131. Space Traffic Management (STM) – Legal Aspects

Abstract:
Space Traffic Management (STM) is a new concept referring to space activities. The highest priority is the safety and security of outer space and all conducted operations. There is no definition of STM. There is an urgent need to regulate STM providing safety and security regulations at the international, regional, and national levels. Because there is no STM definition, the regulator might use the example of existing regulations of the International Civil Aviation Organization on Air Traffic Management (ATM). European EUSST is a good example of being a “precursor” of STM. However, many questions are still open regarding specific regulations needed to create an STM system, such as at which level they should be made: globally, regionally, or nationally.

Abstract:
The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

134. China in UN Peacekeeping Operations: A 30-Year Assessment (1990-2019)

Abstract:
This article presents a broad assessment of Chinese personnel deployments to peacekeeping operations (PKOs) for the past three decades (1990-2019). To this end, an original dataset was built with data collected from the UN Department of Peace Operations. The following four indicators were considered in the analysis: (i) total personnel contribution per year; (ii) personnel contribution per mission; (iii) personnel contribution in relation to the mission’s total contingent; and (iv) personnel in a given mission in relation to the total personnel dispatched by China that year. Generally speaking, UN missions in Liberia (UNMIL) and South Sudan (UNMISS) have been the main destinations of Chinese peacekeepers in the 21st Century, while Cambodia (UNTAC) was by far the only place where China got deeply involved during the 1990s. In addition to displaying descriptive data, the paper also briefly analyses Chinese engagement in these operations.

135. Climate Change: The Greatest National Security Threat to the United States

Abstract:
Climate change presents threats to the United States and the wellbeing of its citizens that dwarf those from Russia, China, or Iran. U.S. government policies and priorities should be reoriented accordingly. The necessary policy changes are these: • U.S. strategy toward China should be crafted and focused with a view to making sure tensions between the two countries do not impede international action against climate change. A zero-sum relationship between the great powers will ensure continued prioritization of manageable military threats over existential climate perils. This is precisely the policy framework that must be superseded. • Spending on efforts to limit climate change and mitigate its effects should take precedence over military spending, especially on new, vast, and nonessential programs such as the upgrading of America’s nuclear forces, which are already much larger than nuclear deterrence requires. • International aid should be increased and redirected toward building resilience against climate change in endangered countries, especially, but not only, in Central America. • The United States should seek opportunities to work with China’s Belt and Road Initiative, BRI, to improve climate resilience in Asian and African countries. • The United States should maintain cooperation and trade with China in the area of renewable energy technology.

136. Scenarios for an impact assessment of global bioeconomy strategies: results from a co-design process

Abstract:
The replacement of fossil resources with renewable biomass in a bioeconomy is seen as a major contribution to climate change mitigation. This transformation will affect all members of society, making it crucial to consider the views of different stakeholders to ensure a socially acceptable transition towards a sustainable bioeconomy. To explore potential outcomes of bioeconomy strategies assuming different future pathways, a scenario analysis is a tool to inform decision-makers about policy impacts and trade-offs. The inter- and transdisciplinary research project “BioNex – The future of the biomass nexus” is the first project to develop bioeconomy scenarios together with stakeholders from politics, industry, and civil society in an iterative co-design process. As a result, three storylines describing diverging potential global futures are developed and quantified: Towards sustainability, business as usual, and towards resource depletion. The futures are driven by different assumptions on climate policy, cropland expansion, productivity growth in agriculture, prices of fossil energy, and consumption behaviour. Additionally, in the co-design process, three bioeconomy policies are developed: policy as usual, stronger development of the bioeconomy, and no policies. Besides presenting the results of the stakeholder workshops, this paper evaluates the strengths and shortcomings of a stakeholder approach in terms of policy-oriented research. According to the experience made within this study, it provides valuable insights for researchers and funding authorities they can use to optimise the employment of stakeholder-based research approaches.

137. The Need for Local Governance of Global Commons: The Example of Blue Carbon Ecosystems

Abstract:
To limit global warming to 1.5°C, vast amounts of CO2 will have to be removed from the atmosphere via Carbon Dioxide Removal (CDR). Enhancing the CO2 sequestration of ecosystems will require not just one approach but a portfolio of CDR options, including so‐called nature‐based approaches alongside CDR options that are perceived as more technical. Creating a CDR “supply curve” would however imply that all carbon removals are considered to be perfect substitutes. The various co‐benefits of nature‐based CDR approaches militate against this. We discuss this aspect of nature‐based solutions in connection with the enhancement of blue carbon ecosystems (BCE) such as mangrove or seagrass habitats. Enhancing BCEs can indeed contribute to CO2 sequestration, but the value of their carbon storage is low compared to the overall contribution of their ecosystem services to wealth. Furthermore, their property rights are often unclear, i.e. not comprehensively defined or not enforced. Hence, payment schemes that only compensate BCE carbon sequestration could create tradeoffs at the expense of other important, often local, ecosystem services and might not result in socially optimal outcomes. Accordingly, one chance for preserving and restoring BCEs lies in the consideration of all services in potential compensation schemes for local communities. Also, local contexts, management structures, and benefit‐sharing rules are crucial factors to be considered when setting up international payment schemes to support the use of BCEs and other nature‐ or ecosystem‐based CDR. However, regarding these options as the only hope of achieving more CDR will very probably not bring about the desired outcome, either for climate mitigation or for ecosystem preservation. Unhalted degradation, in turn, will make matters worse due to the large amounts of stored carbon that would be released. Hence, countries committed to climate mitigation in line with the Paris targets should not hide behind vague pledges to enhance natural sinks for removing atmospheric CO2 but commit to scaling up engineered CDR.

Abstract:
The 20th century has been regulated with a conservative principle due to the fact that states could not be able to solve their national and international problems on their own, and therefore should embrace the concept of global cooperation. That is the reason why state sovereignty has been the subject of many discussions until today. When peace emerged as a human right in the form of solidarity, it was taken into consideration in the literature together with the concept of humanitarian intervention. Furthermore, after that, its validity was discussed in the context of state sovereignty. While all these discussions are taking place, many philosophers/academics, who focus on the problematic of state right or human right and whose ideas evolve to peace studies over the inevitability of wars and reach a stalemate between the subject or state over the right of intervention, bring the old concepts back to the agenda and produce new ideas for the new order. Based on the question of whether peace should be in the system or within the nation, the main problematic in this era is whether a society that includes the entire universe or a system in which the sovereignty principles of states will continue and whether a system, in which wars are also possible, will be accepted as "right" by the subject. | 20. yüzyıl devletler için ulusal ve uluslararası sorunlarını tek başlarına çözemeyecekleri ve bu nedenle küresel işbirliğine yanaşmaları düzleminde muhafazakar ilkeyle düzenlenmiş ve günümüze kadar geçen sürede devlet egemenliği birçok tartışmaya konu olmuştur. : After retiring from the Foreign Service in 2007, Ambassador Kolker spent four years at UNICEF before moving to the U.S. Department of Health and Human Services. As Assistant Secretary for Global Affairs there, he dealt with a number of international health concerns, including Ebola, Zika, and HIV/AIDS. This piece is adapted from his Virtual Presentation to an online DACOR audience on April 8, 2020. While the Coronavirus outbreak and pandemic found nearly all countries unprepared, U.S. lapses in addressing major documented flaws in our preparedness contributed to breakdowns of international collaboration and solidarity as well as institutional conflicts and stress on our health system at home.

2020 is the 75th anniversary year of the United Nations (UN), and it has already shaped up to be a year of unprecedented international shocks and potential for transformation, from COVID-19’s impact to the current mobilization for racial justice in many areas of the world. What does this mean for global trust in international cooperation and multilateral institutions? This briefing by Karina Gerlach and Robert Kang examines recent global polling data, finding a growing demand for international cooperation but diminished trust in international institutions to play a role in the response to COVID-19. It also looks at shifts in member state leadership and perceptions of United States-China rivalry, arguing that middle power alliances and regional networks offer a path forward for international cooperation even in difficult circumstances.
