71. The Limits of Accounting-Based Accountability in Education (and Far Beyond): Why More Accounting Will Rarely Solve Accountability Problems

Abstract:
Accountability is rightly at the center of the conversation regarding how to improve governance systems, particularly health and education systems. But efforts to address accountability deficits often focus primarily on improving what can be counted and verified—what we term “accounting-based accountability.” We argue that introducing greater accounting-based accountability will only very rarely be the appropriate solution for addressing accountability problems. We illustrate this by exploring the role of Accountability ICT in (not) improving education system performance. Strengthening “real” accountability is not the same as improving data systems for observation and verification, and often attempts at the latter undermine the former. The development discourse’s frequent semantic misunderstanding of the term “accountability” has pernicious real-world consequences with real effects on system reform efforts and ultimately global welfare.

Abstract:
The state of Andhra Pradesh is recognized as a leader in using technology to improve the delivery of public services, programs and subsidies. Many of its innovations were piloted in Krishna District, which has been visited by development agencies and delegations from many countries. This paper reports on research to better understand the functioning and effectiveness of its reforms to strengthen state capacity by digitalizing service delivery. Against the wider backdrop of the use of Aadhaar in India, it summarizes Andhra’s reforms, which go beyond those of most other jurisdictions in the measures taken to strengthen accountability, offer choice of service provider, and incorporate feedback loops using the vast amount of data generated by a real-time digital service system as well as beneficiary responses. It reports the results from surveys of beneficiaries who receive food rations through the Public Distribution System (PDS) and/or pensions, and on the response of landowners and tenant farmers to the digitization of land records, another important program. The results suggest strong support for the digitalization of these programs. The way in which the reforms have been implemented has indeed led to substantial improvements in delivery (as seen by beneficiaries) as well as, probably, significant fiscal savings. Is this case, then, a model for other Indian states and for other countries? Perhaps yes from a technology perspective; there are many lessons that apply to a wide range of programs and services and that others can usefully draw on. The picture is more complex from a political economy perspective, as suggested by some of the particular features of Andhra.

In recent years, with the globalising world, countries are trying to obtain too many military equipment such as nuclear weapons, continental rockets, and high-tech armours. On the other hand, every service is becoming more private which used to belong to the government in history. After the cold war era, security details such as border security, presidential protection, abroad activities, intelligence, and security strategy are provided by private organisations. This study tries to explain what is ‘cold war? , what is a private military company? What is the change for the private military industry after cold war?’ | Küreselleşme nedeniyle artık bir yerel sorundan bahsetmek zor olmaktadır. Bunun yanında, teknolojik gelişmeler erişim kolaylığı ve sosyal medya gibi yeni imkânlar sunmaktadır. Bütün bunlar göz önüne alındığında, terörist gruplar daha önce görülmemiş bir kolaylıkla propaganda yapıp, takipçilerini yönlendirebilmektedirler. 11 Eylül saldırılarından bu yana, terörizm tartışmaları ve çalışmaları üzerine yoğunlaşma devam etmektedir. Oluşabilecek otorite boşluklarına çözüm üretme adına uluslararası örgütler harekete geçmek zorundadır. Aksi halde, yeni terörist örgütlerin tartışmalı bölgelerden ortaya çıkacak ve sınır aşırı organize suçlar dolayısıyla elde edilen gelirlerin bu örgütlerin eylemlerini finanse edecektir. Her ne kadar Birleşmiş Milletlerin küresel problemlere çözüm üretmesi gereken kurum olduğu düşünülse de, BM organlarının terörizm ve sınır aşan suçlar özelinde etkili olduğunu söylemek zor olacaktır. Bunun ötesinde, terörizm tanımının ne olduğu noktasında netliğin olmaması, egemen devletlere çıkarlarına göre bir terörizm tanımı yapmalarına imkân sağlamaktadır. Genellikle devletler çözümün parçası olmak yerine problemin bir parçası olma eğilimindedirler. Böylece, küresel yönetişim çatışmaların çözüme kavuşması noktasında ciddi zorluklarla karşılaşmaktadır. Bu çalışma bu zorluklar üzerine odaklanmaktadır.

Abstract:
The growth and international clout of cities and sub-state actors has been unparalleled in recent decades. These players seek agency in the international arena, forming networks at the sub-state level that help shape new organizing principles for international cooperation on Global Commons issues like climate, health, transnational crime, and migration. These types of issues will continue to create opportunities for sub-national leadership to help shape outcomes beneficial for all—not just cities and states—through systematic interactions, a stronger connection up and down between cities, states, national capitals, and international bodies, and a larger voice for sub-national actors on Global Commons issues. To explore sub-national activism and its effects upon the international arena, in late 2018 the Institute for the Study of Diplomacy convened a working group on “The New Metropolitanism.” Participants included experts and practitioners drawn from the ranks of local governance, academia, think tanks and research institutions, as well as the diplomatic community. They discussed whether the continuation and pace of this phenomenon is inevitable or a passing response to stalled nation-state leadership; and how this rising “metropolitanism” complicates—or complements—the work of central governments and “old-world” international relations. This report provides a set of policy guidelines and recommendations, aimed at multiple audiences: cities and other sub-national actors and those that work with and within them; national governments; nation-state level foreign ministries; and international organizations. The ultimate goal is to ensure that all the relevant players find ways to harness emerging sub-national activism towards processes, procedures, and relationships that can produce innovative solutions to global challenges.

75. Rethinking Cybersecurity Strategy, Mass Effect, and States

Despite all the attention, cyberspace is far from secure. Why this is so reflects conceptual weaknesses as much as imperfect technologies. Two questions highlight shortcomings in the discussion of cybersecurity. The first is why, after more than two decades, we have not seen anything like a cyber Pearl Harbor, cyber 9/11, or cyber catastrophe, despite constant warnings. The second is why, despite the increasing quantity of recommendations, there has been so little improvement, even when these recommendations are implemented. These questions share an answer: the concepts underlying cybersecurity are an aggregation of ideas conceived in a different time, based on millennial expectations about governance and international security. Similarly, the internet of the 1990s has become “cyber,” a portmanteau term that encompassed the broad range of global economic, political, and military activities transformed by the revolution created by digital technologies. If our perceptions of the nature of cybersecurity are skewed, so are our defenses. This report examines the accuracy of our perceptions of cybersecurity. It attempts to embed the problem of cyber attack (not crime or espionage) in the context of larger strategic calculations and effects. It argues that policies and perceptions of cybersecurity are determined by factors external to cyberspace, such as political trends affecting relations among states, by thinking on the role of government, and by public attitudes toward risk. We can begin to approach the problem of cybersecurity by defining attack. While public usage calls every malicious action in cyberspace an attack, it is more accurate to define attacks as those actions using cyber techniques or tools for violence or coercion to achieve political effect. This places espionage and crime in a separate discussion (while noting that some states use crime for political ends and rampant espionage creates a deep sense of concern among states). Cyber attack does not threaten crippling surprise or existential risk. This means that the incentives for improvement that might motivate governments and companies are, in fact, much smaller than we assume. Nor is cyber attack random and unpredictable. It reflects national policies for coercion and crime. Grounding policy in a more objective appreciation of risk and intent is a first step toward better security.

Abstract:
“Fragility”—the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy—leads to erosion of the social contract and diminished resilience, with significant implications for peace, security, and sustainable development. This study reviews how the international community has responded to this challenge and offers new ideas on how that response can be improved. Based on that examination, the author seeks to convey the importance of addressing this phenomenon as a high priority for the international community. Chapters explore the nature of these obstacles to sustainable development, peace, and security; how the international community has defined, measured, and responded to the phenomenon of fragility; how the international response might be made more effective; and implications for the United States.

In the wave of efforts to encourage and support more “responsible” land investments, one aspect has been largely overlooked: are governments equipped with the legal and technical support needed to effectively negotiate and conclude investment contracts that lead to responsible outcomes? CCSI researched how host governments access legal support in the planning, negotiation, and monitoring of land investments, with a view to better understanding where legal support gaps for governments exist, and how these can be addressed by governments themselves, as well as by donors, support providers and investors. By scrutinizing “legal support gaps,” CCSI sought to identify possible weak links in global and national efforts to achieve more responsible land investments, as well as opportunities to encourage better practice. For example, legal support holds the potential—albeit not yet regularly realized—to be an entry point for incorporating international best practice and guidelines into negotiations and at other stages of the investment. The report also takes stock of how governments are negotiating and concluding land investments in practice, to determine where additional legal support could potentially improve outcomes for governments.

This is a crucial moment in international investment policymaking. Two factors have converged, calling for a new direction. First, it has become increasingly difficult to justify investor-state dispute settlement (ISDS); even governments that had been among its strongest proponents are now changing course and have raised a range of fundamental, systemic and inter-related issues relating to ISDS. Second, policy makers and other stakeholders have a greater awareness of the need to design appropriate policies to maximize the contributions cross-border investment can make to sustainable development. Influenced by these factors, various reform efforts related to investment policy are underway at the national, regional, and international levels. These discussions about reform are likely to be slow, and outcomes uncertain. In the meantime, governments and their stakeholders remain tied to an outdated system that is widely acknowledged to be ill-suited for modern investment policy objectives, with increasingly concerning consequences. This policy paper explores two near-term options that governments engaged in reform discussions can pursue, alongside longer-term work on substantive and procedural reform. These options are: (1) a joint instrument on withdrawal of consent to arbitrate; and/or (2) a joint instrument on termination. The paper examines how both options could be implemented, and makes the case for putting a pause on ISDS to ensure that investment treaties and their dispute settlement mechanisms achieve their desired ends, produce legitimate decisions, and do not undermine international economic cooperation and sustainable development more broadly.

Worldwide, the internet and the increasingly important social media and content applications and platforms running on it have assumed an extraordinary and powerful role in people’s lives and become defining features of present-day life. This global digital ecosystem has created immeasurable benefits for free expression, social and cultural exchange, and economic progress. Yet, its impacts, and the easy access to content it provides, have not all been either foreseeable or desirable, as even a cursory scan of the daily news will show. In this environment, the Global Digital Policy Incubator at Stanford University and the Centre for International Governance Innovation, in cooperation with the Department of Canadian Heritage, invited government, business, academic and civil society experts to an international working meeting in March 2018 to explore governance innovations aimed at protecting free expression, diversity of content and voices, and civic engagement in the global digital ecosystem. One of the goals was to bring different players and perspectives together to explore their similarities within a comparative public policy context. This publication reports on the meeting’s discussion as participants sought innovative approaches to deal with both present and emerging challenges, without impeding the creativity and benefits that the internet can bring.

80. Economic and Energy Aspirations of the Middle East

Abstract:
The Middle East has several features that distinguish it from the rest of the world. Apart from sitting on the largest proven oil and gas reserves, the region is famous for its complicated politics, challenging demographics and fragile economic structures. ​ For oil- and gas-rich states, limited economic diversification is acute; this is where we find government dependence on hydrocarbon revenues reaching as high as 95 percent in countries like Iraq. This is also where we find a poorly diversified primary energy mix, which is heavily reliant on oil and gas, in a sharp contrast to the norm elsewhere where local energy needs are met by diverse sources of energy, mainly oil, gas, coal, nuclear, and renewable energy. ​ The lack of diversification – both in terms of the economy and energy mix – brings serious challenges for the region. The economic performance of the oil- and gas-rich states has simply mimicked the volatile and unpredictable movement in oil prices: when oil prices are high, these economies grow rapidly, but when oil prices go in the other direction, they shrink in tandem. Additionally, the dependence on oil and gas to meet local energy needs has caused two problems: first, the trade-off between the more lucrative exports and the highly subsidized domestic market, and second, the higher carbon footprint because of the absence of greener sources of energy. ​ In a world where international competition for global market share in oil and gas and the fight against climate change intensify, the region’s leaders seem to be increasingly convinced that the old model of governance is simply not sustainable...
