1. The Behavioural Lens: Taking a Behavioural Vantage Point to Improve the Success of Development Programmes

Abstract:
Successful programmes and policies require supportive behaviour from their targeted populations. Understanding what drives human reactions is crucial for the design and implementation of development programmes. Research has shown that people are not rational agents and that providing them with financial or material incentives is often not enough to foster long-term behavioural change. For this reason, the consideration of behavioural aspects that influence an individual’s actions, including the local context, has moved into the focus of development programmes. Disregarding these factors endangers the success of programmes. The World Bank brought this point forward forcefully with its 2015 World Development Report, “Mind, Society and Behavior”, herewith supporting the focus on behavioural insights within development policies. While agencies may intuitively consider behavioural aspects during programme design and implementation, a systematic approach would improve programme effectiveness at a relatively small financial cost. For this reason, we present a framework – the Theory of Planned Behaviour (TPB) (Ajzen, 1991) – that aids practitioners and researchers alike in considering important determinants of human behaviour during the design and implementation of development programmes The TPB suggests considering important determinants of human behaviour, such as the individual’s attitude towards the intervention (influenced by previous knowledge, information or learning); subjective norms (influenced by important people, such as family members or superiors); and the individual’s sense of behavioural control (influenced by a subjective assessment of barriers and enablers). The theory should be used early on in the programme design to perform a structured assessment of behavioural aspects in the appropriate context. Components of the TPB can often be addressed through cost-effective, easy changes to existing programmes. Simple guiding questions (see Box 1) can help integrate the theory into the programme design. An iterative and inclusive process, particularly in exchange with the targeted population and other stakeholders, increases success.

As cyber insecurity has become a growing problem worldwide, states and other stakeholders have sought to increase stability for cyberspace. As a result, a new ecosystem of “cyber norm” processes has emerged in diverse fora and formats. Today, United Nations (UN) groups (for example, the Group of Governmental Experts [GGE] and the Open-Ended Working Group [OEWG]), expert commissions (for example, the Global Commission on the Stability of Cyberspace), industry coalitions (for example, the Tech Accord, the Charter of Trust), and multistakeholder collectives (for example, the Paris Call for Trust and Security in Cyberspace) all purport to identify or operationalize various normative standards of behavior for states and/or other stakeholders in cyberspace. As some of these processes wind down (for example, the Global Commission) and others wind up (for example, the OEWG), cyber norms are at a crossroads where each process’s potential (and problems) looms large.

3. From Global Refugee Norms to Local Realities: Implementing the Global Compact on Refugees in Kenya

Adopted by the United Nations (UN) General Assembly in December 2018, the Global Compact on Refugees (GCR) and its Comprehensive Refugee Response Framework (CRRF) point to a paradigm shift in international refugee policy. The social and economic independence of refugees in destination countries and communities in particular is to be increased. In return, the international community commits to engage in burden- and responsibility-sharing by supporting hosting countries and communities with knowledge and resources. With this new deal, the UN announced its intention to break existing vicious cycles of displacement and dependence on aid in order to ensure that refugees and host communities benefit equally from the measures. The East African nation of Kenya is one of 15 pilot countries working to promote the implementation of the CRRF. The Kenyan Government pledged at the UN Summit for Refugees and Migrants in September 2016 to integrate refugees more effectively and involve them in national and local development planning processes. It underscored its commitments in March 2017 in the context of the regional Nairobi Declaration and Action Plan (NAP). While the national operational plan announced at the time has not yet been adopted, individual commitments are already being implemented. These also include the (further) development of the integrated refugee settlement of Kalobeyei in Turkana Country in the far north-west of the country, a project supported by the international community as part of the CRRF, but originally initiated at local level. The example of Kenya and Turkana County shows that the (capacity for) implementation of global agreements depends not least on the specific interests of sub-national actors. Requirements of the CRRF, such as better infrastructure for refugees and host communities, are compatible with the local government’s economic development priorities. The capacity of Kenyan counties to take action has also been improved as a result of the decentralisation process in 2010. To a certain degree at least, counties can challenge the national security-related narratives which restrict the opportunities of refugees to participate in society to this day. In neighbouring Tanzania, implementation of the CRRF failed due in no small part to the fact that barely any consideration was given to the concerns of local actors in the nation’s centralised political system. Based on our analysis, we make the following recommendations for German development policy: Local state and non-governmental actors should be involved in drafting global norms and dialogue between municipalities should be promoted, Partner governments should be made aware of the benefits of integrating refugees and political and administrative implementation should be supported, Local stakeholders should be actively involved and supported in the planning and prioritisation of refugee integration strategies.

4. Future Space Controls and the Invisible Hand

Abstract:
The Nonproliferation Policy Education Center (NPEC) and the American Bar Association Standing Committee on Law and National Security (SCOLNS) held a law and policy workshop on Thursday, June 20, 2019. The workshop was the second collaboration between NPEC and SCOLNS, and it concerned the legal and policy issues that are emergin as space becomes increasingly commercialized and accesible. As the emerging space domain presents new challenges and opportunities, it is the hope of SCOLNS and NPEC that this report will guide future legal and policy decisions. The workshop sought to address a series of questions regarding national security challenges in space: Commercial Space: What will be profitable and when? Future Undesirable Space Conjunctions: Who is and should be liable? Insuring Against Unwanted Space Conjunctions: What new norms, regulations, laws, and understanding might be desirable? The workshop was comprised of experts from NPEC, SCOLNS, the U.S. Air Force, the Defense Intelligence Agency, the Department of Commece, the Department of States, nonprofits, think tanks, academia, and private companies and individuals. The discussion was governed under Chatham House rules, and therefore ideas and group affiliations from the workshop were not attributed to specific individuals.

The doctrine of human rights was concretized after a process of development of more than three centuries after the end of the Second World War and has changed the institutional panorama and the relations between actors at the international level. On the other hand, regardless of its «lack of teeth», the international regime on the subject has transformed the way states relate to international bodies, transnational civil society organizations and other governments.

6. Secessionist Conflict: A Happy Marriage between Norms and Interests?

This roundtable debates how norms, values, and interests are balanced and harmonized in a world of conflict. My contribution focuses on one specific policy field: secessionist conflict. Like Megan Bradley’s contribution on the international refugee regime,1 this essay takes a metaperspective and does not investigate any one specific case or actor.2 I assume a political science perspective, paying attention first to social norms (as standards of appropriate behavior), which encompass but go beyond legally codified norms of international law;3 and second to interests, whether they be national, group, personal, or other. My perspective here is a critical social constructivist one, investigating the dialectic relationship of norms, interests, and power. I introduce the concept of “norm selection” in a policy field, which offers choice within a cluster of competing norms. Finally, following Bernd Bucher’s call to bring back agency into what he terms international “norm politics,” this contribution prioritizes agency, arguing that it is actors with diverging interests who do the balancing of norms, values, and interests.4 This was one of the major insights we gained from the workshop preceding this roundtable.5 The central argument of my contribution is that the policy field of secessionist conflict is structured around a set of five rival norms, of which territorial integrity and self-determination form the core. This normative structure permits the parties involved in a secessionist conflict to select from a menu of norms those that best suit their interests. The selection displays remarkable regularities, indicating default positions for each type of actor. However, significant outlier cases signal that interests do not simply trump norms but that actors accord different values to those norms. This attribution is influenced by the dynamics of a normative environment in which norms rise and fall. In particular, since the Cold War ended, discourse as well as state practice have shifted away from the traditional taboo on secession toward more revisionist concepts, such as remedial secession or earned sovereignty, providing an opening for the secessionist wave that started with the breakup of the Soviet Union and of Yugoslavia. I present my argument in three steps. First, I introduce the above-mentioned cluster of norms that shape discourse and policies on secession, distinguishing the two core norms and the three circumjacent ones of noninterference, human rights, and democratic good governance. Second, I identify five major types of actors in secessionist conflicts and investigate how each balances those norms. Since this balancing is actor-specific and conforms to the interests that each pursues, I arrive at distinct default positions for each actor type. Whereas this analysis suggests that norms serve primarily as legitimation devices to advance the diverging interests of various actors, the last section discusses outlier cases where norms and interests do not match as presumed.

In recent years, parties and candidates challenging key democratic norms have won unprecedented popular support in liberal democracies across the globe. Drawing on public opinion data from the World Values Survey and various national polls, we show that the success of anti-establishment parties and candidates is not a temporal or geographic aberration, but rather a reflection of growing popular disaffection with liberal-democratic norms and institutions, and of increasing support for authoritarian interpretations of democracy. The record number of anti-system politicians in office raises uncertainty about the strength of supposedly “consolidated” liberal democracies and highlights the need for further analysis of the signs of democratic deconsolidation.

Abstract:
Two recent papers in the Journal of Democracy highlight a disturbing erosion in public support for core democratic principles in a number of Western democracies over the past twenty years. The common assumption is that this trend reflects growing public dissatisfaction with the operation of the democratic system. This paper (focused on the United States and drawing upon World Values Survey data) rejects this interpretation and argues instead that the rise of antidemocratic opinion is more closely linked to shifting social and cultural values, in particular burgeoning antisocial attitudes. Disregard for democratic norms is part of a larger social transformation that has seen rising disengagement and alienation, particularly among younger generations and lower socioeconomic classes.

Abstract:
The theme of this special edition is “Emerging Domains of Security.” Coupled with previously unpublished work developed under a prior “Winning Without War” theme, the articles therein honor Professor Martel’s diverse, yet forward-leaning, research interests. This edition maintains the journal’s four traditional sections of policy, history, interviews, and current affairs. Our authors include established academics and practitioners as well as two Fletcher students, Nikolas Ott and Michael Wackenreuter. Each of the articles analyzes critical issues in the study and practice of international security, and our authors make salient arguments about an array of security-related issues. The articles are borne out of countless hours of work by FSR’s dedicated editorial staff. I deeply appreciate the time and effort they devoted to the publication of this volume. They are full-time graduate students who masterfully balanced a host of responsibilities.
