21. Is the workforce ready for the jobs of the future? Data-informed skills and training foresight

Abstract:
For many newly emerging jobs, labour-market mismatches prevail as workers and firms are unable to apply precise occupation taxonomies and training lags behind workforce needs. We report on how data can enable useful foresight about skill requirements and training needs, even when that data has not been collected for this express purpose. First, we show how online generated freelance data can help monitor labour-market developments in the short run. Second, in the long run, we illustrate how data can shed light on development of workplace-ready aptitudes among students, even when these are not the direct focus of instruction. This combination of data-intensive activities can inform the immediate and long-term needs for education and training in order to help individuals develop the ability to learn, train and retrain as often and as much as needed.

Abstract:
Data abundance, digital connectivity, and ubiquitous technology now enable near complete coverage of human lives across the planet, often in real-time. The Covid-19 pandemic, by forcing more interactions online and greater social reliance on technology, has significantly added to the global pool of data. Advances in the scale, application, and commercial uses of data significantly outpace regulation of the big data landscape. Technical and analytical capabilities that are essential for the functioning of societies are increasingly concentrated in the hands of a small number of commercial entities. The implications of big data for surveillance, real or potential interference, and kinetic war are underappreciated in policy and public discussions. Identifying and protecting the uses of critical data should be a national security priority for government on par with safeguarding critical digital infrastructure.

Abstract:
In a world where data means power, vast amounts of data are collected every day by both private companies and government agencies, which then use this data to fuel complex systems for automated decision-making now broadly described as “Artificial Intelligence.” Activities managed with these AI systems range from policing to military, to access to public services and resources such as benefits, education, and employment. The expected benefits from having national talent, capacity, and capabilities to develop and deploy these systems also drive a lot of national governments to prioritize AI and digital policies. A crucial question for policymakers is how to reap the benefits while reducing the negative impacts of these sociotechnical systems on society.

Such systems are increasingly assigned the tasks of collecting and analysing personal data. The areas successfully using AI include transport, medicine, trade, marketing, and others. The number of these areas increases proportionally with the advancement of technology. We can process vast amounts of data and analyse it using IA. 25. Procurement Data and Safeguards: Looking Historically and to the Future

Abstract:
Because nuclear programs depend on procurements, understanding such procurements has become an important aspect of safeguards today. This paper looks back at the development of this approach and draws out lessons for tomorrow. Past cases, recounted using open source data and Institute archives, are drawn from, among others, Iraq Action Team investigations, Iran inspections during 2003-2006, the Khan Network investigations, and the Joint Comprehensive Plan of Action. These cases illustrate important lessons about collecting and including procurement data more explicitly in state declarations and meeting inspection and monitoring goals. The cases also demonstrate the value of procurement data in facilitating the detection of irregularities in a nuclear declaration or verifying the correctness and completeness of a state’s nuclear declaration. These experiences and historical cases yield additional insights and lessons into ways to increase the usefulness of procurement data in future safeguards practices and methodologies.

The complex crises in our world—from rising instability linked to pandemic effects and climate change, to ongoing challenges of civil war, urban violence, violent extremism—require complex analysis and insights. Emerging technologies, data, and data science methods have been recognized as potential tools to help tackle some of these “wicked” problems across the humanitarian-development-peace nexus. Artificial intelligence (AI) and machine learning (ML) potentially open a range of new opportunities for early warning and humanitarian preparedness, assessment and monitoring, service delivery, and operational and organizational efficiency. Advanced data analysis is the core of these efforts, and its success often depends on timely access, as well as the right quality and quantity of data.

When countries depend too heavily on extractive industries (extraction of nonrenewable natural resources) it can pose problems for their economies. These include: The volatility of natural resource commodity prices, which can cause shocks that are difficult for the country to manage The exhaustibility of natural resources and the challenges of replacing them as a source of income when they run out The political economy of governments relying on natural resources, which seems to make governments less effective (e.g., if they rely on resource wealth to fund themselves rather than developing other sectors of the economy) To address resource dependency, we need to be able to measure it. With this in mind, NRGI has produced a new dataset that builds on existing literature to provide a broad range of indicators of dependency on the extractive industries. This dataset is primarily for internal use by NRGI colleagues, but is also freely available to interested researchers. The aim of this dataset is to support a more multidimensional approach to understanding resource dependency, its causes and consequences. The related briefing explains the rationale behind the dataset and its various indicators, and some includes some initial insights based on analysis of the data.

Abstract:
Spontaneous, open-ended survey responses can sometimes better reveal what is actually on people’s minds than small sets of forced-choice, closed questions. Our analysis of closed questions and trade-related open-ended responses to 2016 ANES “likes” and “dislikes” prompts indicate that Americans held considerably more complex, more ambivalent, and – in many cases – more negative views of international trade than has been apparent in studies that focus only on closed-ended responses. This paper suggests that contrast between open- and closed-question data may help explain why the effectiveness of Donald Trump’s appeals to trade resentments surprised many observers.

Abstract:
We look at available sources to ask (i) Where is data available on employment and wages allowing for comparisons between women and men, and the public and private sectors? (ii) How do women’s employment, compensation, and seniority compare with men’s in the public and private sectors? (iii) How do gender gaps vary by countries’ income level, education levels, and other factors? What are the policy implications of the data we analyze? (iv) Which countries’ efforts can be modeled by others, and how else can global gender gaps in employment and compensation be narrowed? We suggest the Open Government Partnership as a promising platform through which governments can commit to increased transparency around disaggregated employment and wage data, in turn improving policy decision-making aimed at closing gender gaps (or those rooted in other forms of inequality and discrimination).
