The Fragile States Index, produced by The Fund for Peace, is a critical tool in highlighting not only the normal pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. By highlighting pertinent issues in weak and failing states, The Fragile States Index—and the social science framework and software application upon which it is built—makes political risk assessment and early warning of conflict accessible to policy-makers and the public at large.

Abstract:
Civil war onset is often correctly associated with weak states, such as Afghanistan. Many blame the failure of coalition forces to win the war in Afghanistan on the weakness of the central government (see, e.g., here, here, and here). Conflicts in the Democratic Republic of Congo, Somalia, and South Sudan, as well as some Latin American countries, further illustrate this view. But while weaker countries are susceptible to civil war, when we look for places within countries where violence will likely occur, this pattern reverses. In our study, to be published next month in ISQ, Anoop Sarbahi and I show that this state-centric approach misses a crucial part of the civil war puzzle: conflicts are more likely to erupt where weak states exercise more control, not less.

Abstract:
Conflict scholars, policy professionals, and non-profit organizations routinely link the outbreak of violence to economics and, particularly, to economic growth. Some scholars have linked growth conditions to the outbreak of violence while others have linked violence to subsequent growth trajectories. The relationship between violence and economics—and the related debate about whether violence is better considered a consequence of “politics” or “economics”—is central to the study of violence, and therefore central to the type of recommendations researchers provide to policymakers and the INGO community. The important questions in this area of inquiry are often empirical, and resolving them requires accurate and unbiased data. We are used to scrutinizing our measures of violence, but typically take for granted that economic data are apolitically generated. We know that these data must be measured with some degree of error but we typically assume that those errors are random, or, at least, unrelated to the conflict-related processes we use them to understand. That’s a lot to take on faith. If these data are not apolitically generated, any observed relationship between the economy and violence might in fact capture a relationship between the politics of violence and the politics of economic measurement.

184. The Use of UN Sanctions to Address Conflict-Related Sexual Violence

Abstract:
The United Nations has recognized that sexual violence, when used as a tactic of war or as a widespread practice, can exacerbate armed conflict and hinder peace. The UN Security Council can use sanctions—specifically the designation criteria and the subsequent listing of sanctioned individuals—to prevent and curb sexual violence in armed conflict and address the impunity of perpetrators. Georgetown University’s Institute for Women, Peace and Security (GIWPS) conducted the first review of how the UN Security Council has used targeted sanctions to address sexual violence in conflict to date. A review of eight sanctions regimes reveals the current approach is characterized by inconsistency across sanctions regimes, delayed focus on sexual violence, and weak implementation of sanctions. We conclude that the sanctions tool offers significant—and as yet largely unexploited—potential to advance women’s protection from sexual violence in situations of armed conflict, and make a series of recommendations for the Security Council and other stakeholders to improve the effectiveness of sanctions as a tool against sexual violence. In particular, the Security Council should systematically and immediately incorporate sexual violence as a stand- alone criterion when adopting a new sanctions regime, and should not hesitate to list perpetrators when there is repeated evidence of their conduct.

185. Partnerships in Conflict: How Violent Conflict Impacts Local Civil Society and how International Partners Respond

Abstract:
This report summarizes the findings of new research on the impact of violent conflict on civil society organizations (CSOs) and the implications for international actors who partner with them. It finds that local CSOs working in violent conflict settings are more important than ever, as they are at the forefront in responding to the needs of the millions of civilians caught up in violent conflict around the world. Where international actors struggle to get access to contested territories and rely on national or local CSOs to reach conflict-affected communities, partnerships allow life-saving resources to reach the people who need them most. And as commitments to localization grow, international funding flows to CSOs are set to increase. Yet this study finds that international actors often fail to understand the highly politicized and insecure environments they operate in and do not do enough to support and strengthen the CSOs with whom they work.

Abstract:
Witnessing the changes in armed conflict since the 1990s, several global political-level agendas have emerged, recognizing the growing human suffering from armed conflict and the long-term consequences on societies. These high-level agendas, such as Protection of Civilians (POC), Women, Peace and Security (WPS), and Children in Armed Conflict (CAAC), address crucial issues that fall under a broader human security approach, and are to be addressed by peace operations. As such, they have at an increasing rate been included in strategic level doctrine and policy. The three global UN peace and security reviews published in 2015 stress the need for a shift to more people-centered, inclusive processes, establishing better context awareness, and investing in cooperation with external counterparts significantly. If peace operations are to remain relevant and effective in achieving international peace and security, this needs to be taken into account. This shift within peace operations requires that the preparation and training of peacekeepers follow suit in order to meet the challenges faced in increasingly complex environments. This policy brief therefore advocates for the adoption of an integrated approach to peace operations training, putting greater emphasis on comprehensive, people-centered approaches and contextual analysis.

Abstract:
The aim of this research report is to examine the empirical literature on the connection between the legitimacy of governance actors and conflict prevention. As the leading hypothesis for this research report, we take it that legitimate governance actors and legitimate institutions are indispensable in the prevention of conflict. We proceed with our examination of this hypothesis in two steps. First, we clarify the conceptual connection between legitimacy and conflict prevention. We suggest that governance actors should concentrate less on stability and more on legitimacy because legitimate actors and institutions produce stability for the right reasons. Second, we discuss the practical implications of these considerations. Our findings are relevant both for narrow, project-based external policy initiatives in the field of conflict prevention and for more general governance interventions. In both cases, policies can focus on two dimensions. First, improving governance performance will include adjusting external policies to fit local legitimacy perceptions. The second dimension is the transformation of predominant perceptions of legitimacy. We argue that while the second strategy might not be impossible, it is not a viable strategy for external actors. In fact, we believe that the focus on this second dimension explains many of the unsuccessful attempts at governance provision by external actors

The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2017 GPI, this year’s report includes analysis of the Positive Peace factors that are most important for transitioning to higher levels of peace and how deteriorations in Positive Peace are linked to the rise of populism in Europe. The report also assesses the trends in peacekeeping and militarisation, including a cost/benefit analysis highlighting the positive economic benefits from early peacebuilding interventions.

Gender affects all of us, from the clothes we wear to the way we speak. But where does gender come from, and how does it affect our behavior as human beings over the course of a lifetime? More specifically, how does gender effect human behavior in relation to conflict? According to the Merriam-Webster dictionary, gender is defined as, “the state of being male or female.” This said, it is easy to see how gender plays out in everyday life. The male gender, for example, has over time developed into a generalized stereotype characterized by aggression, action, expression, and domination, while the female gender has developed into an equally extreme and opposite stereotype of compliance, passivity, silence, and submission. And yet while we can observe the effects of these constructions on our lives, it is important to keep in mind that gender is socially and culturally constructed, and this means it changes over time and place and that each individual contributes to its ever-changing characterization. From this perspective, is is easy to find examples of how contemporary civilizations continually reinforce “gender norms,” and how this conditioning has serious implications for humanity and conflict overall. For example, according to a recent research study analyzing gender differences in toy design organized by the National Association for the Education of Young Children, “…girls’ toys were associated with physical attractiveness, nurturing, and domestic skill, whereas boys’ toys were rated as violent, competitive, exciting, and somewhat dangerous.” ¹ In this way, we can see that gender expectations are enforced from very young ages, and that this process of socialization goes on to have long-term effects for everyone, especially where conflict is concerned. While some may declare that there are no gender-based differences in life of conflict, whether in the workplace, academia, or physical behavior, extensive research shows that quite the opposite is true. For instance, gender differences in workplace behavior are well-documented, as where one psychological study explains, “…meta-analysis shows that men are more aggressive than women and finds that this sex difference is more pronounced for physical than psychological aggression.” ² Could it be that cultural reinforcements of male gender expectations such as physical violence and competition are responsible for this disparity?

190. The Varying Roles of the Female Combatant

While the idea of women as combatants in the US military is relatively new, some stories of women in war goes back to Greek myths of armies of goddesses at war. Still, this subject gets very little, if any, press in the news. Women are often seen as victims of war, but some women may also be perpetrators. Beyond simply fighting on the ground, Dara Cohen explores the idea of women as perpetrators of wartime sexual violence. She points out that in the Democratic Republic of the Congo, 41% of female sexual violence victims were victimized by females, as were 10% of male victims. She argues that within armed groups, women face many of the same pressures to commit similar forms of violence as their male counterparts. Women have been used historically in various roles during recruitment and combat, including being a nurse, cook, telephone operator, or journalist. Some conflicts have also seen a rise women used as a recruiting tool, or as wives, to young men joining forces. In the Second World War, the Soviet Union used female soldiers to encourage their male counterparts to join the forces. Of the 820,000 women who served in the Red Army, 15% of those were combatants. ISIS recruits young women in a similar way, promising them marriage to ISIS fighters and offering them a meaningful role in a big world. They are then used as mothers, wives, nurses, recruiters, and general supporters of ISIS.
