21. The short road from the COVID-19 pandemic to the information warfare pandemic

Abstract:
We have reached the level where we are already talking about an “infodemia” related to COVID-19. Not only the virus is spreading around the world, but also an increasing amount of information, real information warfare. The COVID-19 pandemic and the medical crisis that came with it are an opportunity for the world's major players already waging a wider information warfare, a campaign to show how well they manage the situation in their own states, and how they help globally. From here come the great failures, the great defeats and losses of those who tried to fish in troubled waters and to capitalize politically and as an image a crisis where there is extreme pain, many sick and where no one swallows this type of behavior, under any circumstances. In this respect, the present study represents a systemic and multidisciplinary research of the COVID-19 pandemic at different levels such as the political, economic, psychosocial, medical and information warfare one. Eventually, this research came up with an integrated strategic communication proposal which raises the attention regarding a more judicious involvement of the competent institutions of each EU country in the “information warfare” and, implicitly, in the related public communication.

Abstract:
COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. Finally, Nikita Malik discusses the overlaps between pandemic preparedness and countering terrorism from a U.K. perspective.

Abstract:
The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

Abstract:
Arange of actors are manipulating the information environment to exploit the COVID-19 crisis for strategic gain. ASPI’s International Cyber Policy Centre is tracking many of these state and non-state actors online, and will occasionally publish investigative, data-driven reporting that will focus on the use of disinformation, propaganda, extremist narratives and conspiracy theories by these actors. The bulk of ASPI’s data analysis uses our in-house Influence Tracker tool - a machine learning and data analytics capability that draws out insights from multi-language social media datasets. This new tool can ingest data in multiple languages and auto-translate, producing insights on topics, sentiment, shared content, influential accounts, metrics of impact and posting patterns.

Abstract:
Social media have been battered in recent years by growing concerns about disinformation, privacy breaches, and the spread of harmful speech. This article itemizes the problems surrounding social media and political authority in the form of “three painful truths”—so termed because, although there is an emerging consensus around these points, many people are reluctant to squarely acknowledge the depth of the problems and the fundamental changes that would be required to mitigate them. The first painful truth is that the social-media business is built around personal-data surveillance, with products ultimately designed to spy on us in order to push advertising in our direction. The second painful truth is that we have consented to this, but not entirely wittingly: Social media are designed as addiction machines, expressly programmed to draw upon our emotions. The third painful truth is that the attention-grabbing algorithms underlying social media also propel authoritarian practices that aim to sow confusion, ignorance, prejudice, and chaos, thereby facilitating manipulation and undermining accountability. Moreover, the fine-grained surveillance that companies perform for economic reasons is a valuable proxy for authoritarian control.

26. It’s Not Just Facebook: Countering Russia’s Social Media Offensive

Abstract:
Russian influence operations exploit the vulnerabilities of social media platforms to disseminate false narratives and amplify divisive content in order to undermine democracies, divide societies, and weaken Western alliances. In conducting these operations, the Kremlin employs a variety of tools across the social media space, including fake accounts/personas, political advertisements, bot networks, and traditional propaganda outlets. Additionally, Russian influence operations utilize a range of social media platforms, each with a different role, to distract public discussion, foment social unrest, and muddle the truth. In order to successfully counter the Kremlin’s online offensive, Western policymakers will need to understand and address Moscow’s use of the social media ecosystem as a whole. Further, politicians will need to partner with the private sector and civil society organizations to help construct effective, sustainable, and forward-looking responses to Russian influence efforts. Facebook CEO Mark Zuckerberg testified on Capitol Hill this week following the recent exposure of his company’s failures to protect up to 87 million Facebook users’ data. Facebook has been at the center of a whirlwind of revelations regarding the Kremlin’s manipulation of social media since the site first announced that it had shut-down several hundred Kremlin-linked accounts in September 2017. Facebook announced last week that it deleted an additional 135 Facebook and Instagram accounts, as well as 138 pages, linked to Kremlin influence efforts. We have also learned that Russian trolls used the social media site to create events that reached over 300,000 Americans. The House Intelligence Committee last fall revealed a slew of Kremlin-linked political ads that were published on Facebook in an attempt to exacerbate divisions in American society. Investigations into the Russian cooptation of Facebook and Twitter have unveiled a network of social media influence efforts operating at the Kremlin’s behest. These efforts utilize a range of social media platforms to dispense Kremlin narratives and sow division and discord abroad. As important as Facebook is in the information space, it is just one of many platforms actively being exploited by Russian information operations. As Putin seeks to project influence and weaken institutions abroad, Moscow makes use of a wide range of tools including disinformation, cyber-attacks, illicit finance, support for fringe political groups, and the weaponization of energy. Putin’s foreign policy efforts are often characterized by decentralized ad-hocracy, encouraging Kremlin-affiliated actors to apply tools if and when they are applicable to pursue the state’s larger strategic goals. The flexibility and synthesis of these operations allows the Kremlin to seize on opportunities and adapt to local contexts in order to maximize the impact of its efforts. Russia uses similar tactics in its social media campaigns, deploying simultaneous operations across a range of platforms in order to multiply effects and undermine Western efforts to counter and defend against this activity. As Clint Watts describes, “Within the Kremlin’s playbook, each social media platform serves a function, a role in an interlocking social media ecosystem where Russia infiltrates, engages, influences and manipulates targeted American audiences.” As new platforms and technologies emerge, the Kremlin will seek to coopt and integrate them into this network of online influence.
