic, which broke out in December 2019 in the Chinese city of Wuhan and quickly spread across the globe, will have a lasting impact on worldwide economic, political and strategic developments. Some observers question whether the different approaches by nations to the pandemic may benefit or hinder global economic competition. Others worry that some states may exploit the pandemic as a pretext to curtail individual freedoms. Still others note the emergence of an outright "battle of narratives" on the origins of the virus and the correct approach to bringing it under control, adding fuel to an already lingering "systemic" contest.

Abstract:
Since late 2019, the world has sought – frantically at times – to appropriate policies for responding to the coronavirus pandemic (Covid-19). This Working Paper reviews the political significance of Covid-19 in order to understand the ways in which it challenges the existing domestic order, international health governance actors and, more fundamentally, the circulation-based modus operandi of the present world order. The analysis begins with the argument that contagious diseases should be regarded as complex open-ended phenomena with various features; they are not reducible to biology and epidemiology alone. In particular, politics and social reactions – in the form of panic and blamecasting, for example – are prominent features with clear historical patterns, and should not, for the sake of efficient health governance, be treated as aspects extraneous to the disease itself. The Working Paper further highlights that when a serious infectious disease spreads, a “threat” is very often externalized into a culturally meaningful “foreign” entity. Pandemics tend to be territorialized, nationalized, ethnicized, and racialized. This has also been the case with Covid-19.

Abstract:
The Covid-19 pandemic is a major test for governments around the world. We study the political consequences of (mis-)managing the Covid crisis by constructing a highfrequency dataset of government approval for 35 countries. In the first weeks after the outbreak, approval rates for incumbents increase strongly, consistent with a global “rally around the flag” effect. Approval, however, drops again in countries where Covid cases continue to grow. This is especially true for governments that do not implement stringent policies to control the number of infections. Overall, the evidence suggests that loose pandemic policies are politically costly. Governments that placed more weight on health rather than short-term economic outcomes obtained higher approval.

Abstract:
In early 2020, the disease Covid-19 caused a drastic lockdown of the Chinese economy. We use a quantitative trade model with input-output linkages to gauge the effects of this adverse supply shock in China on the global economy through international trade and global value chains (GVCs). We find moderate welfare losses in most countries outside of China, while a few countries even gain from the shock due to trade diversion. As a key methodological contribution, we quantify the role of GVCs (in contrast to final goods trade) in transmitting the shock. In a hypothetical world without GVCs, the welfare loss due to the Covid-19 shock in China is reduced by 40% in the median country. In several other countries, the effects are magnified or reversed for several countries. Had the U.S. unilaterally repatriated GVCs, the country would have incurred a substantial welfare loss while its exposure to the shock would have barely changed.

Abstract:
This article comprehensively examines international migration trends and policies in light of the coronavirus disease 2019 (COVID-19) pandemic. It begins by reviewing migration developments throughout the past 60 years. It then examines pandemic-related migration trends and policies. It concludes with a series of general observations and insights that should guide local, national, regional, and international policymakers, moving forward. In particular, it proposes the following: National measures to combat COVID-19 should include international migrants, irrespective of their legal status, and should complement regional and international responses. Localities, nations, and the international community should prioritize the safe return and reintegration of migrants. States and international agencies should plan for the gradual re-emergence of large-scale migration based on traditional push and pull forces once a COVID-19 vaccine is widely available. States should redouble their efforts to reconcile national border security concerns and the basic human rights of migrants, refugees, and asylum seekers. States and the international community should accelerate their efforts to address climate-related migration. States of origin, transit, and destination should directly address the challenges of international migration and not minimize them.
