Abstract:
While Climate Change is a global phenomenon, the impact it generates is locally specific. Take, for example, the issue of sea-level rise. While we can identify a general process of sea-level rise, some localities are facing stronger impacts than others; this applies not only to island nations but also to coastal areas and coastal cities, including several so-called Megacities. Or take the issue of temperature increase, as some areas will experience more heatwaves or longer and more intensive periods of droughts. A comparable argument can be made in regard to intense rainfall and floods. Consequently, a critical issue is how to address global climate change by formulating a response at the global level or by formulating a variety of specific strategies at the local level. Yet, while some localities may react faster because of the threat they are exposed to, local-specific responses alone will be less likely to generate the scale effect required to arrest the global climate dynamic. Hence, at what level, local or global, should strategies formulated to address climate change represent a key issue. One may argue that a combination of responses at all three levels may offer a successful response, though this would raise the issue of how to integrate all three levels into one strategy

12. How Anticorruption Actors Can Use the EITI Standard

In June 2023, the Extractive Industries Transparency Initiative (EITI) adopted the 2023 EITI Standard, which introduced significant new requirements that are either mandatory, expected or encouraged for implementing countries and companies, compared to the 2019 Standard In particular, the Standard now includes several obligations aimed at bringing more information into the public domain to advance gender equality, a just energy transition and anticorruption efforts. In 2021, building on an EITI-commissioned paper on the role of the EITI in fighting corruption, NRGI published two reports which showed how anticorruption actors could use EITI disclosures and spaces to advance their work, and recommended ways to strengthen the role and potential of the EITI for anticorruption purposes. In this new guide, NRGI updates its guidance for anticorruption actors—such as civil society, journalists, EITI Multi-Stakeholder Groups (MSGs) and government enforcement agencies—by outlining how the innovations of the 2023 Standard may help advance their efforts.

Abstract:
A common understanding of the OSCE and the security it seeks to promote has been in decline since 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE going forward. One consideration is to temporarily remodel the OSCE as a ‘consensus minus one’ organization to exclude Russia from decision-making. This would allow the institutional set-up and characteristics of a liberal world order institution to be maintained. Another perspective is the return to a Cold War conference model, which would facilitate dialogue with Russia and its allies despite Moscow’s active dismantling of the OSCE and its principles. The immediate future for the OSCE looks dim. Ahead of the 50th anniversary of the Helsinki Final Act in 2025 and in preparation for the Finnish OSCE Chairpersonship, this Briefing Paper argues that the perspectives of civil society may help retain a key tenet of the OSCE process and help reimagine a new Helsinki spirit. An expanded, interdimensional Moscow Mechanism may offer a via media between the two perspectives and continue to incorporate civil society perspectives into the operational work of the OSCE.

14. Sustaining Civic Space in Times of COVID-19: Global Trends

Abstract:
In this paper we challenge the conventional wisdom that COVID-19 and related legal restrictions invariably reinforce a global trend of shrinking civic space. We argue that the legal guarantee of civil liberties is not the sole factor configuring civic space. Instead, civic space is best understood as being configured by three interacting components: 1) the legal guarantee (or restriction) of civil liberties, that is, rights-based space; 2) socio-economic needs that configure needs-induced space; and, 3) civil society activism. During the pandemic needs-induced space for civil society has emerged both from the health crisis and because restrictive government responses have had severe socio-economic side effects on people’s livelihoods. These socio-economic conditions, along with civic discontent over restrictions on civil liberties, have driven civil society engagement in the form of both relief and advocacy/protest activism. Along with the structural condition of needs-induced space, this civil society activism has worked to sustain civic space.

15. Guardrails for Democracy

Democracy thrives on the vibrant exchange of ideas, transparency, and confidence in government institutions. Corruption can have disastrous effects on democracy, from derailing a government’s response to a public emergency to driving distrust in democratic institutions and damaging the credibility of governments, both at home and abroad. Holding governments accountable and limiting opportunities for abuse is instrumental to maintaining public trust and to helping countries weather shocks to democracy. Independent governmental institutions – including Supreme Audit Institutions, National Human Rights Institutions, Anti-Corruption Authorities, Ombuds Institutions, and Election Management Bodies — are an essential part of the democratic fabric. These institutions should serve as guardrails to keep democracy on track, but, absent safeguards, can become ineffective, irrelevant, or even tools for state capture. This Guide draws on IFES’ evidence-based Autonomy and Accountability Framework (AAF) to support an assessment of threats, risks, and weaknesses in the autonomy and accountability of independent institutions at any stage of establishment or development. An institution can use the assessment to help insulate itself from political interference and conflicts of interest, shore up its ability to execute its mandate effectively and efficiently, and build or preserve public trust. The AAF also provides a blueprint for legislatures seeking to enshrine effective protections for new institutions in the law. This Guide can be used by an institution on its own or in collaboration with partners to conduct a thorough, introspective review of its own autonomy and accountability mechanisms, or by a civil society organization seeking to advance the work of a specific institution or inform the design of advocacy campaigns. Constitutional or legal drafting committees might also find this resource useful to identify key elements for reform. The Guide includes a series of question sets to identify and understand strengths and threats to autonomy and accountability, and to assist in identifying the specific considerations that may apply given the institution’s unique mandate, structure, or legal context. The Guide also includes sample strategies to fill the gaps identified in the assessment and build institutional resilience.

The 2019–2020 Global Resources Report: Government & Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities is the most comprehensive report to date on the state of global funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents data on over 15,800 grants awarded by 499 foundations, intermediary NGOs, and corporations and by 17 donor government and multilateral agencies over the two-year period of 2019–2020. LGBTI communities worldwide face urgent conditions, and grantmakers must mobilize together to financially resource the movements that can meet those needs. This report provides the data to make the case for strategic and impactful funding. Building on three previous editions, and now documenting a combined 8 years, this report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, population focus, and donor type, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This new edition documents a total of $576 million, showing that global LGBTI funding grew by 3%, or over $16 million (USD). Notably, this edition of the report also documents a 38% increase in the number of grantees.

This monograph is based on an ICNC-sponsored multi-year research project that examines the effects of different forms of external aid on the outcomes and longer-term impacts of civil resistance campaigns. Very little research has systematically investigated the impacts of external support on the effectiveness of nonviolent resistance. Existing research reaches somewhat contradictory conclusions, with some finding that external support for nonviolent campaigns is harmful, that external support is sometimes helpful, or that external support has little observable effect. This study assesses different types of external assistance—material and non-material—to civil resistance movements offered by state and non-state actors at different stages: pre-, during and post-conflict periods. It further evaluates the impact of the specific type of aid, its timing and provisions by different actors on the overall trajectories of civil resistance campaigns and their outcomes.

19. Civil Society and the Global Pandemic: Building Back Different?

Abstract:
Since the coronavirus pandemic began, civic activists around the world have shifted into a higher gear. As Carnegie’s Civic Research Network analyzed last year, the gravity of the health emergency has pushed many civil society organizations (CSOs) to engage in new ways to help alleviate the pandemic’s impact.1 Sometimes they have done this in cooperation with governments, but other times they have acted on their own out of frustration at governments’ sluggish and inadequate responses to the emergency. At the same time, many activists have had to defend themselves as governments have used the pandemic as a pretext for further clamping down on independent civil society voices, under the cover of emergency laws passed to help manage the crisis. As civic activists grapple with the challenges of the pandemic, they are also turning their attention to the long term. It is clear that the pandemic will reshape economics, politics, and international relations, but it is not yet clear how. Many countries are undergoing major economic upheaval and are searching for new economic templates to overcome the damage they have experienced. On the political side, the pandemic has fueled authoritarian actions and damaged the credibility of many democratic governments. Post-pandemic political life will likely entail heightened struggles for democracy and a search for new democratic practices that more effectively meet citizens’ needs. With regard to geopolitics, the pandemic is contributing to still greater tensions between the world’s major powers. Because of these factors, the pandemic is likely to have a long-term impact on the nature of civil society worldwide. Civil society has already adapted to the coronavirus pandemic through the growth of self-help activism. Looking further ahead, civic actors are helping to spark a rethink of economic models. In the political sphere, at least some civic actors are engaging in efforts to revitalize democratic politics, including through new ideas on technology’s role in post-pandemic politics. Finally, civil society is being reshaped by geopolitical competition: some civil society actors are being pulled into the Chinese and Russian orbits, while others are more firmly resisting political encroachment by these powers. In an overarching sense, civic activists are juggling uneasily at present as they focus on the immediate challenges of the pandemic while also trying to fashion new economic, political, and geostrategic agendas for the period after the pandemic.2

This report compiles essays from several leading experts who participated in the seminar series. We asked them to reflect on one or more key themes and offer recommendations for research and/or policy initiatives that could help current and future leaders address mass atrocities. The collection of essays reflects the breadth and diversity of issues that are likely to affect mass atrocities and their prevention over the next decade. Reflecting on changes in the distribution of political power and weakening anti-atrocity norms, Scott Straus identifies four significant challenges for the atrocity prevention agenda. Dara Kay Cohen highlights an often-neglected factor--sex and gender inequalities-- and argues that it is likely to worsen over the next decade in ways that will exacerbate risks of mass atrocities. Roudabeh Kishi discusses how monitoring and early warning initiatives must adapt to changes in the information environment and the changing nature of atrocities. Dismas Nkunda focuses on how COVID-19 has affected civil society efforts to address mass atrocities. Finally, Jennifer Welsh discusses war crimes, “extreme atrocity,” and political barriers to effective prevention—three key issues for the prevention of mass atrocities over the coming decade.
