Abstract:
It is promising that people-centred humanitarian action has become such a key focus of reform for humanitarian actors, including donors and the United Nations. The concept of people-centred approaches, though loosely defined, increasingly appears to serve as a unifying umbrella for various reform agendas—such as localisation, accountability to affected populations (AAP), and inclusion—agendas that have, for the most part, been pursued separately in both policy and practice. While research has called for appropriate consideration of the benefits of bringing these agendas together (Barbelet et al., 2022; Lough et al., 2022), there is a risk that a people-centred focus could conflate the three distinct reform areas, rather than connect them in their synergies.

Abstract:
This is part of the Explain: Essential briefings for humanitarian decision-makers series. In recent years, the humanitarian sector has increasingly focused on marginalised groups such as women and girls, people with disabilities, and minoritised communities. While this shift is both essential and overdue - given the persistent evidence of people falling through the cracks - translating attention into meaningful action has proven challenging. Implementing inclusive humanitarian action is hindered by the absence of an agreed definition, clear policy commitments and a standardised way to measure progress. Inclusion, at its core, acknowledges that different people are affected by crises in varying and disproportionate ways and that discrimination and marginalisation, based on different identity factors, create barriers to accessing assistance and services. Addressing these challenges requires targeted analysis and actions.

3. Gender Inclusion in the Pandemic Agreement: A Growing Gap?

There is increasing evidence of the gendered outcomes and secondary effects of epidemics and pandemics. Women make up a disproportionate share of the healthcare workforce, absorb much of the additional unpaid labor during health crises, and are exposed to increased gender-based violence and insecurity around sexual and reproductive healthcare during pandemics, among other effects. A gender-sensitive approach to health emergencies is essential for pandemic preparedness, prevention, response, and recovery. Despite the World Health Organization’s (WHO) awareness of these impacts, it does not systematically consider them in its pandemic preparedness and response. WHO’s historical “add women and stir” approach is evident in the proposed amendments to the International Health Regulations (IHR), whose attention to gender focuses primarily on committee representation. Gender sensitivity is also limited in the drafts of the WHO Convention, Agreement or Other International Instrument on Pandemic Prevention, Preparedness and Response (CA+), currently in development. Gender-inclusive language in the CA+ is essential for effective international coordination to prepare, prevent, respond to, and recover from health emergencies. This paper examines the extent to which gender has been included in the zero-draft CA+ process through a desk review of the drafts that have been published (as of March 2024), focusing on explicit mentions of gender and women. The report documents the progress to date on integrating gender equality into the CA+ and offers the following recommendations for CA+ negotiators, WHO, and member states. Future drafts of the CA+ should have provisions that address a wider range of the gendered impacts of pandemics; WHO should develop an IHR/CA+ repository; INB negotiators should directly engage relevant UN entities to recommend methods of integrating gender into the CA+; States that claim to have a principled stance on gender equity should transparently champion gender-inclusive language; and The CA+ should consider and incorporate initial lessons learned from the implementation of the gender-inclusive language in the IHR’s Joint External Evaluation (JEE) of states.

Abstract:
The article analyses the notion of societal inclusion in peace negotiations, a subject that has gained increasing importance in politics, policy, norm, and scholarship over the last few decades. It argues that inclusion has gone from being considered an unnecessary disturbance to a necessary one in peace processes, especially due to its growing association with the fostering of political legitimacy and peace sustainability. Reducing inclusion to its usefulness, however, obscures its fundamentally political nature and implications. The article thus tracks and unpacks the discussion on societal inclusion, drawing in particular from Chantal Mouffe’s reading of political agonism and the more recent literature about agonistic peace. Ultimately, it argues that instrumentalizing and depoliticizing political inclusion is hurtful for the democratic safeguarding of previously denied rights and counter-productive even for minimal legitimizing ends. Peacebuilding benefits from agonistic standpoints of analysis by introducing, from the negotiation stage, a political model of engagement that allows in conflict by peacefully tackling it instead of sweeping it under the rug.

Abstract:
Reforms have sought to shift the framing of humanitarian action towards a quality and equity agenda focused on the view and experiences of people affected by crisis. Reforms linked to the localisation, accountability to affected people (AAP) and inclusion agendas point to the same general vision – a humanitarian aid architecture and system that enables approaches tailored to context and individuals, including through greater leadership and participation of local actors and communities. This report synthesises the available evidence on existing approaches to people-centred humanitarian action and their outcomes, and it reviews good practices. It identifies key gaps on localisation, AAP and inclusion, explores the inter linkages between them, and reflects on the evidence needed by donors, practitioners and researchers to reform humanitarian practice and policy.

6. Artificial intelligence adoption in the public sector: a case study

Abstract:
This case study illustrates the drivers of and barriers to artificial intelligence adoption by organisations, and acceptance of AI by workers in the public sector. Several factors were crucial in the successful adoption of a human-centred approach to AI, including a fast discovery phase that involved workers (or end users) in the development early on, and aligning human resources, information technology and business processes. Subsidy support mechanisms were also specifically targeted and acquired to support the adoption. However, making AI support available to workers proved insufficient to ensure its widespread usage throughout the organisation. The slow adaptation of existing work processes and legacy IT systems was a barrier to the optimal usage of the technology. Moreover, the usefulness of the technology depended on both the task routineness and worker experience, thereby necessitating a rethinking of the work division between technology and workers, and between junior and senior workers. Successful human-centred roll-out of AI in Europe will therefore depend on the availability of, or investments in, complementary intangible organisational capital. Very little is currently known about these investments.

This policy brief examines the implications of digitalization in Fragile and Conflict-Affected Situations (FCS). Digitalization has a transformative potential but simultaneously presents distinctive challenges, particularly in FCS characterized by infrastructural limitations, weak governance, and socio-economic disparities. The OECD identifies digitalisation as one of the intensifying factors for the growing inequality between FCS and the rest of the world. However, in FCS the story extends beyond inequalities between countries to inequalities within countries which are more critical for the FCS context as inequalities exacerbate fragility and conflict. This brief highlights three points. The first point explores the dual impact of digitalization on FCS business environments. Digital tools can overcome infrastructure barriers, thereby fostering economic growth and enhancing market dynamics through increased transparency. However, digital technologies create information asymmetry, resulting in widening the gap between those who can participate in the digital economy and those who are left behind, subsequently exacerbating socio-economic inequalities, fostering exploitative working conditions, and potentially escalating instability in fragile and conflict-affected regions.The second point focuses on the labour markets, where digitalization through the online gig economy can create job opportunities and improve labour mobility. However, it can also undermine labour protection and contribute to wage disparity and issues relating to workers’ rights, accentuating inequality and exclusion, particularly in FCS. The third part investigates the role of digitalization in Communications and Information Security. Digital tools can empower communities to resist oppressive regimes but can also be exploited for surveillance and censorship, fuelling conflict and exacerbating social tensions. The brief concludes with policy recommendations aimed at integrating digital inclusion principles in FCS strategies, emphasizing equitable digital initiatives, and adopting conflict-sensitive and equitable digital policies. The recommendations underscore the need for a balanced approach to digitalization, fostering innovation while providing protection from contributing to fragility and conflict.

In this report, we synthesize findings from original interviews and extensive research into what makes an effective DEI strategy, the impact of mentorship —particularly on people of color—and how to elevate equity-focused mentoring within the fields of peace, security, and foreign policy. We close with a recommendation to CRAVE mentoring opportunities by founding, joining, or supporting initiatives that: create opportunity for cross-identity contact; establish responsibility structures; cultivate social accountability for involvement; are voluntary; and engage participants in their evolution.

This report analyzes the global state of play of SDG16+ while identifying tangible, cross-cutting solutions to advance its targets of peace, justice, equality, and inclusion universally. With both an eye to the SDG Summit and set against a context of SDGs backsliding and a polycrisis, it lays out six strategic approaches by which SDG16+ can and has been advanced, drawing upon regional, national, and subnational examples. These approaches highlight efforts to rebuild trust and reduce polarization, with people-centered policies speaking lived daily realities; demonstrate the need to build evidence on SDG16+ interlinkages and their application in practice, with better data as a driver for innovative change; unpack participatory approaches, including the meaningful inclusion of civil society and subnational actors, and make clear the need for smarter SDG16+ financing. It concludes with opportunities for urgently needed advocacy, policy development, and collaboration on SDG16+ in the immediate and medium terms within UN and IFI contexts. This publication is designed to complement other recent SDG16+ community partner reports, with key messages reflecting both an HLPF Pathfinders Member States Statement (with Colombia and Switzerland), as well as the statement prepared by the Global SDG16+ Coalition, co-drafted by the Pathfinders Secretariat with other members of the Coalition.

ach year, refugee resettlement programs offer a path to safety for only a tiny share of people forced to flee their country amid persecution, war, or violence. Efforts to expand these programs have largely stalled, in part because they are operating in a context of multiple crises (ranging from the COVID-19 pandemic to large-scale displacement from countries such as Ukraine, Afghanistan, and Venezuela) that have created competing policy demands. But another major factor that has constrained resettlement programs’ growth is the difficulty of effectively coordinating the work of the many stakeholders involved in these systems. This often includes different levels of government, civil-society and community actors, and international organizations, which frequently have different priorities, are involved at different points in the resettlement process, and may not be used to working together. This report explores the diversity of stakeholders involved in refugee resettlement, and the importance of robust coordination at all stages of the process (from program design to predeparture planning and post-arrival support). It also examines what coordination mechanisms exist—or could be created—to organize the work of these many actors. The analysis draws on interviews with local, regional, national, and international stakeholders, primarily from Argentina, Finland, Germany, Spain, Sweden, and the United States.
