Abstract:
The Covid-19 pandemic forced cities to shut down and citizens to stay home, disrupting economic activity and social life. The crisis pushed companies to adopt remote work, transforming it from a niche practice to a widespread norm, altering the balance between work and personal life. This shift created inequalities across sectors and influenced the ability of "global cities" to attract talent in a globalized labor market. Now, as the pandemic has receded, many companies are reversing course. This Report explores how remote work has impacted cities and citizens, from mobility to urban planning. How can remote work reshape global cities? What strategies are available to local authorities? Is remote work still the future?

2. Childhood Welfare Exposure and Economic Outcomes for Adult Daughters and Sons

Abstract:
We investigate how length of time on welfare during childhood affects economic outcomes in early adulthood. Using intergenerationally linked mother-child pairs from the Panel Study of Income Dynamics, we adopt a nonlinear difference-in-differences framework using the 1990s welfare reform to estimate average and quantile treatment effects on intensity of welfare use and earnings in adulthood. The causal estimates indicate that additional childhood welfare exposure leads to more adulthood years on the broader safety net for both daughters and sons, yet this positive relationship only applies below moderate levels of adult welfare participation and reverses at greater levels of dependence. Increasing childhood welfare exposure implies lower earnings in adulthood for daughters, however we find no evidence that it depresses adult sons’ earnings. Both daughters and sons exhibit some wage penalty from childhood welfare exposure, yet only daughters are penalized through hours worked in the labor market.

Abstract:
The introduction of social protections for individuals engaged in paid employment frequently comes up against arguments that such measures would have an adverse impact on employment, reduce access to formal jobs, and result in greater informality. The argument is that, while well intentioned, such policies distort labor markets and generate significant economic costs that either leave some workers worse off than they would have been in the absence of such protection, or the interventions become a drag on overall economic performance, encumbering the process of development. In what follows we critically evaluate such arguments and provide responses to the claim that social protections lead to higher informality. We also consider the challenges involved in providing social protection to different types of workers, including not only those employed by others but specifically the self-employed and unpaid workers.

Gender gaps in pay, labour force participation rates, and measures of job quality are stubbornly persistent and continue to hamper women’s economic empowerment globally. Economic development and social change should improve women’s labour market outcomes, but even with large-scale public policy actions, gender-based inequalities are difficult to address.

5. Labor Market Volatility and Worker Financial Wellbeing: An Occupational and Gender Perspective

Abstract:
One emerging but underexplored factor that is likely to contribute to group racial earnings disparity is unstable work schedules. This is often detrimental for hourly workers when volatility is frequent, involuntary, or unanticipated. Using data from 2005-2022 monthly Current Population Survey and its panel design, this study follows a group of hourly workers across a four-month period to assess whether labor market volatility relates to their financial well-being, focusing on low-wage care and service occupations as well as female workers and workers of color. The findings are threefold: In general, during economic expansion periods, nonwhite workers often benefit more in terms of wage growth compared to their white counterparts. Second, net of other characteristics, on average, greater volatility is associated with lower earnings, and this is mostly driven by those holding jobs in low-wage service sectors and healthcare support roles. Last, the earnings consequences of volatility vary significantly by the type of low-wage jobs a worker holds and their gender and race, but this is only true when volatility happens in a job. Specifically, when working within the same employment spell, female workers, particularly those of color and those working in low-wage service and care jobs, earn significantly less when facing greater volatility than their male counterparts or those working in non-service, non-care occupations.

Abstract:
There has been much scholarly attention given to the role of women in the labor market throughout the years. While there are plenty of evaluations of ideas and perspectives regarding work-life concepts, there is limited understanding regarding the theoretical foundation of work-life concerns specifically about mothers. This study aims to provide an overview of theories used to investigate the work-life issues of working mothers. The data were collected from the Web of Science database. A total of 63 research studies examining the work-life challenges faced by employed women were evaluated based on theoretical frameworks. It was seen that identity theory and gender perspective are dominant perspectives in the current literature. In addition, the prevailing work-life perspectives adopted in the studies are work-life balance and work-life conflict. The study offers a detailed examination of the various theoretical perspectives employed in understanding the work-life difficulties encountered by employed mothers.

Abstract:
The unprecedented developments in artificial intelligence technology and its recent widespread availability hold transformative potential to reshape global economic dynamics and labor markets, though opinions on its effects vary greatly. Transformative or not, the irruption of AI has sparked ample public discussion as well as the rapid development of theoretical and empirical approaches to understand it. This review essay discusses recent perspectives, theories, and empirical evidence on the matter, and adds a perspective of the implications of this technology and of the policy discussion it has sparked, from the perspective of developing countries’ economies. The latter is motivated by the relative scarcity of such perspectives in the current public debate, which seems to have minimized the potential effects on the interaction of labor markets between developing and developed countries, and on the potentially different within-country effects at different levels of development.

8. Employer perspectives on employee work location: collaboration, culture and control

This paper discusses employers’ experience of working fully remotely during the pandemic, and their approaches to returning to the office following the pandemic. We chose to focus on the point of view of the employer since it is relatively less explored; much more is available and written on the views and opinions of employees about remote work and return to office. To understand the employer’s perspective, we reviewed existing research evidence, and carried out eleven structured interviews with corporate leaders about their experiences with remote, in-office and hybrid work. Our literature review suggests that remote work does not have negative effects on performance. Similarly, the small sample of employers we interviewed experienced very strong company and employee performance while operating their businesses fully remotely. All employers we interviewed are implementing a hybrid return-to-office policy, although the specifics of the policies are different for each company. No employer was returning to full in-office work. We focused our literature review and interviews on the impact of remote work on employee collaboration, firm culture and manager control, which we call ‘the 3 Cs’. We found that leaders maintain a belief that employee collaboration is negatively impacted by remote work, but the evidence to support this assumption is mixed. Firm culture is often cited by employers as an important rationale for bringing employees back to the office, but the research evidence and our interviewees suggest that the notion of culture is vague and the idea that better culture is supported by in-office work is not supported by any data. Finally, the shift to remote work caused corporate leaders and front-line managers to worry about effectively managing employees they couldn’t see every day. We found that companies did not widely begin implementing employee monitoring systems in lieu of onsite management. Our interviews suggest that much learning remains to transition managers and leaders to effectively managing remote or hybrid employees and teams.

9. Labour Market Flows and Gender Differentials in Urban Unemployment Over the Pandemic

Abstract:
Utilising data from the Periodic Labour Force Survey, we estimate quarterly changes in urban labour market flows over the period 2018 to 2022 and the impact on unemployment rates for men and women. Our analysis provides non-intuitive explanations for established findings as well as pointing out important questions for further study. Both men and women’s unemployment rates have reduced in 2022 compared to 2018, showing rapid reductions following the high levels reached during the lockdown. Women’s unemployment rates have consistently been higher than men throughout this period. The gap between men and women’s unemployment rates reduced during the lockdown, but have shown signs of increasing since 2021, even as unemployment rates have fallen. For women, flows from the labour force to non-participation play a larger role in explaining changes in unemployment rates as compared to men. Flows from the labour force to non-participation, however, have reduced since the pandemic, providing an explanation as to why labour force participation rates have increased, namely, women staying for longer in the labour force rather than more women entering it. Despite rising labour force participation rates, the gender gap in unemployment rates have risen, in contrast to developed economies.

10. What Role Can Immigration Play in Addressing Current and Future Labor Shortages?

Abstract:
Labor shortages are a pressing concern for policymakers and employers alike in many countries around the world. As pandemic-era economic disruptions have collided with longer-running workforce trends, these shortages have become more acute but also hard to predict. Immigration can play an important role in addressing labor shortages—and in some economies and sectors, already does. But there is a robust debate about the extent to which countries should rely on admitting immigrants to address these shortages, and how this should be balanced against other, more far-reaching policy interventions in education and training, labor, and social policy that would boost the labor market participation of resident native- and foreign-born workers. This policy brief examines how immigration can help address labor shortages, the trade-offs that governments must navigate, and current and potential approaches to factoring labor shortages into economic immigration policies. The brief is part of a series of policy analyses and blueprints being generated under MPI’s Global Skills and Talent Initiative, which is exploring the role that immigration can play in addressing workforce needs and skills gaps in rapidly evolving labor markets.
