Abstract:
El uso militar de la inteligencia artificial plantea numerosas cuestiones de orden jurídico y ético, destacando las referidas a la aplicación de normas internacionales. La complejidad de los sistemas autónomos de armas conlleva interrogantes sobre su adecuación al ordenamiento internacional, necesarios para determinar la responsabilidad por su desarrollo y empleo. Sin normas especiales que los regulen, el soporte normativo básico es el Derecho Internacional Humanitario y el Derecho Internacional de los Derechos Humanos, con problemas específicos que promueven una evolución normativa para regular estas máquinas. La responsabilidad por la vulneración de obligaciones internacionales constituye uno de los aspectos más complejos que rodean a los sistemas de inteligencia artificial. Los problemas se extienden principalmente a la atribución de la conducta, la necesidad de imponer el respeto de las normas a otros sujetos y actores, así como a la garantía de cumplimiento en el desarrollo o adquisición de estos sistemas.

Abstract:
Anti-corruption prevention is an important element in combating corruption crime. This prevention is a complex system, consisting of formal and legal rules and regulations, organizational procedures, rules of professional ethics for local government officials, and activities aimed at raising awareness of responsibility and corruption risks. Interesting solutions are “Codes of Ethics” and “Anti-corruption Policies” introduced in local government offices. It should be emphasized that anti-corruption prevention must be constantly adapted to the changing situation of corruption threats.

Abstract:
The application of artificial intelligence (AI) technology for military use is growing fast. As a result, autonomous weapon systems have been able to erode humans’ decision-making power. Once such weapons have been deployed, humans will not be able to change or abort their targets. Although autonomous weapons have a significant decision-making power, currently they are not able to make ethical choices. This article focuses on the ethical implications of AI integration in the military decision-making process and how the characteristics of AI systems with machine learning (ML) capabilities might interact with human decision-making protocols. The authors suggest that in the future, such machines might be able to make ethical decisions that resemble those made by humans. A detailed and precise classification of AI systems, based on strict technical, ethical, and cultural parameters would be critical to identify which weapon is suitable and the most ethical for a given mission.

4. Consolidating Gains: Lessons and Priorities for Promoting Fair and Ethical Recruitment

Moving to another country for work is far from a new phenomenon, but questions of how and under what conditions workers are recruited across international borders have attracted increased scrutiny in the last decade and a half. This attention has been spurred by the rising number of people on the move in search of employment and growing awareness of the risks involved, including the potential for exploitation, human trafficking, and forced labor. Considerable progress has been made in developing a consensus about what fair and ethical recruitment could and should look like. This has involved, among other things, defining recruitment fees and other related costs; pushing for the principle that employers, not workers, should bear the costs of recruitment; establishing guidance for different industries and stakeholders; and developing recommendations on how governments can better regulate recruitment. The next, formidable challenge will be building on this significant progress and more fully implementing recruitment standards so that more migrant workers benefit from them. This policy brief explores progress toward fair and ethical recruitment to date and priorities for future work by governments, employers, and recruiters. The brief results from a multiyear research partnership between MPI and the Swiss Agency for Development and Cooperation’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

Abstract:
This article focuses on the impact of Artificial Intelligence (AI) on democracy. It provides an overview of the various ways in which the AI technologies affect the democratic values and processes and the social and political behaviour of citizens. It notes that the use of AI, and its potential for abuse by some governments, as well as by big private corporations, poses a real threat to the institutions, processes, and norms of rights-based democracies. As governments worldwide mull over their AI strategies and policies that would protect citizens against AI-powered dangers, UNESCO announced a remarkable consensus agreement among 193 member states creating the first-ever global standard on the ethics of AI that could serve as a blueprint for national AI legislation and a global AI ethics benchmark.

Abstract:
Algorithmic Decision-Making (ADM) and Digital Technologies have created complex and multifaceted challenges for governments and the delivery of public services. Governments must operate simultaneously as the regulator and as a consumer, while maintaining public trust. The roll out of ADM systems has provided significant failures in public policy. For example, the Federal Government of Australia and the New South Wales State Government both deploying systems with significant flaws which led to serious outcomes for both welfare recipients and governments just in the last 10 years. Solutions to confront the failure of ADM systems can be addressed more effectively at a procurement and contract level as well as through the accountability and understanding within the public service. In order to ensure the fair use of digital technologies, governments must be willing to scrutinize their own purchase of technology, ideally through the lens of AI ethical frameworks, and address their own governance and procurement policies, thereby fulfilling their responsibility as service providers to citizens.

7. An Overview of Child Sexual Abuse Research Conducted in Low and Middle Income Countries Between 2011–2021

Abstract:
To strengthen our understanding of what kinds of child sexual abuse research is coming from low and middle income countries we conducted a brief scoping review of studies published over the past 10 years. One hundred and ninety four studies were included in this review based on a search of the MEDLINE (PubMed) database. The majority of articles were epidemiological studies (n=146) and the remaining articles included intervention studies, methodology and ethics work, and theory and frameworks articles. Most publications were based on research conducted in the SubSaharan Africa region (n=98) and the fewest publications were from the East Asia and Pacific region. The review revealed that there is no cohesive body of evidence and that there seems little connection between, for example, epidemiological research and intervention research. Further, very little of the epidemiological research focused on identifying the risk and protective factors for child sexual abuse including the drivers of perpetration and more analysis of the norms, systems, and social structures that impact and influence child sexual abuse. The review found several methodological gaps in the evidence base as studies utilized different definitions of child sexual abuse, a variety of measurements for child sexual abuse, and at times grounding in ethics was not clear. Few studies were intersectional (n=25). More priority-driven child sexual abuse research is needed from low and middle income countries with clear links to policy and practice. A clear, shared research agenda is needed to guide the field toward building a cohesive evidence base as well as capacity strengthening to address methodological and ethics issues of this research. This research should be intersectional in order to build a nuanced understanding of child sexual abuse across diverse and particularly marginalised or vulnerabilised groups. There is evidence on the mental health impact of child sexual abuse but few studies evaluated interventions that addressed these outcomes among survivors. Research that will improve our understanding of the drivers, risk factors, and protective factors for different forms of child sexual abuse – including perpetration of this violence – is needed to inform prevention intervention strategies.

8. Ethical Recruitment of Health Workers: Using Bilateral Cooperation to Fulfill the World Health Organization’s Global Code of Practice

Abstract:
In a bid to better manage the increasing migration of health workers, in 2010 the World Health Organization (WHO) adopted its Global Code of Practice on the International Recruitment of Health Personnel. The Code has been misinterpreted by many as banning all recruitment from the 57 countries it deemed to have a “critical shortage” of health workers. But that is neither what the WHO intended, nor what the Code says. Recruitment from these countries was always allowed, even encouraged, as long as it was conducted under a mutually beneficial government-to-government agreement. In this policy paper, we outline how the WHO defined a “critical shortage” of health workers, both for the original Code and for its newly published Health Workforce Support and Safeguards List. The paper then goes onto explore how countries of migrant destination and origin can (and should) design ethical and sustainable health worker migration partnerships that fulfil the requirements of the Code.

Abstract:
Ethics as a matter of political communication vexes the human experiment in politics since its inception. A proper and grounded sense of ethics in political communication is a necessary ongoing consideration in all expert analysis of political communication in order to avoid important excesses of politics ranging from injustice to genocide. The key antidote to achieving ethical rather than unethical conduct in political communication is a careful praxis of discursive complexity. As the 21st century intensifies its attachments to vehicles of communication rooted in artificial intelligence, we as expert practitioners must intensify our pedagogy and research toward the encouragement of human dissent. The potential mismanagement of public opinion could through technological savvy unleash nightmares comparable or suprassing the Third Reich in the 1940s.

Abstract:
Migration research poses particular ethical challenges because of legal precarity, the criminalization and politicization of migration, and power asymmetries. This paper analyzes these challenges in relation to the ethical principles of voluntary, informed consent; protection of personal information; and minimizing harm. It shows how migration researchers — including those outside of academia — have attempted to address these ethical issues in their work, including through the recent adoption of a Code of Ethics by the International Association for the Study of Forced Migration (IASFM). However, gaps remain, particularly in relation to the intersection of procedural and relational ethics; specific ethical considerations of big data and macrocomparative analyses; localized meanings of ethics; and oversight of researchers collecting information outside of institutional ethics boards.
