41. Taking Control: Pathways to Drug Policies That Work

Abstract:
The Commission’s 2014 report broke ground by advancing and globalizing the debate over drug control measures and its alternatives. Anticipating the 2016 United Nations General Assembly Special Session on drugs (UNGASS), the report provides clear-cut pathways for Member States. The five recommendations for more effective drug policies include: putting health and community safety first; ensuring equitable access to controlled medicines; ending the criminalization of people who use or possess drugs; promoting alternatives to incarceration for low-level participants in illicit drug markets, including cultivators; and encouraging policy innovations such as legally regulated markets, beginning with, but not limited to cannabis, coca leaf and certain other psychoactive substances. Never had so many former world leaders spoken out in support of legal, regulation of currently illicit drugs.

42. Risky Business: The Global Threat Network and the Politics of Contraband

Abstract:
The report makes four main points that run counter to previous conceptions of crime-terror connectivity and the global illicit network. 1) Rather than operating in numerous smaller networks, the criminals and terrorists in our study are largely subsumed (98%) in a single network of 2,700 individuals with 15,000 relationships. Connectivity among actors within the illicit marketplace is relatively high. This should not be construed to say that the network is a cohesive organizational entity. Rather, the phenomenon observed and documented here is a self-organizing complex system built through social connections from the bottom up. 2) By most measures of connectivity, terrorists are more central than almost all other types of criminals, second only to narcotics smugglers. The transnational nature of some terrorist actors allows them to link disparate criminal groups. Importantly our study does not provide evidence that terrorists are shunned by criminal actors because of their ideological motivations. 3) The conventional wisdom that explains crime-terror connectivity as a product of failed or economically poor states is challenged here. Generally speaking, connectivity between terrorists and criminals is highest in resource-rich countries that have little incentive to support substate actors (comparative advantage theory) and resource-poor countries that are incentivized to support criminal or terrorist groups (augment state capabilities theory). 4) Despite the interest surrounding big data and data science, the results of data acquisition and utilization often falls short of their potential. A growing number of data sources and tools offer an opportunity to conduct analyses addressing global challenges like the crime-terror “nexus.” Advancing this agenda requires asking questions in unique ways and pursuing creative approaches and partnerships to aggregating and analyzing data.

43. Home Computers and Educational Outcomes: Evidence from the NLSY97 and CPS

Abstract:
Although computers are universal in the classroom, nearly twenty million children in the United States do not have computers in their homes. Surprisingly, only a few previous studies explore the role of home computers in the educational process. Home computers might be very useful for completing school assignments, but they might also represent a distraction for teenagers. We use several identification strategies and panel data from the two main U.S. datasets that include recent information on computer ownership among children -- the 2000-2003 CPS Computer and Internet Use Supplements (CIUS) matched to the CPS Basic Monthly Files and the National Longitudinal Survey of Youth 1997 -- to explore the causal relationship between computer ownership and high school graduation and other educational outcomes. Teenagers who have access to home computers are 6 to 8 percentage points more likely to graduate from high school than teenagers who do not have home computers after controlling for individual, parental, and family characteristics. We generally find evidence of positive relationships between home computers and educational outcomes using several identification strategies, including controlling for typically unobservable home environment and extracurricular activities in the NLSY97, fixed effects models, instrumental variables, and including future computer ownership and falsification tests. Home computers may increase high school graduation by reducing non-productive activities, such as truancy and crime, among children in addition to making it easier to complete school assignments.

Abstract:
“This is it. They are going to arrest us all and execute us. All for Shell.” Ken Saro-Wiwa, a leader of the Nigerian Movement for the Survival of the Ogoni People (MOSAP), made this statement two weeks before his arrest in May 1994. Jailed for exposing the company’s role in directing and arming the Nigerian military, Saro-Wiwa’s efforts paved the way for similar campaigns throughout the world, in places as diverse as India, China, Colombia, Chad and Sudan. As the number of such cases has increased over the past decade, so too has the public’s scrutiny. What are the legal and ethical obligations of corporations operating in a conflict zone? How effective is existing international law in ensuring that companies are held accountable for extraterritorial human rights violations? Taking into account existing efforts to address corporate accountability on a global scale, this paper concludes that neither national legislation nor voluntary corporate codes of conduct provide an adequate means to ensure the protection of human rights. Instead, an international system must be created—one with sufficient oversight and monitoring powers to ensure that corporations adopt conflict-sensitive policies that contribute to peace and security
