1. Distinguishing Among Climate Change-Related Risks

Abstract:
Understanding the diverse types of climate change-related risks is crucial for developing effective strategies to address the global climate crisis. A holistic yet disaggregated approach allows for a comprehensive view of the challenges while enabling targeted responses from various stakeholders. This document outlines three main categories of climate-related risks: planetary, economic, and financial, detailing their relevance to various stakeholders, timeframes, and potential response strategies. This short brief aims to disentangle the complex nature of risk discussions for productive discourse and appropriate risk management approaches for different stakeholders. In practice, discussions related to assessing and responding to climate change risk have conflated categories of risk, confusing discussions and undermining the effectiveness of related strategies. We hope this brief can bring clarity and rigor to analyses of risk and support constructive discussion among policymakers, financial institutions, social sector actors, and the public. We plan to follow this short briefing with a longer report including more detailed analysis, integrating feedback to these initial ideas.

Abstract:
This article explores how artificial intelligence (AI) is reshaping global productivity, labour markets and regulatory landscapes. It examines AI's potential to drive innovation, optimise processes and improve decision-making, while acknowledging associated risks such as job displacement, inequality and ethical concerns. The study highlights policy approaches such as the EU AI Act, emphasising a balanced, human-centred framework. It highlights the need for interdisciplinary collaboration to balance the transformative potential of AI with equitable and sustainable growth, and advocates for adaptive governance that fosters innovation while protecting fundamental rights.

3. The Role of Long Histories of “Lived Experience” in the COVID-Era Inflationary Surge

Abstract:
A rough consensus has evolved around the causes of the COVID-era inflationary spike: the disruption in supply chains; the shift in demand from services to goods; the surge in commodity prices that followed Russia’s invasion of Ukraine; and the pandemic fiscal stimulus programs. In this paper, we highlight an additional factor influencing the incidence of pandemic inflation across countries—their long histories of “lived experience” with inflation. We show that more than half of the variation in inflation across countries during the 2020–23 period can be explained by their earlier levels of inflation. Even controlling for inflation in the 2016–19 period, countries with higher inflation in the 2000–2015 period had higher COVID-era inflation, and the effect of long-lagged inflation is both economically and statistically significant. These long histories of lived experience dominated other policy measures to control inflation, including inflation targets and central bank independence. The influence of long-lagged inflation history appears to be greatest during periods of heightened volatility; it was less important in explaining the cross-country pattern of inflation during the more tranquil period immediately preceding the pandemic.

In recent years, accelerating geopolitical tensions, economic disruptions, and climate-related disasters have elevated resilience and economic security to the forefront of both global and European policy agendas. In response, strategies such as de-risking have driven substantial investments in redundancy, new trade corridors, and expanded infrastructure – including railway lines, highways, ports, electricity grids, pipelines, and undersea digital cables. This infrastructure forms the backbone of the global economy. It is not only crucial for maintaining competitiveness and supporting growth but also plays a central role in enabling the energy and digital transitions. As such, protecting these systems from hostile actions or third-party interference has become an urgent priority. At the same time, the long-standing trade-off between efficiency and security has grown more pronounced amid increasingly strained international relations. Both governments and private sector actors are now more willing to absorb higher costs in order to enhance the resilience of supply chains and connectivity networks. Against this backdrop, a new paradigm is emerging - one that raises two critical questions: Where will the balance ultimately settle between economic efficiency and security/resilience? And what investment priorities will shape the future of transport, energy, and digital connectivity infrastructure?

5. Greening Economies in Partner Countries: Priorities for International Cooperation

Abstract:
While polluting industries are still flourishing, the green economy is on the rise. In low- and middle-income countries, the resulting opportunities are mostly underexplored. The Federal Ministry for Economic Cooperation and Development (BMZ)’s new strategy for “Sustainable economic development, training and employment” shifts gears towards a green and inclusive structural transformation, recognising that only a just transition approach with credible co-benefits for societies can gain societal acceptance (BMZ, 2023). It is now essential to provide evidence of how a greener economy can offer direct economic benefits to national economies and the majority of their citizens. Ongoing cooperation portfolios need to be adjusted to this new and timely orientation in the BMZ’s core strategy. We suggest focusing on the following six areas: Eco-social fiscal reform should be a priority area in at least 15 of the over 40 partner countries with whom Germany cooperates on “sustainable economic development”, systematically linking revenues from pricing pollutions to pro-poor spending. Development policy should promote inclusive green finance (IGF) through market-shaping policies, such as an enabling regulatory framework for the development of digital IGF services and customer protection in digital payment services. It should also build policymakers’ capacity in developing IGF policies and regulation. Support in the area of sustainable, circular con-sumption should focus on eco-design, and repair and reuse systems. It should build systems design capa-cities and behavioural knowledge, to integrate con-sumers in low-carbon and circular industry-consumer systems. This will need new collaborations with actors shaping systems of consumption and production, for instance with supermarkets or the regulators of eco-design guidelines. Germany should strategically support national hydro-gen strategies, including a just transition approach and prioritising green over other “colours” of hydrogen. This means strengthening industrial policy think tanks, technology and market assessment agencies, technology-related policy advice as well as skills development, and exploring distributive mechanisms to spread the gains and ensure societal acceptance. Sustainable urbanisation should be a more explicit priority, given its potential for job creation and enterprise development. This means supporting partners in integrating land-use, construction and mobility planning for compact, mixed-use neighbourhoods, and anti-cipating green jobs potential and skills required within cities. Lastly, Germany should support green industrial policy and enlarge policy space in trade rules by promoting the core institutions of industrial policy, for example, technology foresight agencies, coordinating platforms for industry upgrading, and policy think tanks, and working towards reforms of the trading system, such as rules to allow clearly defined green industrial subsidies, preferential market access for green goods and services from low-income countries, or technology transfer. It is evident for all areas that the challenges in low- and middle-income countries will differ from those in high-income countries. It is, therefore, imperative that successful programmes are co-developed with local partners. A just green transition that harvests benefits beyond a healthier environment and is supported by societies will then be achievable.

Abstract:
THIS paper continues a series of articles on the neo-global world written by the author in recent years.1 It also examines problems stemming from attempts to simultaneously construct a new architecture of international relations and overcome the destabilizing legacy of the largely US-centric system of late globalization. The emerging multilevel dialectic in a number of regions, not always the most promising in terms of access to resources, forms “funnels of conflict” that lead to the destruction of the economic and sociopolitical systems previously formed there. The earlier proposed hypothesis about a “blank slate” in the space of international political and economic relations being necessary for the development of basic institutions and elements of the economic architecture of the new world is, unfortunately, confirmed. We are currently witnessing the simultaneous emergence of several potential spatial “blank slates” where differences between the world’s key powers are being resolved by military force, which could result in chains of small regional conflicts turning into a systemic crisis of the global political and economic architecture. Power factors of varying degrees of intensity (from hybrid wars to direct military confrontation of the world’s largest states) will play a decisive role in the development and management of this crisis. The need to resolve the crucial accumulated points of contention of the late-global world will be of paramount importance in the ongoing processes of not just transformations but global spatial transformations, as demonstrated by the political and military-political processes of 2020- 2022, which, for various reasons, including situational ones, have acquired an antagonistic nature in a number of cases.

Therefore, the question of where people will be able to live in safety and prosperity needs reconciling with these diametrically opposed trends: the continued use of fossil fuels, migration deterrence, and labor shortages. Anti-migrant rhetoric continues to gain momentum, particularly ahead of elections. This trend could be observed around the 2024 European elections when voters throughout the EU made migration a top priority in their decision-making. Similarly, in the United States, immigration on the southern border has become a deeply contested issue in the upcoming presidential election. “The migrant” has arguably become the scapegoat for economic and social problems in contemporary politics. The UK’s norm-defeating and dysfunctional asylum deal with Rwanda, now terminated, is just one example of how politics feeds such discriminatory narratives. While migration issues have received extensive media coverage and become increasingly politicized, a growing driver of migration has slipped down the list of political priorities: climate change.

When Yahya Jammeh seized power in The Gambia in 1994 in a bloodless coup d’état, the young army colonel’s promise to eliminate corruption seemed disin- genuous. At the time, few Gambians could have anticipated how corrupt and cruel his rule would be. His Excellency Sheikh Professor Al-haji Dr. Yahya A.J.J. Jammeh Babili Mansa, as he titled himself, brutalized his country for over two decades. In 2022, The Gambia’s Truth, Reconciliation, and Reparations Com- mission exposed the extent of his violence, revealing that he commanded a hit squad that crushed dissent through murder, torture, and rape. His claim that he could cure AIDS with herbs might have been dismissed as the delusions of an out-of-touch autocrat were it not for the loss of life this lie caused during the medical trials.1 When the United States placed economic sanctions on Jammeh in 2017, most Gambians had little sympathy for their former leader, and few denied he deserved punishment.2 By then, Jammeh had fled the country, but the United States sanctioned him anyway. Jammeh joined 12 other individuals—including an organ-trafficking surgeon from Pakistan, a Guatemalan Congressman who ordered the killing of a journalist, and a Ukrainian police commander who oversaw the shooting of peaceful protestors in Kyiv during the Revolution of Dignity three years prior—as the first designations under the Global Magnitsky Human Rights Accountability Act. “There is a steep price to pay for their mis- deeds,” said Secretary of the Treasury Steven Mnuchin at the time.3

The summer of 2024 has been extraordinarily hot. Climatologists say the average temperature may exceed median values for the entire history of observations. But it is already clear that the political barometer has reached its peak this year, which is certainly having a direct impact on international relations and the global economy as a whole. The past months following the triumphant conclusion of the 27th St. Petersburg International Economic Forum, which marked the beginning of the collapse of the neocolonial system of global economic relations, and subsequent significant events in international affairs have confirmed Russia’s clear course toward financial sovereignty. For more than a decade now, that course has been pursued by the West, which has become unfriendly in a fairly short historical period. Yet in previous periods of our country’s history – the building of socialism, communism, advanced socialism, perestroika, and finally liberalism – the West actively used at an affordable price our fuel and raw material resources, which formed the basis of the Western economy and consumer society. The scientific achievements of our scholars also contributed to common global progress, as evidenced by the numerous Nobel Prizes they were awarded. So why, after three decades of euphoria based on the development of the market economy and the liberalization of everything, both necessary and unnecessary, has Russia once again been fenced off by NATO’s walls and subjected to economic sanctions, which essentially amount to an economic blockade? This happened before, during the early days of the young Soviet Republic, but the blockade lasted less than a hundred days – from October 1919 to January 1920 – because the level of understanding of global economic ties that formed the basis of politics and diplomacy among the old Western leaders was far higher than it is among today’s leaders, who seem more inclined to discuss issues concerning minority orientations than to concern themselves with the well-being and pressing needs of the majority.
