Abstract:
This SSR Backgrounder explains the concepts of urban safety and security and describes the various safety and security challenges that urban SSG is confronted with, ranging from road safety and property crime to urban warfare and environmental disasters. It outlines the different roles of the security sector at local and national levels in provision, management and oversight of safety and security in cities. The SSR Backgrounder then links good SSG to urban development and specifically sheds light on the contribution of good SSG to gender equality and disaster management in cities. This SSR Backgrounder answers the following questions: What is urban safety and security? What are the challenges for urban safety and security? Who are the security and justice providers in cities? Abstract:
Gendarmeries and constabulary-type police go by many names, but all combine characteristics of both the military and civilian police. Because of their unique skill sets, demand for such forces to face new threats to domestic and international security has increased everywhere. However, the mixed military–civilian characteristics of gendarmeries and constabulary-type police pose special challenges for democratic civilian control and the appropriate use of force, especially in domestic law enforcement. This SSR Backgrounder describes the roles and functions of gendarmeries and similar forces and explains how applying the principles of good SSG enables them to fulfil their legitimate mission of protecting both state and human security with respect for human rights and the rule of law. Abstract:
This paper shows how the deprivation of liberty for non-violent drug crimes is a wrong and ineffective response, notably because it does not take into account the social and psychological root causes of drug consumption, nor does it consider the economic and social marginalization of low-level actors in the trade. Furthermore, people who are incarcerated are vulnerable, exposed to risks, particularly health risks, for which they are not well-equipped and do not receive adequate care. In this report, members of the Global Commission on Drug Policy analyze the last thirty years of over incarceration in closed settings, from prisons to migrant administrative detention and from mandatory treatment to private rehabilitation centers. The paper highlights the responsibility of the State towards people who are incarcerated, and demonstrates how their health and well-being are at risk.

New psychoactive substances (NPS) present a new global phenomenon in the drug market. This phenomenon is characterized by the emergence of a significant number of new substances every year that are not controlled under international drug control conventions, which means that their trafficking is legal. These substances are designed to mimic traditional illicit drugs and may cause severe adverse health effects.Over the last few years, the unprecedented rate of NPS proliferation has resulted in significant risk to public health; the numbers of people who become sick or addicted as well as the number of fatalities are consistently growing at an alarming pace. With the aid of the internet, new psychoactive substances are spreading at such a rapid rate that law enforcement agencies cannot respond quickly enough when it comes to identifying and regulating these substances. This paper will address the NPS phenomenon, presenting why the issue is generating increased interest worldwide and how it has provoked new challenges for law enforcement agencies (LEA) and policymakers. Beginning with a presentation of the current NPS crisis, this paper will demonstrate how illicit networks have managed to flood the drug market with NPS and examine the emerging issues for the involved communities and countries, legislative and judicial communities, and populations worldwide. Finally, it will discuss current governmental responses and containment measures and offer suggestions on how to counter the challenge using a holistic approach.

26. Beyond State Control: Improvised and Craft-produced Small Arms and Light Weapons

Abstract:
Although the number of craft-produced small arms and light weapons is difficult to estimate, they are prevalent and range broadly in sophistication and quality. Improvised and craft-produced firearms remain an important source of firepower for a wide range of actors, including tribal groups, poachers, criminals, insurgent groups, and even some states and quasi-state groups. In various locations, these weapons account for most of the firearms used in crime; in others, their production is institutionalized, providing essential income for local gunsmiths. Criminals outside of active conflict zones, especially in developing states and territories, appear to hold the highest concentrations of craft-produced small arms. In several countries, such firearms account for a sizable proportion of weapons seized in law enforcement operations. The vast majority of improvised and craft-produced weapons cannot be easily traced, although certain forensic and investigative techniques show promise in closing this gap. Beyond State Control: Improvised and Craft-produced Small Arms and Light Weapons provides an overview of the nature and scale of production, acquisition patterns, and implications for law enforcement and policy.

Abstract:
The present paper predominantly focuses on the different approaches related to the definition of organized crime, the primary conditions that create a convenient foundation upon which organized crime can develop, the main activities of organized criminal groups, and leading organized criminal formations across the different regions of the world, in particular, the Italian Mafia, the Japanese bōryokudan (Yakuza), Chinese triads, Colombian drug cartels, and Russian criminal organizations (“Russian Mafia”), and so on. The second part of the paper is dedicated to the review of the international experience of fighting against transnational organized crime, particularly with regard to different international conventions and agreements within the nineteenth century and first half of the twentieth century. It also explores this phenomena on a UN-level and with reference to a range of European institutions (the EU, Council of Europe). The concluding section sees an examination of the role of law enforcement agencies in the fight against organized crime.
