Abstract:
The article intends to problematize the alleged antagonism between, on the one hand, state capacity and sovereignty and, on the other hand, the integration of markets at a global level. The current manichaeism that tends to reduce approaches to "globalists" or "skeptics" does not contribute to the understanding of the contemporary international system. It is necessary to overcome the supposed antagonism between state-centric and transnational visions, in favor of critical approaches that understand the interlacements between the State and the internationalization of capital, which are crossed by the process of expansion of capitalism in contemporary times.

Abstract:
Globalization has introduced rapid changes in the social, political and economic realms of life. It has provoked perturbing and turbulent effects and has challenged established and rooted notions of identity. Globalization has also changed the essence of religion and its role in international affairs. Religion is growing in countries with a wide variety of religious traditions and levels of economic development. Islam is also experiencing a genuine revival. Salafism is a primarily theological movement in Sunni Islam concerned with purifying the faith. Islamic Salafism, as other major religious movements of today, has become universal and less affiliated with any one territory, and more personal and private, increasingly embodying a spiritual search for self-fulfilment. Salafism has also evolved from being a non-political ideology to develop into a political force.

Globalization is a framework for describing many affiliated worldwide developments. Globalization isn't simply more of the ongoing process of internationalization; rather it describes the increasing ease with which technologies, people, goods, services and capital move transnationally. But the term is also widely used to convey such elements as universalization and changes to sovereignty. While many embrace it, others fear it. Former Federal Reserve chairman Alan Greenspan has suggested that opposition to globalization could have the effect of reversing progress on free trade. The International Forum on Globalization is one organization that seeks to reverse globalization. The readings in this course pack focus on the many facets of globalization.

The size and sophistication of Chinese foreign investment is on the rise. In 2014, inbound investment to China was outpaced by outbound investment for the first time. Chinese foreign investment has surpassed the $100 billion mark for the past three years, making China the third largest overseas investor. At the same time, beyond oil and gas, which dominated headlines over the past decade, Chinese state-owned enterprises and private corporations are making multi-billion dollar investments in construction, telecommunications, nuclear, and high-tech across the globe. Belonging. The subject conjures up a realm of emotions. In today's world, where increasing numbers of people are on the move, whether voluntarily or forced, it captures the nostalgia one feels for a home left behind or the yearning one has for acceptance in a new community. It can produce feelings of joy or loss even from a distance, as when one follows political, sporting, or family events from afar. It encompasses sentiments of anguish, fear, and resentment when those who wish to belong are rejected or when those within a group feel threatened by those from without. For all the talk today of an interconnected, globalizing world where borders are “not just permeable, but . . . shot through with large holes,” most of us still expect our national borders—the borders of the state where we belong—to be impenetrable, except through the preapproved legal channels.

What determines the flow of labor and capital in this new global information economy? Who has the capacity to coordinate this new system, to create some measure of order? What happens to territoriality and sovereignty, two fundamental principles of the modern state? And who gains rights and who loses rights? Losing Control? examines the rise of private transnational legal codes and supranational institutions, such as the World Trade Organization and universal human rights covenants, and shows that though sovereignty remains an important feature of the international system, it is no longer confined to the nation-state. Other actors gain rights and a kind of sovereignty by setting some of the rules that used to be within the exclusive domain of states. Saskia Sassen tracks the emergence and the making of the transformations that mark our world today, among which is the partial denationalizing of national territory. Two arenas in particular stand out in the new spatial and economic order by their capacity to set their own rules: the global capital market and the series of codes and institutions that have mushroomed into an international human rights regime. As Sassen shows, these two quasi-legal realms now have the power and legitimacy to demand action and accountability from national governments, with the ironic twist that both depend upon the state to enforce their goals. From the economic policy shifts forced by the Mexico debt crisis to the recurring battles over immigration and refugees around the world, Losing Control? incisively analyzes the events that have radically altered the landscape of governance in an era of increasing globalization.

On November 15-16, 2015, leaders of the world's major advanced and emerging economies will meet in Antalya, Turkey for the G20 summit. In this special report, CIGI experts present their perspectives and policy analysis on the key priorities facing the G20 at Antalya. The Right Honourable Paul Martin states that the multilateral institutions created to make globalization work should be a G20 priority. Thomas A. Bernes asks whether G20 leaders and the institutions that support them can articulate a “policy upgrade” that brings more credibility than last year’s Brisbane Action Plan. Olaf Weber argues that the next step for the G20 should be the development of policies and guidelines that help to manage climate change and financial risk in a prudential way. Hongying Wang examines China's rare opportunity as it assumes the presidency of the G20 to push for collective new thinking on how to establish a less fragmented and more coherent global framework for investment governance that balances the interests of different stakeholders. Finally, Kevin Carmichael suggests that the G20 should elevate gender balance to the top of its agenda.
