Abstract:
The United States currently faces multiple national security threats in an environment of growing disorder. ISIS is executing a sophisticated global strategy that involves simultaneous efforts in Iraq and Syria, the Middle East and North Africa, and the wider world. Homegrown terrorism is increasing in the U.S. and Europe. Civil wars are intensifying in Ukraine, Yemen, and Libya, while the U.S. attempts to pivot to the Asia-Pacific. In this complex environment, it is difficult for policymakers to discern the consequences of action or inaction even in the near future.

Abstract:
Laura Sjoberg positions gender and gender subordination as key factors in the making and fighting of global conflict. Through the lens of gender, she examines the meaning, causes, practices, and experiences of war, building a more inclusive approach to the analysis of violent conflict between states. Considering war at the international, state, substate, and individual levels, Sjoberg's feminist perspective elevates a number of causal variables in war decision-making. These include structural gender inequality, cycles of gendered violence, state masculine posturing, the often overlooked role of emotion in political interactions, gendered understandings of power, and states' mistaken perception of their own autonomy and unitary nature. Gendering Global Conflict also calls attention to understudied spaces that can be sites of war, such as the workplace, the household, and even the bedroom. Her findings show gender to be a linchpin of even the most tedious and seemingly bland tactical and logistical decisions in violent conflict. Armed with that information, Sjoberg undertakes the task of redefining and reintroducing critical readings of war's political, economic, and humanitarian dimensions, developing the beginnings of a feminist theory of war.

136. Maritime Security East of Suez Sustaining the U.S. Role as the Key Policeman in Times of Change

At the height of America’s postwar power, in the 1960s and 1970s, the U.S. Seventh Fleet was able to sustain an unchallenged presence “East of Suez” to embrace the Persian Gulf, the Indian Ocean, the Indonesian Straits, and the South and East China Seas as well as the Western Pacific. Today the U.S. remains the dominant maritime power in this vast area, especially in the region to the west of the Straits of Malacca. However, in the region closer to China, the growing power projection and sea denial capabilities of China’s military raises questions about the future ability of the United States to operate with immunity in an area China increasingly believes is part of its own patrimony. Although the United States has many allies in the region, especially Singapore, Australia, Japan, South Korea, the Philippines, and increasingly Vietnam, the trends in military spending and force deployments suggest the U.S. will have to increasingly rely on cooperation with allies if there is to be a balance against China’s maritime aspirations. The downside of this is that the U.S. must avoid being drawn into the many bilateral disputes between China and its neighbors and must try to play a conciliatory role rather than taking sides. This will inevitably mean that the U.S. will have to play a different role from the one it became accustomed to during its days as the undisputed hegemon. The U.S. will still remain the key policeman in the Indian Ocean and Gulf regions, but will have to adapt to a different role in parts of the Western Pacific and southeast Asian waters.

Following the North Korean sinking of the South Korean frigate Cheonan, and North Korea’s subsequent shelling of Yeonpyeong Island, the Center for the National Interest proposed a U.S.-Japan-South Korea dialogue on extended deterrence in East Asia to assess whether and how the three countries could work together to strengthen stability in a region of vital importance to America’s security and prosperity—and, of course, to the security and prosperity of its close allies. Th is article will discuss the concept of “security dilemma”, which was conceptualized sixty years ago, but has been enriched and recently re-thought, in three periods. In the first period, the concept was formulated based on the security understanding dominating the Cold War era. The second period is the one during which the concept was enriched in conjunction with emerging problems in world politics and the broadened security understanding in the discipline of International Relations. In the last period, the concept was completely re-thought and fed by new ideas. Among these new ideas, the concept of “trust” was offered as a way of transcending security dilemmas. The re-generated version of “security dilemma” presents a new perspective to understand, study, and re-think what security and insecurity mean in world politics.

Laura Sjoberg editörlüğünde hazırlanan dört ana bölüm altında on üç makaleden oluşan bu derleme kitap, toplumsal cinsiyet (gender) perspektifiyle uluslararası güvenlik kuramlarının analizini/eleştirisini ve uluslararası güvenlikle toplumsal cinsiyet arasındaki ilişkinin değerlendirilmesini amaçlamaktadır. Çalışmada, özellikle toplumsal cinsiyet konusunun uluslararası güvenlik alanında önemli bir yere sahip olmakla birlikte gerek kuramda gerekse uygulamada ihmal edildiği tartışılmaktadır. 2000 yılında BM Güvenlik Konseyi\'nin toplumsal cinsiyetin barışın korunması, mültecilerin idaresi, çatışma sonrası silahsızlanma, savaş sırasında savaş dışı olanların korunması gibi konulara bütünleşmesini içeren 1325 sayılı kararı kabul etmesi, küresel güvenliğin tüm alanlarında aktörleri toplumsal cinsiyet konularına yönelik daha duyarlı olmaya yöneltmiştir. Bu kitap giriş kısmında da belirtildiği gibi, geleneksel güvenlik çalışmaları ile feminist güvenlik çalışmaları arasındaki iletişimi nicelik ve nitelik açısından arttırmayı, toplumsal cinsiyet analizlerinin uluslararası güvenlik çalışmalarındaki önemini ortaya koymayı ve feminist yaklaşımların güvenlik çalışmalarındaki yerini genişletmeyi amaçlamaktadır. Kitap sadece toplumsal cinsiyete yönelik varsayılan ilgisizliği sorgulamak ve toplumsal cinsiyetin güvenlik çalışmalarının bir alt başlığı olduğunu iddia etmek amacında değildir. Çalışmaya katkıda bulunanlar, toplumsal cinsiyetin kavramsal, ampirik ve normatif olarak uluslararası güvenlik çalışmalarında gerekli olduğunu ortaya koymaya çalışmaktadır. Abstract:
Organized violence and terrorist attacks with global connections and transnational implications not only contribute to the deterioration of regional and international relations but also tend to locate and confine international relations analysis to the axis of securitization. Much of the studies on collective violence and terrorism focus on security aspects of such acts but fail to address social roots of conflicts adequately. This article seeks to draw attention to the significance of sociological analysis of acts of terrorism in light of recent scholarship. It argues that without a thorough analysis of social contexts of such acts, fighting terrorism and violence will not be effective and international relations will deteriorate further. Therefore the article concludes that a 'sociology of terrorism' based on interdisciplinary method and approach will complement international relations theory and provide rational grounds to take effective policy measures against acts of terror.
