71. Public Views of Migration in MENA

Abstract:
Across the Middle East and North Africa, sizable proportions of citizens are considering leaving their home countries. Desire to emigrate is high across the region and has largely remained at the pre-COVID19 levels. In most countries surveyed, at least a fifth of the population reports considering emigrating. The percentage is highest in Jordan where nearly half (48 percent) say they want to leave the kingdom, and lowest in Egypt where only 13 percent share this desire. Those who want to emigrate are more likely to be male, young, well-educated segments of the population, respectively. Youth across the region are significantly more likely to say they consider leaving their countries compared to their older counterparts. The gap between those ages 18-29 and those who are 30 years or older ranges from 32 points in Lebanon to six points in Mauritania. Similarly, those with college degrees or higher are more likely to want to emigrate compared to those with only a secondary education or less in all countries surveyed. The gap between the two groups is significant in several countries, especially in Sudan where it reaches the 26-point mark. Furthermore, men are more eager to leave than women in all countries except Lebanon, where both are equally interested in emigrating. People across MENA name a number of reasons for wanting to emigrate. The most commonly cited reason is for economic issues. The majority of potential migrants in all countries surveyed mention economic factors as the primary reason why they want to leave. These levels range from virtually all potential migrants in Egypt (97 percent) and Jordan (93 percent) to more than half in Libya (53 percent). While other reasons, including security factors, political reasons, and educational opportunities, are mentioned by minorities across the region; these reasons seem to correlate with each country’s political atmosphere, rather than being recurring themes across MENA. Potential migrants in MENA do not seem to agree on a destination. In no country is there a majority choosing one country as a preferred destination. Several factors contribute to people’s preferences. These factors include historical trends of migration, language, proximity, and perceived opportunities. While Jordanians, Lebanese, and Mauritanians prefer a move to North America, Egyptians and Sudanese prefer a Gulf country. North Africans tend to choose France or another European country as their preferred destinations.

Abstract:
The three major international texts adopted in 2015 -Addis Ababa Action Agenda on financing for development, 2030 Agenda for Sustainable Development and Paris Climate Agreement- place national public policies and actors at the heart of international development cooperation (IDC). By bringing IDC closer to national institutions, particularly development banks, and taking it further away from traditional foreign policy, this shift has challenged longheld IDC narratives and structures, both among developed and developing countries. It has also laid the foundations for a degree of structured and universal accountability within the international development cooperation system, setting the stage for a wider shift within global governance.

What is Foreign Direct Investment (FDI)? FDI occurs when an individual or corporation in one country (“home state”) sets up or buys all or a significant part of a company that is incorporated in a different country (“host state”). Companies invest abroad to access land-based resources including mining, more affordable labour for instance in manufacturing, and new markets, among other reasons. Many countries seek to attract FDI in order to realize benefits in the form of tax revenues, technology transfer, jobs, and other economic linkages. The images below illustrate the concept of FDI, as well as some of the sectors and industries into which it flows.

74. Creating an Enabling Environment for Sustainable Water Infrastructure Financing

Abstract:
Water presents a significant global development challenge as crises over resources and access to clean water are becoming more extreme due to climate change. To reach the most disadvantaged communities in rural areas, adequate infrastructure is going to be integral. It is estimated that water infrastructure will require an additional $22.5 trillion by 2050, and to achieve Sustainable Development Goal (SDG) 6, financing would need to triple to $114 billion per year. As with other forms of infrastructure, water requires more than simply building reservoirs, pipes, and holding tanks. For true sustainable infrastructure, donors and local governments should also invest in support to maintain infrastructure and create a regulatory environment that enables continued improvement. To successfully finance water infrastructure, there must be an understanding of what the current financing landscape looks like and how the United States, its Group of Seven (G7) allies, and multilateral partners should prioritize financing, especially on a local level.

75. The Winding Road to Marrakech: Lessons from the European Negotiations of the Global Compact for Migration

In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

76. Coming Together or Coming Apart? A New Phase of International Cooperation on Migration

The global context for international cooperation on migration has shifted in unanticipated ways since the Global Compact for Safe, Orderly, and Regular Migration was adopted in December 2018. The COVID-19 pandemic, in particular, upended the migration status quo. Beginning in March 2020, countries introduced border closures or restrictions that essentially paused most forms of mobility, with significant consequences for migrants, their countries of origin, and destination countries—from stranded populations and reduced remittances, to labor shortages in key industries. While many governments’ responses to the pandemic have been unilateral and inward-looking, these challenges have underscored the importance of pursuing greater coordination on migration and mobility at the bilateral, regional, and multilateral levels. Drawing on three meetings of MPI’s Transatlantic Council on Migration, this Council Statement explores the rationale for deeper cooperation on migration, the obstacles impeding it, and ways forward. It reflects on the trajectory of the Global Compact and its implementation to date, and strategies for reinvigorating international cooperation.

Abstract:
This new paper from the CSIS Scholl Chair in International Business assesses sectoral standards bodies, evaluates environmental provisions in trade agreements, and explores opportunities for addressing climate concerns in newer trade arrangements, such as the recent announcement to negotiate a deal on green steel and aluminum between the European Union and the United States. As this paper seeks to demonstrate, binding agreements with clear enforcement mechanisms are best suited for ensuring that parties meet their climate change obligations as outlined in various bilateral or multilateral agreements. Since concluding agreements that are both binding and have clear enforcement capabilities are not always possible or politically desirable, pursuing a mixed approach—one based on best practices from a diverse set of trade architectures—may be the most viable approach that produces the most tangible outcomes. This paper evaluates climate provisions in trade architectures and makes recommendations for including climate provisions, including sectoral standards, in trade arrangements in a way that encourages increased multilateral collaboration in a WTO-compliant manner.

78. Creating Accountability for Global Cyber Norms

Abstract:
The year 2021 saw all UN member states agree in the Open-Ended Working Group (OEWG) on a framework for responsible state behavior in cyberspace, based on norms developed in the United Nations Group of Governmental Experts (GGE) in 2015.1 The OEWG formalized global agreement on the 2015 norms. This consensus agreement means that the framework for responsible state behavior is now politically binding for all member states. Global agreement on the obligations for responsible state behavior is a substantial step forward in building international cybersecurity in a rules-based environment. Unfortunately, international experience since 2015 has shown that agreement on norms, even when politically binding, is by itself not enough to ensure their observation or create stability in cyberspace. This has shifted discussion from what norms are needed to how to build accountability and what to do when norms are ignored. While the norms agreed to by all member states will ultimately reinforce international stability, to make progress, it will be necessary to develop a collective diplomatic strategy to improve the observation of norms and increase accountability when they are ignored. A strategy of sustained engagement and the imposition of consequences is necessary for norms to have effect. Our assumption is that accountability for malicious cyber actions can only be strengthened if there are consequences for a state’s decision not to observe norms. If nothing else, a failure to take action in response to transgressions seems to only encourage opponents. An immediate task is to define the conditions for collective action. There has been an initial and informal agreement among like-minded democratic nations that accountability requires the imposition of consequences for a failure to observe norms, but several issues must be addressed. These include agreement on standards for attribution of the source of a malicious action and agreement on a proportional, lawful, and effective response. A collective approach is essential if efforts to create accountability are to succeed, and any response to a cyber incident will require political heft and sustained engagement.

InDecember 2021, the UN Human Rights Committee(‘HRC’)published its views in a ground-breaking case (Communication No2918/2016),1finding that the Netherlands had violated a child’s right to a nationality by registeringthem as having‘unknown nationality’in theircivil records. The HRCreasoned that, in so doing, the Netherlands hinderedthe child’s access to international protection as a stateless child.This was the first time that the HRChas ruled on the right of a child to acquire a nationality under art 24(3) of the International Covenant on Civil and Political Rights(‘ICCPR’).FACTSThe case revolved arounda petition by DZ, a child born in Utrecht in 2010 to a Chinese mother. In 2004, she was trafficked to the Netherlands as a minorbut managed to escape her traffickers at the Schiphol Airport in Amsterdam. She then applied for asylum, but her application was unsuccessful. In 2006, DZ’s mother was forced into prostitution. Two years later, she broke out of her captivity and reported the situation to the police, which gave her the right to a temporary status while the investigation was undergoing. Abstract:
The field of international relations centers on the problem of war and peace. For many decades nuclear weapons have given great urgency to dealing wisely with the subject. Countries having sometimes very tense relations with each other possess these weapons. Nevertheless, because they have not been used since World War II, the threat of nuclear war has appeared distant. We tell ourselves that no sane, rational leader would resort to these weapons. Self-preservation and enlightened self-interest forbid their use. And yet history is full of evidence that human beings often act not prudently but out of the intense passion of the moment—out of hatred, fury, wild abandon, sheer desperation, or boundless ambition. Nuclear weapons are but one of the reasons why theories of international relations should include as complete and subtle an understanding as possible of what might induce prudence and restraint. Realism is certainly needed, but the belief that human beings are rational actors pursuing self-interest and that states behave in a quasi-mechanical manner needs to be revised and supplemented. Because of the potentially disastrous consequences of flawed assumptions in international relations, simplified theories of human nature are out of place. Even more than other fields, international relations needs in-depth reflection on subjects that some may consider too subtle, esoteric, or “philosophical.”
