21. The Renewable Power of the Mine

Abstract:
Access to affordable and reliable energy is key for the mining sector and with rising demand for minerals and falling ore grades, energy demand is estimated to increase by 36% by 2035. Today, energy produced and procured by mining companies is mostly fossil fuel based. This will have to change if the sector is to contribute to the decarbonization of the world economy, needed for countries to meet the target adopted at the Paris Agreement of keeping global temperatures from rising more than 1.5-2 degrees Celsius. At the same time, the costs of solar, wind and battery storage systems have been falling at an unprecedented scale, which has encouraged an increasing number of mining companies to test these technologies at their mine sites. The Renewable Power of the Mine report, launched at the Energy and Mines World Congress in Toronto and prepared with the support from the German Cooperation, is the most comprehensive study to date on how the sector has been integrating renewables in their mining operations, the roadblocks that still exist, and the future trends that are likely to further drive the roll-out of renewables to supply electricity to mine sites. 38 case studies are included to highlight practical examples and lessons learned. Recommendations to address the outstanding roadblocks are included for governments, mining companies, independent power producers and donors.

Abstract:
In 2017, Mongolia received an extensive bailout package from the International Monetary Fund (IMF) under its Extended Fund Facility (EFF). Since taking the IMF loan, Mongolia has had good economic luck. A record high year of coal production combined with a surge in commodity prices has left the country with a budget revenue windfall. This has allowed gross domestic product (GDP) to grow by 5.3 percent, which was higher than the forecasted 3 percent. Mongolia has reduced its fiscal deficit and public debt is declining. The country’s credit rating has improved and it has managed to repay two large foreign currency-denominated bonds. The government has also recently created a Fiscal Stability Council to improve budget oversight.

Myanmar exports more than 90 percent of global jade supply and is also a leading source of high-quality rubies, sapphires and other varieties of colored gemstones. Mining of these precious stones generates billions of dollars annually, making it one of the country’s most significant sectors. Yet the jade and gemstone industry has remained largely shrouded in secrecy, with most profits flowing to armed groups and political elites rather than supporting broad-based economic and social development.1 The Extractive Industries Transparency Initiative (EITI) is a global standard designed to “promote the open and accountable management of oil, gas and mineral resources.”2 Since Myanmar became a candidate country in 2014, the EITI process has helped to shine light on the previously opaque jade and gemstone sector. Guyana is on the verge of becoming an oil-rich country. In absolute terms, Guyana’s petroleum wealth is modest, representing approximately 0.2 percent of global reserves, which places the country 26th globally. However, it possesses the world’s seventh-largest oil reserves per capita, second-largest in Latin America behind Venezuela. If revenue estimates from the Liza field prove to be accurate, Guyana could become one of the world’s largest per capita oil producers over the course of several years in the mid-2020s. According to independent projections, fiscal revenues from the petroleum sector could range between USD 7 and 27 billion over the next 30 years. Between 2025 and 2028, revenues could peak at between USD 800 million and 2.5 billion in a given year, at least doubling Guyana’s national budget in some years. That said, delays on these types of megaprojects are common and some revenue estimates may be optimistic.

Despite the critical relevance of natural resources to millions of peoples’ lives, most citizens of resource-rich countries have limited knowledge about how resources are governed. To address this knowledge gap, the Natural Resource Governance Institute (NRGI) developed two online training tools aimed at generating critical awareness and building technical knowledge about core resource governance issues. The first tool is a massive open online course (MOOC), “Natural Resources for Sustainable Development: The Fundamentals of Oil, Gas and Mining Governance.” The second is an online simulation called “Petronia,” named for an imaginary oil-rich country.

Growing water scarcity and degradation pose rapidly growing challenges to global food security and human well-being. Policymakers contending with these problems face many obstacles, including the increasing cost of developing new water through constructing storage, conveyance and treatment infrastructure, including for desalination of sea water. Other obstacles include the growing degradation of soils in irrigated areas, expanding groundwater depletion, rapidly growing water pollution, and the overall deterioration of freshwater ecosystems. Unless important policy reforms are undertaken today, water scarcity and pollution will adversely affect most, if not all, livelihoods in the coming decades.

The world’s oceans are crucial to human life. They cover 71 percent of the earth’s surface and contain 97 percent of the earth’s water (Oceanic Institute 2016); provide vital ecosystem services; serve as a growing source of renewable energy and make crucial contributions to global food production and food security, through the provision of food, minerals and nutrients. Fish provide 4.3 billion people with about 15 percent of their intake of animal protein (UN Food and Agriculture Organization [FAO] 2014b). Over 3.1 billion people live within 100 km of the ocean or sea in about 150 coastal and island nations (FAO 2014a), and global ocean economic activity is estimated to be US$3–5 trillion (FAO 2014b). Oceans and seas serve as waterways for global trade, with more than 90 percent of global trade carried by sea (International Maritime Organization 2012). Some 880 million people depend on the fisheries and aquaculture sector for their livelihoods (ibid.). Recognition of the services and resources provided by oceans has accelerated in recent years, spurred by the opportunities and challenges posed by a rapidly growing global population, increasing global demand for food and energy, advances in technology, and changes in patterns of global trade and human consumption. Developed countries have expanded fisheries, tourism and other oceanic and maritime industries; extended mineral exploration and extraction; and scaled up ocean-related scientific, technological and industrial research. Using increased knowledge of marine biodiversity, they have developed new value chains in pharmaceuticals, health care and aquaculture; and many have established integrated national ocean economy strategies, bringing together the regulatory, environmental, spatial, policy, institutional, industrial and other factors influencing their ability to exploit maritime resources.

To promote climate change risk mitigation in financial markets, the Financial Stability Board (FSB) recently proposed the creation of a Climate Disclosure Task Force, coordinated through the G20, to develop standards for companies to disclose their exposure to climate change risks. With more than 400 existing disclosure schemes that employ a range of different standards to measure climate change risks and corporate sustainability, this task will be challenging. But the diversity of schemes also represents an opportunity to assess which practices are effective at improving corporate accountability for sustainability performance, as well as efficient at producing comparable reports that do not unfairly burden reporting organizations. This brief identifies the key categories of governance practices that must be addressed, how these divergent practices challenge end-users, and how the establishment of criteria that define effective and efficient reporting is a critical first step for the FSB and its Climate Disclosure Task Force.
