1. Planned Relocation of Climate-Vulnerable Communities: Preparing Multilateral Development Banks

Abstract:
Planned relocation of highly climate-vulnerable communities is becoming increasingly necessary as climate shocks become more frequent and intense. It is also becoming more feasible as modelling of future scenarios improves and adaptation limits become clearer. Despite this, many governments are underprepared for planning and implementing planned relocation projects. In the absence of an intergovernmentally agreed framework or set of principles on planned relocation, development finance, and specifically climate finance, is not well positioned to respond to this emerging demand from countries. This is heightened by a widespread absence of coherent domestic policies, and by institutional gaps in international assistance. Multilateral development banks, in particular, could be well-placed to fill this gap. They have extensive experience in undertaking relocation projects, including in contexts of climate adaptation. Multilateral development banks will increasingly field borrower country demand for both technical and financial assistance. They are, however, not yet prepared to meet this demand, nor are countries adequately equipped to make applications for support. This paper outlines emerging public policy regarding planned relocation, draws from existing standards on development-forced displacement and resettlement, and explores entry points for development financiers in providing technical assistance and finance. The paper proposes recommendations to multilateral development banks and the global climate funds on engaging in this emerging area.

Abstract:
Once synonymous with food security, resilience has undergone a quiet revolution over the last decade, shifting from a sector silo to an emerging paradigm of engagement for donors and multilateral institutions. This paper traces the evolution and importance of this emerging resilience paradigm and the simultaneous rise of people-centered approaches to justice (PCJ). It argues that PCJ is a vital but missing element of the new resilience paradigm and key to its success. The paper proposes a conceptual framework for a PCJ approach to resilience and offers a few illustrative examples of how the framework might be applied to fragile contexts and beyond. The examples used are not prescriptive, but rather intend to offer grounding to what is otherwise a largely conceptual framework. The application of the framework will require additional resources, on-the-ground research, and comprehensive analysis. Ultimately, the paper argues that humanitarians, peacebuilders, resilience experts, and justice actors must work together to tip the scales of justice in favor of people’s resilience in fragile contexts.

3. Beyond Access: Refugees’ Rights and Justice at Work

Work plays a central role in the lives of refugees. When work is just, it offers economic power, personal agency, and often a sense of meaning, purpose, or even identity. The Sustainable Development Goals (SDGs) recognize the importance of justice in relation to work. Goals 8 (decent work and inclusive economic growth) and 10 (reduced inequality) are only possible when work is just. Too often today, however, refugees have access to work only in conditions of grave injustice. Wage theft, sexual assault, and other workplace violations are common. Restrictions on refugees’ access to authorized work push them into informal, unregulated employment where justice is inaccessible. These problems show us that, to achieve SDGs 8 and 10 for refugees, we must also achieve SDG16.3: Promote the rule of law at the national and international levels and ensure equal access to justice for all. This paper aims to lay a common foundation for solutions to the justice problems refugees face in the labor market and also supports the thesis that ensuring access to justice in the workplace for refugees can facilitate mutual gains, uphold human rights, and support the achievement of the Sustainable Development Agenda.

Most climate-related displacement occurs within a country’s territory, but when people cross borders, it poses particular challenges. Policymakers in destination countries face the task of simultaneously managing borders and addressing arriving migrants’ emergency assistance and protection needs. Yet, the migration and refugee policy tools available are rarely, if ever, designed with climate displacement in mind. There is no consensus, for example, on what status climate-displaced people should receive, what rights and benefits they are entitled to, and how states should respond if climate change has rendered their homes uninhabitable. And unless policymakers proactively manage climate displacement, these movements can further weaken already fragile migration management and asylum systems. This issue brief explores what role the international protection system can and should play in responses to cross-border climate displacement and highlights steps policymakers could take to diversify the policy toolkit beyond the protection realm.

Drawing on a global and comparative ethnography, Professor Heba Gowayed (https://www.hebagowayed.com/) explores how Syrian men and women seeking refuge in a moment of unprecedented global displacement are received by countries of resettlement and asylum—the U.S., Canada, and Germany. It shows that human capital, typically examined as the skills immigrants bring with them that shape their potential, is actually created, transformed, or destroyed by receiving states’ incorporation policies. Since these policies derive from historically informed and unequal approaches to social welfare, refugees’ experiences raise a mirror to how states (re)produce inequality.

6. Food Wars: Conflict, Hunger, and Globalization, 2023

Abstract:
Most wars of the late 20th and early 21st centuries have been “food wars”: food and hunger were used as weapons, food and food-related water and energy infrastructure were damaged intentionally or incidentally, and food insecurity persisted as a legacy of conflict destructiveness. Frequently, food insecurity, in turn, is a trigger or underlying cause of conflict. This paper analyzes 54 active conflict, refugee-hosting, and conflict legacy countries with populations in 2023 facing “crisis-level” acute food insecurity, i.e., at Integrated Food Security Phase Classification (IPC) 3 or higher. In total, nearly 278 million people in these countries faced crisis-level hunger in 2023, accounting for 99% of the global population at IPC 3+ (281.6 million people). Analysis indicates that war-displacement-hunger crises occur in countries that continue to rely heavily on primary product exports. Paradoxically, peacebuilding efforts have often assumed that economic liberalization offers the best or only pathway to sustainable peace. Yet struggle for control over fungible primary commodities can fund more violence, increased inequality, continued instability, and the risk of renewed conflict. Agricultural export commodities are important sources of revenue for smallholder farmers and governments in conflict-affected, food-insecure countries. The conflict implications of export- and food-crop value chains are therefore crucial for future food-wars policy discussions and actions. Some efforts seek to link export crops to efforts to achieve peace, sustainable livelihoods, and environmental restoration. Other proposed solutions focus on adopting more holistic national development strategies, including food-systems approaches that protect and promote the right to food and livelihood security, as well as policy approaches and frameworks that might more effectively consider conflict, globalization, and climate change in food and nutrition policy.

Abstract:
Climate-related loss and damage is escalating, with many countries experiencing new forms of climate impact, of increasing intensity. The focus until now has been on calculating the economic repercussions of climate risk. Its wider impacts and resulting hidden costs of climate change — such as loss of cultural heritage — are less understood and harder to quantify. This knowledge gap on non-economic loss and damage, which is largely due to limited coordination around research and sparse evidence originating from the global South, urgently needs addressing. This briefing proposes a comprehensive approach for building the evidence base on non-economic loss and damage, particularly the creation of a Loss and Damage Research Observatory. This online platform will lay the foundations for a collaborative South–South–North community of practitioners, ultimately leading to informed policy on this critical area of climate action.

Abstract:
In March 2022, the Center for Migration Studies of New York (CMS) released a request for papers (RFP) for a special issue of its Journal on Migration and Human Security (JMHS), devoted to identifying solutions to situations of protracted displacement. The co-editors selected 10 papers for this special issue by authors from a dozen countries, including two refugees. The papers cover several large populations in protracted displacement, as well as other less-publicized groups. The former include: • Rohingya refugees in Cox’s Bazar, Bangladesh; • Internally displaced persons (IDPs) living on the outskirts of Baku, Azerbaijan; • Afghans in Pakistan since the 1970s; • Syrians in Turkey since 2011; • Syrian, Iraqi, Yemeni, Sudanese, Somali, and Iranian refugees in Turkey, Jordan, and Lebanon; • IDPs and Venezuelan migrants in Colombia; • Somali refugees in Ethiopia and Kenya; • Central Americans seeking protection in Mexico and the United States; and • IDPs in Northern Mexico who have been displaced and stranded due to violence, deportation, and US and Mexican asylum policies. This paper introduces and integrates the themes and recommendations from this special issue. Section 1 provides a short overview of the scope, growth, and consequences of protracted displacement. Section 2 situates this phenomenon in a legal context and examines traditional and complementary solutions to displacement. Section 3 outlines topline findings, recommendations, and cross-cutting themes from the special issue. Section 4 offers conclusions and final reflections.
