31. The Remittance Effect: A Lifeline for Developing Economies Through The Pandemic and into Recovery

Abstract:
The rising value of remittance flows into developing countries in recent years is often not widely appreciated. At a macro level, remittances support growth and are less volatile than other private capital flows, tending to be relatively stable through the business cycle. At a micro level, remittances benefit recipient households in developing countries by providing an additional source of income and lower incidences of extreme poverty. Remittances act as a form of 'social insurance', supporting households' capabilities to resist economic shocks. Remittances help recipient households to increase spending on essential goods and services, invest in healthcare and education, as well as allowing them to build their assets, both liquid (cash) and fixed (property), enhancing access to financial services and investment opportunities. Understanding the role and importance of remittances is particularly important at the current juncture, with the global economy experiencing a uniquely sharp and synchronized shock as a result of COVID-19. This report examines the available evidence on remittance flows and their potential economic effects. The report explores and shows how remittance flows remain a crucial lifeline in supporting developing economies through the current pandemic crisis and into the recovery. Although remittances slowed during the pandemic, they remained more resilient than other private capital flows, making them even more important as a source of foreign inflows for receiving countries. While the World Bank estimates that remittance flows to developing countries (low-and-middle income economies) contracted by 7.0% in 2020, this decline is likely to have been far less severe than the downturn in private investor capital. Looking forward, the World Bank predicts that remittance flows to developing countries will contract by a further 7.5% in 2021. But the outlook remains subject to a high degree of uncertainty with both upside and downside risks. A wider set of dynamics – including central bank data outturns for 2020, economic outlooks for the world economy in 2021, survey data and remittance consumer market fundamentals – suggest that while there are downside risks, there is also potential that 2020 and 2021 will not turn out as weak as predicted by the World Bank and for a period of strong remittance growth in the medium-term as sender economies recover and demand from developing economies remains high.

Abstract:
During the Covid-19 pandemic, Europe has benefitted strongly from being an open economy that can access goods and services from other parts of the world. Paradoxically, some politicians in Europe think that dependence on foreign supplies reduced the resilience of our economy – and argue that Europe now should wean itself off its dependence on other economies. In this Policy Brief, it is argued that self-sufficiency or less economic openness is a dangerous direction of policy. It would make Europe less resilient and less capable of responding to the next emergency. It is key that people, firms and governments can get supplies from other parts of the world. It is diversification, not concentration of production, that will make Europe more resilient when the next emergency hit. We don’t know where the next crisis will come from. Nature will throw nasty surprises at us, and we will make stupid mistakes, some of which will have devastating consequences. What we do know, though, is that we stand a better chance to fight the next emergency if we get richer and improve our technology. The best policy for resilience is one that encourages specialisation and innovation – and, when the emergency hit, allow for people to improvise in search for solutions. For that to happen, we need openness to goods, services and technology from abroad.

Abstract:
Populist parties and actors now govern various countries around the world. Often elected by the public in times of crises and over the perceived failure of ‘the elites’, the question stands as to how populist governments actually perform once elected, especially in times of crisis. Using the pandemic shock in the form of the COVID-19 crises, our paper answers the question of how populist governments handle the pandemic. We answer this question by introducing a theoretical framework according to which populist governments (1) enact less far-reaching policy measures to counter the pandemic and (2) lower the effort of citizens to counter the pandemic, so that populist governed countries are (3) hit worse by the pandemic. We test these propositions in a sample of 42 countries with weekly data from 2020. Employing econometric models, we find empirical support for our propositions and ultimately conclude that excess mortality in populist governed countries exceeds the excess mortality of conventional countries by 10 percentage points (i.e., 100%). Our findings have important implications for the assessment of populist government performance in general, as well as counter-pandemic measures in particular, by providing evidence that opportunistic and inadequate policy responses, spreading misinformation and downplaying the pandemic are strongly related to increases in COVID-19 mortality.

The solidarity taxes that were levied were done to mitigate effects of a crisis such as a pandemic, as well as rebuilding of nations that had been affected by world wars (examples include Zimbabwe and Germany). Abstract:
Solidarity has become a global and regional buzzword in the fght against Covid-19. As a result of the unequal and shifting disease burden and resource scarcity among countries, solidarity has manifested itself in various forms depending on the national and regional contexts and disease situations. Politicians worldwide have called for solidarity, which has taken many shapes and forms. At the nation- al and sub-national level, Covid-19 has prompted calls for communal solidarity. Solidarity, at the EU level, has often been used as a synonym for intra-EU coordination and assistance between member states as well as safe- guarding the welfare of EU citizens. In the global arena, UN and WHO leadership has been pushing for global sol- idarity to highlight the global nature and scope of the crisis, simultaneously alluding to the uneven distribu- tion of vaccines and the embedded systemic injustices in global health governance. Tis mosaic of solidarities difers from the normative ideal. In this Briefng Paper, we explore the diferent types of pandemic solidarities to understand the political dis- course during the frst year of the Covid-19 pandemic. We analyze the solidarity rhetoric of the high political leadership as well as key solidarity initiatives at three diferent governance levels: global (UN), regional (EU), and national (case Finland) to see how solidarity has been defned, in which context, and to what ends. Compared to other types of emergencies, pandemics are in a league of their own. One key characteristic of a pandemic emergency is the anxiety connected to the processes of contagion, infection, and spread. As the term ‘pandemic’ signifes, the frst line of defence at the local level has failed, as happened in the initial stage of Covid-19. Whereas natural catastrophes are usually lo- cally contained without additional concerns stemming from the fear of spread, pandemics are, to a degree, an- ti-humanitarian by their very nature. Tey usually lead to a knee-jerk reaction to step back and bufer oneself to prevent the harm from spreading.1 From this per- spective, pandemic solidarity is far more limited and qualitatively diferent. Instead of compassion for distant. others, a nearest-and-dearest approach can ensue. Tis Briefng Paper argues that lower levels of soli- darity should act as enablers for better pandemic gov- ernance at the global level. Until now, the impact of na- tional and regional solidarity has been relatively bleak. Calls for solidarity can act as empty signifers or merely as political rhetoric that is not tied to any concrete efort or action. To shed light on the meanings of solidarity, it is important to identify and distinguish the operative nature of solidarity, or lack thereof, in various contexts.

Abstract:
Armed conflicts around the world have continued largely unabated, irrespective of the global pandemic. Despite influencing conflict-affected contexts, the pandemic has not (thus far) been a gamechanger regarding conflicts. Both non-state and state actors have tried to seize opportunities stemming from the pandemic measures for their own benefit. This, along with changes in the footprint of peacebuilding efforts, has threatened human security. In the long term, socioeconomic repercussions of the pandemic pose the gravest threats to peace. The socioeconomic fallout can induce conflict by undermining the social contract and social cohesion, particularly in contexts with conflict legacies, deep inequalities, and high external economic dependencies. The EU has multiple tools that it can deploy in its external action to mitigate the conflict-inducing repercussions of the pandemic. Taking preventive action requires a long-term perspective, even amidst the unfolding crisis.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

Abstract:
The pandemic year 2021 is likely to witness an overall decline in global terrorism. While the threat grew in conflict zones, it diminished off-the-battlefields. However, threat groups worldwide are expanding in cyber space during the pandemic. From Indonesia to Pakistan, Muslim majority countries, Arabization and Islamization of Muslim communities during the pandemic is disrupting national cohesion. To prevent, counter and respond to the recent developments of key terrorist organizations, governmental and non-governmental partners should understand the threat. The intelligence services, law enforcement authorities and military forces should move from counter terrorism cooperation to collaboration and partnership. Working with community, academic and private sector partners, governments should build the higher strategic and ground level operational and tactical capabilities.

Abstract:
The COVID-19 pandemic has had a cataclysmic impact on all aspects of the functioning of our world. The relevance of the possibility of the spread of a global virus with the spread of terrorism is not immediately obvious as it is difficult for a direct causal link to be scientifically established. However, taking into consideration how state responses and pre-existing socioeconomic grievances can be impacted by the COVID-19 pandemic can lead to innovative findings on how terrorist groups have adapted and conducted their activities during the pandemic. Analysing how the response of states impacts socioeconomic grievances and how it interacts with terrorist activities, the authors have found that the pandemic has impacted the operational and ideological frameworks of terrorist groups in multiple ways. COVID-19 was interpreted as an opportunity to spread extremist propaganda and ideology. The pandemic was presented as an act of God, punishing the ungodly and weakening enemy governments. In terms of propaganda, this virus was presented as a soldier of Allah and was used for online recruitment strategies. Concerning the operational front, poor state responses to the pandemic may have reinforced the legitimacy of terrorist groups among populations as they were continuously used as arguments advancing the agenda of these groups in their areas of intervention. In the first chapter, poor state responses and their interactions with terrorists’ activity was analysed especially in the Sahel region where the longstanding fragilities of states have been exacerbated by the pandemic. However, at this stage, a clear correlation between COVID-19 and the increase of terrorist activity is yet to be established. This property of COVID-19 as a crisis intensifier is a strong argument in the last chapter focusing on the Maghreb region: taking into account the various databases and academic viewpoints, this chapter examines the link between the growing popular discontent of the populations of Maghreb countries and the surge of the COVID-19 pandemic. As in the Sahel region, a potent and clear connection between COVID-19 and a possible increase of terrorist activities was contested. The role of state responses and their effect on the surge of terrorist activity was also addressed, especially in the second chapter of this study: for instance, when examining the changing recruitment strategies of terrorist groups in the Mashreq region, strengthening the resilience of the state and society was the viable strategy for countering violent extremism. For the European Union (EU) to achieve this endeavour, this study argues that the EU’s efforts need to work on remediating the vulnerability of fragile groups within societies and to consider the core governance fragilities leading to the surge of terrorist activities in the regions covered, namely the Sahel, the Mashreq and the Maghreb.
