Abstract:
The pandemic uncovered a reality that has long been brewing in which inequalities, injustices, and asymmetries are violently embedded in the order of society. The crisis of wage-based society did not alter the unequal distribution of work, nor did it recognise it as an integral element of all lives – despite how feminisms have long politicised this discussion. This dossier focuses on three main areas around three main areas: communities, houses/homes, and domestic and care work.

Abstract:
The COVID-19 pandemic has exposed the world’s vulnerabilities to pandemics, and the inadequacies of existing surveillance infrastructure and data to help us respond to them. At both the national and global level, insufficient abilities to rapidly identify and characterize the emergence of new pathogens; adequately diagnose and enumerate infected individuals; analyze trends in CO- VID-19 cases, hospitalizations, and deaths; evaluate the impact of public health interventions; track essential supplies; and monitor COVID-19’s development have hindered global effectiveness in stopping its spread. Historically, the answers to these questions have been sought from human clinical and public health sources, such as patients’ diagnostic test results and demographic information. However, as COVID-19 has demonstrated, the human health data available are often insufficient, and the management and response to a complex pandemic also requires data from other sectors, such as businesses, news, and social media; animal health and environmental organizations; and defense, law enforcement, and intelligence. These challenges are not unique to the COVID-19 pandemic and will likely be encountered again in the future unless national governments and international agencies act to improve surveillance capabilities.

Abstract:
The global economy remained on track in the first months of 2021, despite surging covid-19 infections and renewed containment measures in many countries. The impact of the pandemic was largely confined to the service sectors. Meanwhile, the pronounced upturn in industrial production and global trade continued until spring, but has started to falter as a result of supply bottlenecks and logistical problems. The tensions in the global economic fabric are reflected not least in sharp price increases for raw materials, intermediate goods and transportation services, which have already contributed to a noticeable rise in consumer prices. Continued highly expansionary monetary policy and considerable fiscal policy stimulus, notably in the United States, but also in the euro zone, are fuelling economic activity this year and next. We expect global output (measured on a purchasing power parity basis) to increase by 6.7 percent in 2021 and by 4.8 percent in 2022, which is still substantially above medium-term trend growth. In view of the high economic momentum and higher inflation risks, we expect the Federal Reserve to start tightening earlier than previously expected. This is associated with the risk of a significant deterioration in financing conditions going forward, particularly for some emerging economies

75. Pandemics: The Armed Forces as the Ultima Ratio?

Abstract:
The novel coronavirus disease (COVID-19) crisis has caused leaders in all affected countries to turn to their armed forces for support in an ever-expanding range of roles. Armed forces are being tasked to provide capabilities that in many instances go beyond what they have provided in past crises. As the crisis progresses and tragedy intensifies, the armed forces may appear to be the last resort available—the ultima ratio—to decision-makers. It must be expected that these demands will continue to mount even if the current crisis abates, as it is sure to remain a top national concern for months to come. This paper examines the range of roles that armed forces have taken on within the context of this crisis and places those roles, mission, tasks, and function within a scheme of six mission sets that comprise the defense support to civil authority (DSCA) rubric. The paper goes on to set forth a half-dozen considerations for decision-makers to contemplate before asking the armed forces to undertake these roles. In the current pandemic crisis, many of the tasks inherent in the DSCA rubric have been prominent in the demands by political leaders for armed forces support, such as the provision of essential services (many logistical and medical in nature) as well as search capabilities, decontamination operations, and engineering support. For example, armed forces in Italy, Spain, France, and the United States, just to name a few, have built and staffed medical facilities; transported virus patients; delivered food supplies; searched buildings for victims; and decontaminated residences and public facilities, such as train stations and airports. In addition, armed forces organizations have provided mortuary services, including the transportation and cremation of virus victims’ remains, which, of course, are contaminated. Photos of Italian Army units have shown convoys of trucks loaded with coffins. Soldiers have also provided medical support to overwhelmed facilities. Soldiers have been photographed administering tests for the virus, moving patients within hospitals, and providing basic services, such as changing bed pans and providing meals, all in a contaminated environment. French military aircraft, equipped for medical evacuation, have transported virus patients to less-stressed medical facilities in France.

COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. Finally, Nikita Malik discusses the overlaps between pandemic preparedness and countering terrorism from a U.K. perspective.

77. COVID-19 Incidence and the Timing of Quarantine Measures and Travel Restrictions: A Cross-country Analysis

Abstract:
COVID-19 presents humanity with not just a health crisis but also a governance crisis as leaders around the globe confront the challenges of stemming the spread of the virus. Various governments have responded in various ways to slow the transmission of the virus. Ideally, the leaders of a country should approach the crisis with a two-pronged attack. The first is to flatten the epidemic curve (epi curve), which is simply a graphical representation of the number of cases and date of onset of the illness, and the second is to raise or strengthen the capacity of the health system. Flattening the epi curve includes mass testing for COVID-19, which has been done in South Korea, for example. Decreasing the incidence also includes quarantine, isolation, and other social distancing strategies, which have been done by various countries in varying degrees. For example, in China, total lockdown (cordon sanitaire) was implemented in Wuhan, of the Hubei province, while in the Philippines, the entire Luzon, which consists of eight administrative regions, including the national capital region (NCR), was in total lockdown (enhanced community quarantine, or ECQ) since March 16 (World Health Organization [WHO] 2020a). Other parts of the Philippines were under different degrees of quarantine at different periods since the appearance of local transmission. Raising the health care system capacity of a country may include, but is not limited to, training of health care workers, increasing facilities or hospitals that receive COVID patients, and providing adequate personal protective equipment (PPE). This paper offers a brief epidemiological review of COVID-19 since its first case in China and how the hotspots for this disease evolved and changed over a relatively short period. This paper also aims to provide a short descriptive review of the existing data on COVID-19 in the Association of Southeast Asian Nations (ASEAN) region and the government response of its ten member countries, so that we can somehow draw lessons and learn from these myriad experiences as we continue to combat the spread of this dangerous pathogen. The findings in this paper are preliminary, and more rigorous analysis is expected to be performed as the data becomes more extensive and available.

Abstract:
The reflections made in this writing, bring to discussion the importance of transnational law, in the face of the occurrence of the current pandemic. From this, considerations are made about the transnational law produced by the WHO against Covid-19. Also, an analysis is made of the central categories and their relationship with the prefix ‘trans-’ and transnational law. Subsequently, the WHO is discussed, its emergence and performance in the elaboration of a transnational legal framework to be considered when internalizing its guidelines by each Member State. In the context of final considerations, it is emphasized, in addition to the importance that should be attributed to transnational law that the work of the WHO, as a transnational actor, practices materialized acts such as transnational law, both in terms of guidance and in connection with public health matters. The methodology used was based on the inductive method, using the bibliographic research.

79. Horrible Trade-offs in a Pandemic: Lockdowns, Transfers, Fiscal Space, and Compliance

Abstract:
In this paper, we develop a heterogeneous agent general equilibrium framework to analyze optimal joint policies of a lockdown and transfer payments in times of a pandemic. In our model, the effectiveness of a lockdown in mitigating the pandemic depends on endogenous compliance. A more stringent lockdown deepens the recession which implies that poorer parts of society find it harder to subsist. This reduces their compliance with the lockdown, and may cause deprivation of the very poor, giving rise to an excruciating trade-off between saving lives from the pandemic and from deprivation. Lump-sum transfers help mitigate this trade-off. We identify and discuss key trade-offs involved and provide comparative statics for optimal policy. We show that, ceteris paribus, the optimal lockdown is stricter for more severe pandemics and in richer countries. We then consider a government borrowing constraint and show that limited fiscal space lowers the optimal lockdown and welfare, and increases the aggregate death burden during the pandemic. We finally discuss distributional consequences and the political economy of fighting a pandemic.

Abstract:
A few weeks ago, on July 4, we Americans celebrated our country and its freedoms, and we clearly have much to be grateful for – and also much to ponder. Seen both from within the U.S. and from much of the rest of the world, early Massachusetts Colonialist John Winthrop’s idealized “city on the hill” where “the eyes of the people will be upon us,” no longer looks as bright, and this should worry us. Much has been written to lament America’s retreat from the world stage during the current administration, which has been driven apparently by the mistaken notion that the U.S. can escape what affects the rest of the world simply by opting out or by saber rattling to get its way. But the longer the U.S. continues down this path, the question changes from whether the U.S. will want to reassume its 20th century role to whether the rest of the world will be willing to welcome back the America it perceives today. To watchers around the globe the America that led the world to increases in stability, prosperity, democracy, and human rights has disappeared in the trashing of international treaties and trade agreements, riots against racial discrimination, police violence, and our inability to deal effectively with the corona virus pandemic.
