Abstract:
Recommendations stemming from different meeting spaces have different potentials for being transformed into inclusive decisions. The involvement practices vary across the different spaces, which in turn affect the interaction between governments and non-state actors. The creation of institutional mechanisms and programs that promote non-state actors’ attendance were effective for increasing participation. Non-state actors must be strategic in identifying spaces and developing skills to be more included.

Abstract:
Effective behaviour change strategies can play a vital role in combating poverty, injustice and environmental degradation. They can help prevent violence against women and girls; enable better health, hygiene and environmental behaviours; motivate and empower people to participate in campaigns or to become change makers; or influence people to make more equitable, ethical or sustainable purchasing and investment decisions. There is growing understanding among civil society organizations, governments and others about how to enable behaviour change, but many interventions still rely too much on information provision and awareness raising. This discussion paper draws on learning from theory and practice to provide practitioners with an understanding of the range of influences that shape different behaviours at individual, group, societal and system levels. It suggests a menu of possible interventions to address them, and highlights the need for resources and skill-building. It will be relevant for practitioners involved in programming, humanitarian, influencing and campaigning work, as well as for government officials and donors.

Abstract:
Climate finance efforts by developed countries are at a critical juncture. There are only two years before the deadline by which developed countries have committed to jointly mobilize $100bn per year to support climate action in developing countries. This $100bn commitment has a pivotal role to play in supporting developing countries to reduce their emissions and adapt to the impacts of climate change. This year will also see governments at the 24th Conference of Parties (COP24) in Katowice agree new rules to govern how climate finance is accounted under the Paris Agreement – rules that will shape the quality and transparency of climate finance provision for many years to come. This briefing paper offers an assessment of progress towards the $100bn goal. The second in a series, it looks at the latest donor figures for 2015-16, with a strong focus on public finance. It considers how close we are to the $100bn goal; where the money is coming from; where it is going; what it is being spent on; and how donors are counting the money they report.

Abstract:
Decent work for all is a shared global concern. It is enshrined in Sustainable Development Goal 8, ‘to achieve full and productive employment, and decent work, for all women and men by 2030’. Countless initiatives by companies, governments, CSOs and global aid agencies are dedicated to making this happen. These efforts are labelled as ‘decent work’, ‘inclusive businesses’, ‘responsible sourcing’ or ‘economic empowerment’. They share a concern for raising the standards of working conditions – globally, nationally, and across sectors. SenseMaker is a research method that analyses the experiences of large numbers of people to help understand their perspectives on a specific issue or question. This paper shows what is possible when using SenseMaker to capture and understand workers’ perspectives. It aims to inspire anyone working in the private sector, within civil society organizations and government agencies responsible for strengthening decent work, inclusive business and responsible sourcing.

Abstract:
This discussion paper connects the sustaining peace agenda and conflict prevention with the police component in United Nations (UN) peace operations. UN Police (UNPOL) play a critical role in conflict prevention through: (a) direct operational actions aimed at mediating disputes, defusing tensions and deterring violence; (b) structural prevention linked to mentoring, training and advising host state police, and the development of more effective, accountable and legitimate law enforcement institutions; and (c) systemic prevention through support for international norms and mechanisms to combat transnational organized crime, illicit arms flows and human trafficking. UNPOL’s role in conflict prevention can be further developed by a stronger focus on relationships with host state counterparts and civil society; more qualitative assessments on drivers of conflict and the inclusion of such assessments in early warning systems as well as UN reporting; and greater integration of UNPOL contributions to UN conflict prevention efforts.

Abstract:
The need for systematic data collection on anti-vehicle mine (AVM) incidents was first recognised during joint research by the GICHD and SIPRI for a study on the humanitarian and developmental impact of anti-vehicle mines published in October 2014. As a response, both organizations have been collecting global data on AVM incidents since 2015 with a view to improving evidence on and identifying trends in AVM impact. Data is available on interactive and regularly updated online maps. This report presents and analyses AVM incident data from 2017. The GICHD and SIPRI recorded 169 incidents in 2017 that were related or suspected to be related to AVMs in 24 states and territories.

Abstract:
Over the next decade, cities in developing markets will drive global economic expansion. McKinsey predicts that 440 cities in emerging markets will generate half of all growth through 2025. To realize the potential of urbanization, developing cities need to become denser, easier to navigate, and more adept at using data to deliver public services. Inefficient public transit has posed a significant challenge to urban areas around the world. 1.2 billion trips are made using public transit every day, but the share of trips via public transit has declined in developing cities from 35.5 percent in 1995 to 23.7 percent in 2012.

Abstract:
As the global refugee crisis persists, refugees continue to leave war-ravaged countries and increase the strain on the world’s philanthropic sector. Conflicts and instability have expelled more than 68 million men, women, and children from their homes. With widening funding gaps and no resolution in sight, the international humanitarian system must tap into new sources of funding, resources, and expertise to care for the expanding population of displaced people. The private sector can, and should, help address this crisis. By partnering with humanitarian organizations, for-profit companies offer a unique perspective and wealth of resources to help refugees. These socially responsible partnerships, which we've documented and cataloged, engage the private sector in humanitarian efforts by giving them the opportunity to generate gains for their business while also producing value for refugees by joining with mission-driven non-profits. These partnerships are more likely to provide meaningful and ongoing help to refugees if they are profitable for businesses.

Abstract:
The 2030 Agenda for Sustainable Development is more than a set of goals and targets: it is a comprehensive “plan of action” that countries are translating into relevant policies. While this plan recognizes a need for different national paths towards the Sustainable Development Goals (SDGs), it also provides guidance for policymaking, establishing means of implementation and follow-up and review mechanisms that are indivisible from the SDGs. Moreover, analyzing the 2030 Agenda as a framework for policymaking reveals general principles that are both explicit and implicit in the UN’s Transforming Our World document. After examining previous relevant UN and OECD frameworks; official 2030 Agenda documents; current international literature on the SDGs, and consulting key 2030 Agenda stakeholders in Peru, this paper identifies eight general principles for sustainable development policymaking in 2030 Agenda implementation that are relevant to all SDGs and sectors, and suggests areas for further research.
