Abstract:
Promoting high-quality fixed and mobile broadband for all, at an affordable price, is an important enabler of the digital transformation of society and will help close the digital divide. This became clearer than ever during the pandemic, when broadband access was a crucial enabler of remote work, distance learning, telemedicine and e-commerce. It has always been challenging to provide broadband access to all at an affordable price. The pandemic, global geopolitical tension and Russia’s invasion of Ukraine have exacerbated supply-chain disruptions in ways that make this even more difficult and potentially expensive. Promotion of broadband deployment, adoption and use are all important for both fixed and mobile broadband; however, different policy levers are needed in each case, on both the supply and demand sides. The market will not always deliver complete solutions. Consequently, there is a role for regulation, targeted industrial policy and public finance. Promotion of competition, combined with prompt and efficient provision of access to resources such as electromagnetic spectrum and access to land and rights of way, can be particularly important. G20 countries and others now seek a future-proof, sustainable and equitable recovery, meaning new sources of public revenues need to be considered. Broadband can be boosted by judicious use of recovery funds and expected new tax revenues arising from global tax reforms agreed within the Organisation for Economic Co-operation and Development.

12. Footing the Bill: Fair finance for loss and damage in an era of escalating climate impacts

The world has entered a new and dangerous era of climate change impacts, causing huge loss and damage and driving up inequality in the world’s poorest countries and communities that have contributed least to the climate crisis. New research by Oxfam estimates that funding requirements for UN humanitarian appeals linked to extreme weather are eight times higher than they were 20 years ago, and over the past five years nearly half of appeal requirements have gone unmet. Funding for emergency humanitarian response is piecemeal and painfully inadequate, as is broader support to address loss and damage such as rebuilding homes and vital infrastructure. Scaled-up financial support from governments, corporations and individuals most responsible for causing the climate crisis, and most able to pay, is an immediate necessity. A new finance facility must be created to help ensure that finance to address loss and damage is accessible and sustained, is additional to adaptation, mitigation and ODA commitments, and is delivered in accordance with the principles of climate justice.

Losses and damages are increasingly widespread and severe – from loss of life, cultural practices, biodiversity, and livelihoods to damages to infrastructure and crops. The most vulnerable countries and populations are most affected, despite having contributed least to climate change. However, policies to manage losses and damages remain elusive, and actions to respond to them are insufficient. Through analysis of policy, research and practice this policy brief points to key gaps and potential ways forward in Loss and Damage policy, to support policy solutions and action on the ground.

14. Rebooting the Asylum System? The Role of Digital Tools in International Protection

The COVID-19 pandemic is changing the way asylum systems use technology. After the initial pause on asylum processing in many countries, officials have turned to digital tools to revive these systems—and increasingly, to reimagine how they work. From the further digitalization of identification and security-check processes to chatbots that help asylum seekers register their protection claims and interviews conducted remotely via video call, such tools have permeated every corner of migration, asylum, and border management systems. This is particularly the case in Europe, where the 2015–16 migration and refugee crisis kickstarted a first round of growth in this area. With digital tools here to stay, the time is ripe to examine what impact their use has on people and processes, and how digitalization may interact with other developments in the international protection field. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—catalogues the use of digital tools in protection systems in Europe and elsewhere, and reflects on what the ramifications could be for humanitarian protection in the years to come. “Digitalization in and of itself is no universal cure,” the author writes, “and depending on how such efforts are carried out, they could obstruct the asylum process and violate asylum seekers’ rights as easily as they could facilitate or protect them.” This report highlights both the potential benefits of the increasing use of digital technology in different stages of asylum processes as well as key challenges and risks that need to be addressed, including concerns about data privacy, opaque decision-making, and how technology changes the nature of human communication.

Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. NATO is perfecting drone operations through interoperability exercises, and space is being exploited by adversaries. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

Many dubbed the Gulf War of 1991 the “first space war” due to the US Armed Forces’ extensive use of satellites. The cyberwar in Ukraine, although it is mostly playing out in the shadows, may be remembered as the first space-cyber war. This policy brief makes the case that states should adopt national policies to defend against threats to space-based assets and applications, such as communications satellites, that are both vital to national security and economic security and increasingly vulnerable to cyberattacks. It is time to explore and identify principles for responsible space-cyber behaviour that would represent a broad multilateral consensus. Identifying these principles may not prevent space-cyber hostilities but could provide “rules of the game.” States would also benefit from encouraging a space-cyber security industry that, beyond protecting against space-cyber threats, has the potential to be a significant growth engine.

Governments and public international organizations are making a concerted effort to provide large amounts of money to reduce emissions of greenhouse gases (climate mitigation) or adapt to the effects of climate change (climate adaptation). But there is a significant risk that the infrastructure projects where much of this climate financing will need to be targeted will be undermined by corruption—from bribery and kickbacks to fraud and embezzlement. The threat is increased by the scale of the climate financing being provided and the speed with which the required projects need to be completed. This Policy Brief identifies key corruption risks that threaten climate infrastructure financing and the best practices that can alleviate these risks.

Blockchain has the potential to revolutionise our societies by radically transforming multiple sectors ranging from financial services to health care, and from international trade to logistics.1 Governments, businesses, research centres, and international organisations are becoming increasingly interested in this cutting-edge technology because it can be utilised to provide a decentralised system for data management with high levels of transparency, reliability, and security.2 Recently, inter- governmental organisations such as the United Nations (UN) and the OSCE have emphasised the relevance of blockchain, which can be utilised to improve international security.3 Blockchain has already proved that it can effectively enhance human security. For instance, the World Food Programme has pioneered a blockchain-based humanitarian aid programme to support refugees in Jordan with the use of cryptocurrencies.4 Similarly, the International Committee of the Red Cross has developed a distributed ledger technology (DLT)-based local trading system in Kenya to help fragile communities.5 In 2015 the UN International Children’s Emergency Fund even launched “Unicoin” – its own cryptocurrency – which children from poor families can exchange for goods. Although researchers have been exploring the impact of this technology on multiple fields, the implications of blockchain-based systems for CAC are still under-explored. This paper aims to fill this research gap by demonstrating that blockchain can play a crucial role in enhancing CAC monitoring and verification. It argues that blockchain offers a positive behavioural model and has advantageous practical implications for conventional arms control. The analysis is guided by the following research questions: (1) what psychological impact does blockchain have on confidence building? and (2) how do smart contracts enhance CAC?

Abstract:
Water presents a significant global development challenge as crises over resources and access to clean water are becoming more extreme due to climate change. To reach the most disadvantaged communities in rural areas, adequate infrastructure is going to be integral. It is estimated that water infrastructure will require an additional $22.5 trillion by 2050, and to achieve Sustainable Development Goal (SDG) 6, financing would need to triple to $114 billion per year. As with other forms of infrastructure, water requires more than simply building reservoirs, pipes, and holding tanks. For true sustainable infrastructure, donors and local governments should also invest in support to maintain infrastructure and create a regulatory environment that enables continued improvement. To successfully finance water infrastructure, there must be an understanding of what the current financing landscape looks like and how the United States, its Group of Seven (G7) allies, and multilateral partners should prioritize financing, especially on a local level.

20. Opportunities for Increased Multilateral Engagement with B3W

Abstract:
As the world continues to rapidly digitize and grapples with the short- and long-term impacts of climate change, new forms of innovative and resilient infrastructure are increasingly necessary. The estimated $3.3 trillion annual gap in infrastructure investment cannot be paid for with official development assistance (ODA) alone but will require significant private sector financing and local government resources. A coordinated, multi-stakeholder effort that includes governments, the private sector, and civil society is needed to leverage all available resources and funding to address these challenges as well as implement the UN quality infrastructure agenda.2 G7 countries—Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States—have recognized the need for a global infrastructure plan that responds to the problems of today and proactively plans for the issues of tomorrow. In June 2021, the G7 unveiled the Build Back Better World (B3W) initiative, which seeks to leverage the private sector for $40 trillion in infrastructure investment by 2035 under the initiative’s four pillars: (1) healthcare, (2) gender equality and equity, (3) climate and environment, and (4) digital technology. The initiative also includes several economic and trade provisions to promote greater connectivity and allow countries to benefit from this investment. The B3W strategy is designed to be inclusive and rely upon input from a whole spectrum of local organizations, donors, and recipient countries to define an infrastructure strategy, projects, and implementation priorities. The guiding principles of B3W include value-driven high standards, transparency, climate-compatible projects, private sector investment, and a commitment to multilateralism. B3W shares standards with and builds upon two previous initiatives: the Blue Dot Network (BDN) and the Better Utilization of Investment Leading to Development (BUILD) Act. BDN is a U.S.-led effort that certifies infrastructure projects against robust criteria and environmental, social, and governance (ESG) standards. The BUILD Act is a bipartisan bill that created the U.S. Development Finance Corporation (USDFC) to introduce private sector investment in low- and lower-middle-income countries. These two initiatives have thankfully laid the groundwork for B3W’s objectives and principles. Given the initiative’s infrastructure focus, B3W is being positioned as an affirmative alternative to other state-directed infrastructure financing models, such as China’s Belt and Road Initiative. Its emphasis on good governance, consideration of environmental and social impacts, and adherence to transparency is meant to draw a stark contrast with other models that involve more questionable labor and environmental standards, alleged corruption, and murky debt financing. B3W has an opportunity to distinguish itself as an important alternative through high standards and the buy-in of multilateral partners and stakeholders. The United States can be the driving force of this engagement through its unique ties to the UN system, including being the largest member country donor. Partnering with specialized UN agencies, committees, and related entities that work in the various B3W pillars will (1) make B3W more of a legitimate initiative with a greater global collaboration; (2) better position B3W projects to succeed with the right resources, networks, and capital; and (3) fill the knowledge and resource gap from the private sector.
