Abstract:
Cyber risk as a research topic has attracted considerable academic, industry and government attention over the past 15 years. Unfortunately, research progress has been modest and has not been sufficient to answer the “call to action” in many prestigious committee and agency reports. To date, industry and academic research on cyber risk in all its complexity has been piecemeal and uncoordinated – which is typical of emergent, pre-paradigmatic fields. Further complicating matters is the multidisciplinary characteristics of cyber risk. In order to significantly advance the pace of research progress, a group of scholars, industry practitioners and policymakers from around the world present a research agenda for cyber risk and cyber insurance, which accounts for the variety of fields relevant to the problem space. We propose a cyber risk unified concept model that identifies where certain disciplines of study can add value. The concept model can also be used to identify collaboration opportunities across the major research questions. In this agenda, we unpack the major research questions into manageable projects and tactical questions that need to be addressed.

Abstract:
Effective behaviour change strategies can play a vital role in combating poverty, injustice and environmental degradation. They can help prevent violence against women and girls; enable better health, hygiene and environmental behaviours; motivate and empower people to participate in campaigns or to become change makers; or influence people to make more equitable, ethical or sustainable purchasing and investment decisions. There is growing understanding among civil society organizations, governments and others about how to enable behaviour change, but many interventions still rely too much on information provision and awareness raising. This discussion paper draws on learning from theory and practice to provide practitioners with an understanding of the range of influences that shape different behaviours at individual, group, societal and system levels. It suggests a menu of possible interventions to address them, and highlights the need for resources and skill-building. It will be relevant for practitioners involved in programming, humanitarian, influencing and campaigning work, as well as for government officials and donors.

Abstract:
nformation and communications technology (ICT) presents one of the most critical modern challenges to global security. Threat assessments predict that the next major international crisis could be due to a state or terrorist group weaponizing ICTs to devastate critical infrastructure or military logistics networks. The proliferation of asymmetric warfare (i.e., conflicts between nations or groups that have disparate military capabilities) has increased states’ use of ICTs, which necessitates the development of an international code of cyber conduct. There is an urgent need for cooperation among states to mitigate threats such as cybercrime, cyberattacks on critical infrastructure, electronic espionage, bulk data interception, and offensive operations intended to project power by the application of force in and through cyberspace. Emerging cyber threats could precipitate massive economic and societal damage, and international efforts need to be recalibrated to account for this new reality. A common misperception is that the principal cybersecurity threats demanding urgent international collaboration are massive, state sponsored attacks that target critical infrastructure such as power plants or electrical grids, causing massive devastation and human casualties. In fact, cyber threats are more diverse and complex, often targeting private enterprises and endangering the technical integrity of the digital world. The near-total digitalization of business models makes the global economy more vulnerable to cyberattacks, not only from states but also from criminal organizations and other nonstate actors.

Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfil its basic role. Today, identified threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

This paper explores the directions for the application of unmanned aerial vehicles in the provision of security to vital elements of a country’s critical infrastructure. The analysis focuses on two paths of development: the first one refers to the transportation system, the latter is related to the gas supply network – the basic components of a country’s critical infrastructure. The first section of this paper will examine the current state of knowledge in the field, and is designed as a reference of terminology pertaining to unmanned aerial vehicles (definitions and classification). The section shall furthermore provide a basis for and a contribution to the developed conceptual-semantic framework for UAV research. The first direction of development is described in terms of the characteristics and assumptions of the system; this includes an overview of the specific requirements of the unmanned platform itself, as well as the elements of the system, such as a local monitoring centre and other components. Furthermore, this section provides the overview of the designated mobile application, whose development is expected to improve the efficiency of system operation, which is a conceptual novelty considering similar developments. The second direction concerns the development of an unmanned system of production, storage, and use of chemical and radioactive substances, including pipelines for hazardous substances. The programme that fits perfectly in the framework of the second considered branch of development is “Cricket” [Polish: “Świerszcz”] – a programme implemented in the periodic inspection of gas supply infrastructure. The description of the programme in question included specifying the technical and operational requirements for the fight devices as well as for the equipment.

Abstract:
Psychologist Sigmund Freud described phenomena that are familiar and foreign at the same time as uncanny. Unheimlich – the German word for uncanny – literally means “unhomely” and captures the paradoxical mix of the homely and the strange that goes into the feeling of the uncanny (Freud 2013 [1919]). Ghosts, gods, spirits, and specters are classical icons of the uncanny. These entities are uncanny because they disturb the proper and familiar separation of things: the separation between the living and the dead, between the imaginary and the real, between the virtual and the actual. Ghosts, gods, specters and spirits are invisible apparitions, a paradoxical NO THING, a “between that is tainted with strangeness” (Cixous 1976: 543). But in 1970, the Japanese robotics engineer, Masahiro Mori, suggested that robots, too, become uncanny when they increasingly approach but still fail to achieve full human likeness. A prosthetic hand that has the fleshy look but not the proper fleshy feel of a human hand is, Mori suggested, as uncanny as a ghost. Mori called the experiential space of such phenomena “the uncanny valley”: the space where the function of increased likeness intersects with the function of decreased familiarity (Mori 2012 [1970]: 98-100). In Mori’s chart of the uncanny valley, corpses and zombies share quarters with only one human invention: the prosthetic hand. But since 1970, it is fair to say, Mori’s uncanny valley has become radically crowded with new beings far beyond robotics. Advances in genetic technology and bioengineering have added cloned animals, gene-modified crops and a host of other familiar-yet-strange denizens to the uncanny valleys of our time. The overpopulation of these uncanny valleys has also arguably grown exponentially after anthropogenic environmental disturbance has begun denaturalizing nature itself: jelly fish blooms, freak storms, and factory chicken are examples of this kind of environmental uncanniness. What are we, for instance, to make of the fact that the total biomass of the 20 billion chickens in the world’s industrial mega-farms is three times that of all wild birds combined (Bar-On et al. 2018)? A chicken is a very familiar bird for sure. But when the chicken is well on the way to becoming the signature, and one day soon perhaps the only, bird in the world, its very familiarity takes on a distinctly uncanny hue. Ecological uncanniness, one might call this.

Abstract:
This evaluation is presented as part of the Effectiveness Review Series 2015/16, selected for review under the resilience thematic area. This report documents the findings of a quasi-experimental impact evaluation carried out in January 2016 that sought to assess the impact of the activities of the ‘Joint Programme on Disaster Risk Management and Humanitarian Preparedness’. The project under review was implemented between April 2011 and March 2016 in four districts in the Terai region of southern Nepal – Dhanusha, Rautahat, Salarhi, and Saptari. The project was carried out by Oxfam in partnership with several organisations, including the Koshi Victims Society (KVS), the Social Development Research Centre (SDRC), Bagmati Welfare Society Nepal (BWSN), Nepal Red Cross Society (NRCS), and Rural Development Centre (RDC). The project had three broad objectives, which were developed during its planning phase: (1) to strengthen and institutionalise Community-Based Disaster Risk Reduction (CBDRR), (2) to enhance the capacity of local institutions to prepare for and respond to humanitarian emergencies, (3) to create an enabling environment for people to demand their ‘rights in crisis’.

Abstract:
Growing water scarcity and degradation pose rapidly growing challenges to global food security and human well-being. Policymakers contending with these problems face many obstacles, including the increasing cost of developing new water through constructing storage, conveyance and treatment infrastructure, including for desalination of sea water. Other obstacles include the growing degradation of soils in irrigated areas, expanding groundwater depletion, rapidly growing water pollution, and the overall deterioration of freshwater ecosystems. Unless important policy reforms are undertaken today, water scarcity and pollution will adversely affect most, if not all, livelihoods in the coming decades.

State building is seen as the central tenet of many present-day development efforts. This rests on a global normative script that emphasizes the modern state’s role in providing governance services from security to education to health. However, the relationship between statehood and governance outcomes is not well understood. We use a macro-quantitative approach to analyze state performance in various governance dimensions including security, health, education, economic subsistence, infrastructure, and the environment. We test for the power of statehood in explaining the variation in governance outcomes while controlling for various other factors prominent in the respective debates in political science, economics, and development studies. The analysis yields three interesting results. First, statehood does not have a consistent significant relationship with governance outcomes. It matters more for some outcomes than for others. Second, we find that statehood sometimes performs better at predicting subjective (survey-based) evaluations than at predicting objective measures of governance outcomes (which confirms the ubiquity of the normative script). Finally, we find that the degree of domestic female empowerment performs consistently strong at explaining the variation in governance outcomes. This result is consistent with the policy community’s emphasis on women’s roles in development.

70. Bringing Home the Gold? A Review of the Economic Impact of Hosting Mega-Events

There is perhaps no larger sports policy decision than the decision to host or bid to host a mega-event like the FIFA World Cup or the Summer Olympics. Hosts and bidders usually justify their decisions by touting their potential impact. Many organizers and promoters either fund or widely disseminate ex-ante studies that tend to highlight the positive effects of the event. For instance, the consultancy firm Ernst & Young produced a 2010 report prior to the 2014 World Cup in Brazil that painted an optimistic picture of the event’s potential legacy. It estimated that an additional R$ 142.39 billion (4.91% of 2010 GDP) would flow through the Brazilian economy over the 2010-2014 period, generating 3.63 million jobs per year, R$ 63.48 billion (2.17% of 2010 GDP) of income for the population and additional tax collection of R$ 18.13 billion (0.62% of 2010 GDP) for the local, state and federal governments. Ernst & Young estimated that during the same period 2.98 million additional visitors would travel to Brazil, increasing the international tourist inflow up to 79%. Such results, if true, would clearly attractive for governments considering a bid, but these expected impacts don’t always materialize. Moreover, hosting mega-events requires significant investments - and the cost of these investments is rising. Zimbalist notes emerging economies like China, Brazil, and South Africa have increasingly perceived "mega-events as a sort of coming-out party signaling that [they are] now a modernized economy, ready to make [their] presence felt in world trade and politics" (Zimbalist 2015). Their intentions may be noble, but the intention of using mega-events as a "coming-out party" means developing countries hoping to host them need to make massive investments. They are confronted by significant obstacles in that they lack sufficient stadiums, accommodations, transportation systems, and other sports-related infrastructure. As a result, each of the mega-events hosted by emerging economies has been exorbitantly expensive. The 2014 World Cup cost Brazil between USD 15 billion and USD 20 billion, while Beijing reportedly spent USD 40 billion prior to the 2008 Summer Olympic (Zimbalist 2015). Additionally, as the debt-ridden 1976 Summer Olympics in Montreal demonstrates, expensive mega-events are not limited to emerging economies alone. Flyvbjerg and Stewart have even shown that every Olympics since 1960 has gone over budget (Flyvbjerg and Stewart 2012). Such incredible figures, in terms of both costs and benefits, beget the question: are mega-events worth it? Which type of reports should governments focus their attention on? What economic consequences should a government reasonably expect? With such high stakes, policymakers need to choose wisely. We attempt to answer these questions and aid the decisions of policymakers by providing a concise review of the rich academic literature on mega-events. For the purposes of this paper, we mainly focus on the Summer Olympic Games and the FIFA World Cup as mega-events. However, we also leverage information regarding events like the Winter Olympic Games, the UEFA football championships, and the Commonwealth Games. These events are organized on a smaller scale than the previous two, but they might provide some insights on how to best understand mega-events. We focus on claims surrounding the direct or indirect mechanisms that facilitate the impact that ex-ante studies predict. We provide a review of these claims and their validity according to the existing literature. Section 1 focuses on the argument that mega-events lead to increased economic activity in the host economy. Specifically, we evaluate whether or not mega-events leads to access to previously inaccessible funds and increased investments. These investments could theoretically come from supranational organizations, private stakeholders, or public stakeholders. We also consider whether or not these new expenditures and investments have the multiplicative effect that many ex-ante studies assume they have. We finally investigate if the economic activity surrounding mega-events leads to increased revenues and tax collection for host governments. Overall, the existing academic literature suggests that any increased economic activity resulting from the event is routinely dwarfed by additional public budgetary commitments. Moreover, the arguments regarding multiplicative effects and increased revenues also tend to be exaggerated. Section 2 shifts the focus to the potential impact of mega-events on a specific industry: tourism. We explore the effect of mega-events on the number of tourists visiting the host region and their spending habits. We explore this channel both for analyses specific to a single mega-event and for cross-country evaluations incorporating many events. Next, we consider the impact of a mega-event on a region’s brand and image in the international community with the idea of testing if hosting the competition will impact future tourism. Finally, we consider if mega-events lead to increases in the capacity of a city or country to welcome future tourists as a result of improved airport infrastructure, accommodations, and/or transportation systems. As was true in Section 1, the academic literature suggests that the claims of many ex-ante studies are misleading. Our review finds that there is some evidence for increases in tourist arrivals to certain events, but those increases are far smaller than what is generally predicted beforehand. These effects are also usually dependent on factors, such as the timing of the competition, that are specific to the host region and the event itself. Section 3 briefly discusses other potential qualitative and social impacts of mega-events such as international business relations, crime reduction, and the "feel-good effect." In the penultimate section, Section 4, we discuss how these conclusions should impact the decision-making of policymakers. Finally, in a short conclusion, we summarize the findings of our review.
