The negotiations in the recently concluded COP24 in Katowice produced a critical rulebook for the 2015 Paris Agreement. Equally important is the Silesia Declaration signed during the conference. It exhorted relevant stakeholders to ensure a just transition for segments of populations affected by climate agenda.

Abstract:
Cities in developing countries are growing massively and at a pace that would not have been thought possible a few decades ago. Accommodating the new, largely poor, urban dwellers may be one of the greatest challenges of human history. A data revolution could support new ways of addressing this challenge. But United Nations agencies are so far just thinking about using data to track progress. In 2015, the United Nations adopted an ambitious new agenda for global development, and its proponents called for a data revolution to help achieve its 17 Sustainable Development Goals (SDGs). The challenge of rapid urbanization is a priority in the SDGs, as it is in the companion New Urban Agenda adopted by the United Nations’ Habitat III conference in late 2016. But to achieve the aims of these agendas, we need to use data in ways that will make change happen, not just track it. We need to get the data, tools, and training to the programs, people, and community leaders responsible for achieving the new goals. They are the ones whose work will decide whether the world’s urban future will be a story of inclusion and prosperity or a tragedy (over a billion people living in abject poverty in urban slums with scant water supply, sanitation, or other services—and highly at risk of environmental disaster).

Abstract:
The main objective of this article is to expose the debate around the relationship between military spending and economic development, as well as between defense industry and technological development. With this in mind, we have explored literature from the classical school of economics through to Marxist, Skeletal, Schumpeterian and Neoclassical writers. We argue in this paper that the strengthening of the defense industry, through a robust and focused industrial policy, is a viable strategy for the endogenization of critical technologies central to the domain of the paradigm of development of the digitization. This strategy demands the construction of a robust industrial policy focused on the development and strengthening of the national defense industry. Therefore, it is necessary to advance the research agenda of institutional arrangements and governance focused on this sector.

Abstract:
Conflicts are intrinsic to social systems and constitute an irreducible part of their development. This article analyzes the conflict between states and its effects on the evolutionary dynamics of the international political system. We discuss the ontology of each object of analysis and the causal mechanisms that connect their respective evolving trajectories. Then, the analytical model is evaluated regarding to the processes of formation of the Qin Empire in China and the construction of Nation-States in Europe. The working hypothesis is that the interactions among the strategies chosen by the agents to cope with the structural constrains and competition conditions they encounter cause changes in the international political systems, as well as on the actors themselves.

Abstract:
Despite radical changes and transformations at global scale in the past decades, security and development have retained their critical positions in global political agenda with their theoretical and practical dimensions. Over time, two areas have also undergone significant changes and transformations and converged to each other, especially after the emergence of human security and human development. The aim of this study is to broadly describe and discuss how “human” has become the common denominator of security and development and in what ways two areas have been conceptualized under security-development nexus. In this regard, common characteristics of security and development, paradigm shifts in both areas, their convergence process, different ways as to how security-development relationship has been conceptualized, and critiques towards such attempts will be discussed.

347. Do Age-of-Marriage Laws Work? Evidence from a Large Sample of Developing Countries

Abstract:
Child marriage is associated with bad outcomes for women and girls. Although many countries have raised the legal age of marriage to deter this practice, the incidence of early marriage remains stubbornly high. We develop a simple model to explain how enforcing minimum age-of-marriage laws creates differences in the share of women getting married at the legal cut-off. We formally test for these discontinuities using multiple rounds of the Demographic and Health Surveys (DHS) in over 60 countries by applying statistical tests derived from the regression discontinuity literature. By this measure, most countries are not enforcing the laws on their books and enforcement is not getting better over time. Separately, we demonstrate that various measures of age-of-marriage discontinuities are systematically related to with existing, widely-accepted measures of rule-of-law and government effectiveness. A key contribution is therefore a simple, tractable way to monitor legal enforcement using survey data. We conclude by arguing that better laws must be accompanied by better enforcement and monitoring in to delay marriage and protect the rights of women and girls.

Abstract:
The year of 2015 was an important milestone in terms of new progresses in development and climate change areas. Adopted Sustainable Development Goals (SDGs) and the Paris Agreement for climate change were two successful issues because of country-driven and comprehensive processes. SDGs which replaced to Millennium Development Goals (MDGs), includes 17 goals and 169 targets. The Paris Agreement aims to reduce greenhouse gas emissions. There are significant direct and indirect interconnections between SDGs and the Paris Agreement. Due to negotiations of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) and SDGs continued in different platforms, both the Agreement and SDGs could not sufficiently provide input for each other. There is still room to ensure alignment between these two processes and outcomes while implementation, monitoring and reporting of the Paris Agreement and SDGs. In this paper, the key elements of the Paris Agreement, namely, adaptation, mitigation, finance, capacity building, technology transfer, cooperation and partnerships are determined, then these elements are tracked under the SDGs in order to analyze the connections and missing parts between SDGs and Paris Agreement. The findings present that the direct linkages between SDGs and Paris Agreement were not strong but, there are substantial and implicit interconnections among the Agreement and SDGs. 349. The Developmental State in the 21st Century: Calling for a New Social Contract

Abstract:
The ‘developmental state’ is a highly debated notion in development literature, having evolved from the extraordinary experience of late industrialising countries in East Asia. In this Discussion Paper we join a growing number of scholars to argue that changing global conditions call for a revitalisation of the debate on the role of the state in social and economic transformation in the 21st century. We focus on three main global challenges for economic development in the 21st century: climate change and environmental degradation; increased digitalisation (the increasingly ‘bit-driven’ economy); and changed policy space for individual states as a result of globalisation. These evolve simultaneously and reinforce each other. We argue that the global context calls for a change in the social contract that underpins structural economic transformation, by placing a stronger emphasis on cultivating inclusive state-society relations oriented towards promoting economic growth within planetary boundaries. Such emphasis is, in our view, currently under-represented in the emerging literature on a developmental state in the 21st century. For this reason, we consider it relevant not only to elaborate on the historical conditions that shaped the role of the state in industrial policy in late industrialising countries, but also on current challenges that call for a changing perspective on the role of the state in emerging and developing countries.

350. Risks of Maladaptation: Climate Insurance in Agriculture

Abstract:
Weather risk is an issue of extraordinary concern in the face of climate change, not least for rural agricultural households in developing countries. Governments and international donors currently promote ‘climate insurance’, financial mechanisms that make payouts following extreme weather events. Technologically innovative insurance programmes are heralded as promising strategies for decreasing poverty and improving resilience in countries that are heavily dependent on smallholder agriculture. New subsidies will amount to hundreds of millions of dollars, yet funders and advocates have thus far neglected the social and ecological ramifications of these policies. Reviews have focused largely on near-term economic effects and practical challenges. This briefing draws on an initial inventory of potential adverse effects of insurance programmes on local agricultural systems that we have recently assembled. Our review shows that farmers with insurance may alter their land-use strategies or their involvement in social networks previously used to mitigate climate risk. Both processes constitute crucial feedbacks on the environmental and the social systems respectively.
