- We are pleased to present this special brief for the Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, with a Francophone perspective. The Global Resources Report is a comprehensive report on the state of funding by foundations, corporations, NGO intermediaries, and government and multilateral agencies for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. The Global Resources Report has published four biennial editions to date, analyzing data from the years 2013 to 2020. Such remarkable research work allows us to release this special report, which aims to document the funding specifically awarded to LGBTI communities in Francophone countries or territories, showing comprehensive data across eight years. This edition covers 1,002 grants awarded by 84 foundations, intermediary NGOs, corporations, and 10 donor governments, and multilateral agencies. The report details the distribution of LGBTI funding by geography, issue, population focus, and donor type.

5. Supporting Safer Digital Spaces

- Various forms of digital technology are being used to inflict significant harms online. This is a pervasive issue in online interactions, in particular with regard to technology-facilitated gender-based violence (TFGBV) and technology-facilitated violence (TFV) against LGBTQ+ people. This modern form of violence perpetuates gender inequality and discrimination against LGBTQ+ people and has significant impacts on its targets. As part of a multi-year research project Supporting a Safer Internet (in partnership with the International Development Research Centre) exploring the prevalence and impacts of TFGBV experienced by women, transgender, gender non-conforming and gender-diverse people, as well as TFV against LGBTQ+ individuals, an international survey was conducted by Ipsos on behalf of the Centre for International Governance Innovation (CIGI). The survey examined the influence of gender and sexual orientation on people’s experiences with online harms, with a focus on countries in the Global South. Data was collected from 18,149 people of all genders in 18 countries. The special report provides background information on TFGBV and TFV against LGBTQ+ people by summarizing some of the existing research on the topic. It then presents the quantitative data collected on people’s experiences with, and opinions on, online harms. A list of recommendations is provided for governments, technology companies, academics, researchers and civil society organizations on how they can contribute to addressing and ending TFV.

- The 2019–2020 Global Resources Report: Government & Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities is the most comprehensive report to date on the state of global funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents data on over 15,800 grants awarded by 499 foundations, intermediary NGOs, and corporations and by 17 donor government and multilateral agencies over the two-year period of 2019–2020. LGBTI communities worldwide face urgent conditions, and grantmakers must mobilize together to financially resource the movements that can meet those needs. This report provides the data to make the case for strategic and impactful funding. Building on three previous editions, and now documenting a combined 8 years, this report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, population focus, and donor type, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This new edition documents a total of $576 million, showing that global LGBTI funding grew by 3%, or over $16 million (USD). Notably, this edition of the report also documents a 38% increase in the number of grantees.

9. Where are the Global COVID-19 Resources for LGBTI Communities?

- As COVID-19 spread across the globe in 2020, and its health and broader political and socioeconomic implications became evident, lesbian, gay, bisexual, transgender, and intersex (LGBTI)2 communities organized. To meet new challenges, LGBTI organizations across the world stepped up, aware that legal and social discrimination and marginalization would make their communities particularly vulnerable to impacts of the pandemic. LGBTI community response included: delivering essential food to communities of unemployed trans men in rural Guatemala; providing housing for LGBTI communities escaping unsafe living environments in Macedonia; ensuring that lesbian, bisexual, and queer female sex workers have access to essential medicines in Uganda; and other examples in communities around the world. As governments, donors, and service providers have largely failed to acknowledge the specific needs of LGBTI people in responding to COVID-19, LGBTI organizations have filled the void to provide basic protection and support for their communities. Many of these organizations have traditionally focused on advocacy and community organizing to advance and protect the human rights of LGBTI people. Now, in the era of COVID-19, they have become direct service providers, out of necessity—albeit with limited resources and capacity. In April 2020, the Global Philanthropy Project launched a short survey to understand the initial response of global LGBTI philanthropy to the pandemic, soliciting data from all GPP member organizations as well as non-GPP members within the top 20 funders of global LGBTI issues. A key outcome from that report was an identified role for GPP to monitor shifts in resources flowing to LGBTI movements and communities, as well as the broader impact of COVID-19 on international development and humanitarian assistance funding.

10. Our Identities under Arrest

- Arrests and prosecutions for consensual same-sex sexual acts, or for diverse gender expressions, continue unabated across the world. And yet, they are considerably under-reported. Our Identities Under Arrest is a brand-new publication by ILGA World offering a global overview of the enforcement of laws criminalising consensual same-sex sexual acts between adults and diverse gender expressions. The report reviews hundreds of cases in which law enforcements subjected LGBT and gender-diverse persons to fines, arbitrary arrests, prosecutions, corporal punishments, imprisonments and more – up to (possibly) the death penalty. Governments often argue that criminalising laws are ‘dormant’, but this report offers evidence that such claims are largely inaccurate. How – and how often – they are enforced can vary abruptly and in unpredictable ways, making both our communities on the ground and asylum seekers who managed to flee live perpetually under threat. The Our Identities under Arrest report will be of great value to the advocacy work of human rights defenders. It will assist asylum seekers and the legal experts working on their cases. And it will provide researchers, media outlets, governmental and global agencies with the necessary information to build a holistic picture of how the criminalisation on the grounds of sexual orientation, gender identity, and gender expression really looks like.
