1. Practical steps to advance locally led evaluation

Abstract:
Stakeholders working to advance a locally led evaluation agenda in humanitarian contexts should consider several enablers (what has worked), barriers (major challenges blocking the way) and practical solutions. In this section, we draw together the reflections from our discussions with evaluation stakeholders to outline practical steps. These steps do not form an exhaustive list of what can be done to advance locally led evaluations, they do not need to be followed in a fixed order, and they might not be applicable in every context. However, they can be used as a starting or continuation point to inspire action. The practical steps are divided into long-term strategies for the overall evaluation function (LTS) and more immediate actions for ongoing or upcoming evaluations. LTS are grouped under three topics: Shaping evaluation culture, policies and strategies; Developing know-how; Establishing and maintaining critical relationships.

Abstract:
The COVID-19 pandemic was unparalleled in scope and scale, and the response tested the humanitarian system in new and unforeseen ways. While funding was not able to keep pace with the massive rise in global needs, the system proved to be extraordinarily resilient. However, neither the crisis itself nor the response to it should be understood as exceptional. Despite its many achievements and adaptations, the humanitarian response walked a well-trodden path. Humanitarian actors often defaulted to their usual, top-down ways of working, revealing perennial problems in the current formal international humanitarian system. Evaluations emphasise that the response was carried out under significant constraints – unpredictability, scarcity of information and limited humanitarian access – but caution should be exercised against interpreting these constraints as justifications for the shortcomings of the response. There were striking parallels between the operating environment of COVID-19 and other crises, which are not new to humanitarians. In framing the pandemic as an exceptional crisis, there is a real risk of diminishing the importance of learning and the need for transformative change within the sector. ALNAP 's analysis suggests that there is much to be learned – and further researched – from the response to COVID-19, which will be useful in responding to future public health emergencies, as well as other major crises. This evaluation synthesis focuses on nine key areas of the humanitarian system's response to the pandemic: sense-making and resource mobilization; needs prioritization and inclusion of the most vulnerable; adaptation of the humanitarian system; meeting the needs; localization; community engagement; coordination and collaboration with partners; utilization of learning from the Ebola and other public health responses; and evidence gaps and areas for further research. 3. Action for Peacekeeping Plus (A4P+): An Update on Monitoring and Implementation after Two Years

Abstract:
The UN secretary-general launched Action for Peacekeeping Plus (A4P+) in March 2021, three years after introducing the Action for Peacekeeping (A4P) initiative. A4P+ was conceptualized as a two-year implementation strategy for A4P that prioritizes urgent challenges facing UN peacekeeping. To monitor progress toward achieving these priorities, the UN has developed the A4P+ Plan and the A4P+ Monitoring Framework with specific results, deliverables, and indicators. To date, the UN Department of Peace Operations (DPO) has published two reports assessing the implementation of A4P+ and the impact of these efforts on UN peacekeeping operations. This issue brief takes stock of the monitoring and implementation of A4P+ over the past two years. It begins by explaining the A4P+ priorities and tracing their emergence out of the A4P initiative and Declaration of Shared Commitments. It then discusses highlights from the A4P+ Plan and the two progress reports published as of March 2023 and examines the benefits and limitations of current approaches to monitoring and implementing A4P+. The paper concludes that moving forward, UN officials will need to balance ambitious goals for progress with realistic expectations about what peacekeeping operations can achieve, and when. The UN will also have to decide whether to extend the current set of A4P+ priorities beyond 2023. Ultimately, while A4P+ can help grease the machinery of UN peacekeeping, its long-term impact will depend on member states delivering on their existing political, operational, and financial commitments.

Abstract:
In 2006, ALNAP published Evaluating humanitarian action using the OECD DAC criteria, an ALNAP guide for humanitarian agencies to strengthen the evaluation of humanitarian action. The primary purpose of this paper is to provide evidence, using existing literature for ALNAP to review and update its 2006 guide. It also serves as a review on the use of the evaluation criteria in humanitarian settings, contributing to the broader body of evaluative knowledge. This paper, a mapping of literature, guidance and practice, provides a high-level overview of each of the OECD DAC criteria for evaluating humanitarian action, how they have been interpreted in sector-wide and organisational guidance, key issues identified in the literature and application in contemporary evaluations. It does not identify contemporary, undocumented debates on the criteria; these will be addressed through forthcoming consultations.

Abstract:
This paper aims to provide a clear summary of the evidence and perspectives to date around the issues of localisation and locally led action. Based on the learning gaps that emerged through the literature review and interviews, it also sets out a broad learning agenda around this topic. Research around localisation/locally led humanitarian action proves particularly challenging since its interpretations change depending on where you are or with whom you are speaking. So, although significant attention and literature have been generated since the build-up to the 2016 World Humanitarian Summit, this has primarily focused on tracking progress against commitments towards localisation made by international actors. There is surprisingly little evidence on the relationship between locally led humanitarian action and performance on the ground.

This humanitarian-development-peace nexus evaluation mapping and synthesis paper aims to share key findings from evaluations on how organisations have advanced their version of a nexus approach. The paper offers insights on how the policy concept of the triple nexus has been operationalised and implemented in practice, and it looks at what can be learned from recent efforts. The paper presents a mapping of evidence and analysis from 90 evaluations, syntheses and lessons learned papers that were undertaken between 2018 and April 2022, and it reflects on key findings and trends in those publications.

However, in many instances, the normative frameworks or recommendations tend to be overly theoretical or only partial to their real entirety, which limits their practical applications. This paper aims to contribute with a conceptual framework for monitoring and evaluation for learning and adaptation (MELA) specifically in NGOs. The MELA framework is designed to drive organizational and programmatic improvements by outlining a learning process that encompasses planning, creation, and adaptation based on the learning from M&E activities. The paper introduced the continuum of learning types, the planning process for adaptive management, characteristics of MELA, methodological implications for learning, and programmatic adaptations at operational, tactical, and strategic levels.

10. New Producer Contract Terms and Uncertainty: Lessons From the Recent Past

The petroleum industry is volatile, and governments in “new producer” countries have operated at a significant information disadvantage when negotiating with international oil companies. This challenge is growing today; new producer countries face intensifying questions around whether to offer fiscal incentives to maintain investment in the face of 1) the pandemic-induced volatility in oil prices and 2) long-term questions about the future of the industry in the face of the climate crisis and the global energy transition. This confluence of short-term and long-term uncertainty is prompting a reexamination of the narrative that once took hold in many new producer countries. The traditional story was one of linear progression from being non-producers to small levels of production to ultimately having oil and gas become a major economic contributor over the long term. This notion of progression was associated with a commonly held theory: After a country’s first major discovery, the geological risk that wells will be dry was expected to decrease. Countries could therefore shift from a position of having to grant tax breaks (and other concessions) to international investors, to taking a tougher stance in laws and negotiations for new projects going forward. In this paper we examine whether this theory has been borne out in practice and make recommendations to support new producers in their navigation of the uncertainty associated with the energy transition. Among the eight “new producer” countries, for which we analyzed a total of 26 contracts signed before and 25 contracts signed after discovery events (all occurring between 2001 and 2014), the evidence is mixed.
