In a world where technology is rapidly advancing and available to the masses, companies and policymakers face a daunting reality—non-state actors are using innovation for sinister purposes. While artificial intelligence (AI) and autonomous systems promise enhanced threat detection, terrorist groups are exploiting these tools for recruitment and attacks. The future is concerning as AI becomes more widespread and autonomous systems and augmented reality redefine society. A groundbreaking report is born from a collaboration between NATO COE-DAT and the US Army War College Strategic Studies Institute. This book unveils a grim forecast that terrorists are poised to exploit advances in artificial intelligence, autonomous systems, augmented reality, biotechnology, and nanotechnology. 2. Tracking the Fortunes of Corporate Psychedelia

Abstract:
In recent years, new biotech companies have emerged hoping to cash in on a medical psychedelics market expected to be worth billions. This article examines the business models of two of the largest such companies. According to conventional wisdom, for-profit players are best positioned to deliver new cures for mental illness at scale because of their ability to tap capital markets. The analysis presented here challenges this story on two counts. First, it argues that profitability in the pharmaceutical business depends not on rapid scaling per se, but on controlling and restricting access to maintain pricing power. Second, it claims that the unruliness of psychedelics – manifested in the presence of cheap generics, murky intellectual property claims, and high costs of administration – raises serious questions about their commercial viability. The article then assesses the sector’s embrace of Johnson and Johnson’s patented form of esketamine, Spravato, as its prototype for commercialization. Spravato may provide a pathway for profitability, but patients must contend with high prices and a drug that provides only short-term relief and requires indefinite dosing. Rather than disrupt Big Pharma, corporate psychedelia replicates its main features, raising questions about its claims to tackle the mental health crisis.

3. Securing Civilisation Against Catastrophic Pandemics

Abstract:
Pandemic security aims to safeguard the future of civilisation from exponentially spreading biological threats. Despite the world's failure to contain SARS-CoV-2, the existence of far more lethal and transmissible pathogens that afflict animals and growing access to increasingly powerful biotechnologies, no analyses of worst-case scenarios and potential defences have been published. Here we outline two distinct mechanisms by which pandemic pathogens transmissible between humans could cause societal collapse. In a "Wildfire" pandemic, the justifiable fear of a lethal and highly contagious respiratory agent released in multiple travel hubs leads to the breakdown of essential services. In a "Stealth" pandemic, a rapidly spreading virus with a long incubation period analogous to HIV infects most of humankind. We explain why current pandemic preparedness measures such as rapid vaccines and N95 masks will reliably fail against these threats and outline novel strategies and technologies capable of safeguarding civilisation.

Abstract:
With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

5. Findings from the 2016 Symposium on Export Control of Emerging Biotechnologies

Abstract:
The Symposium on the Export Control of Emerging Biotechnologies was held during October 18-20, 2016 in Monterey, California, USA. Co-hosted by the International Biosecurity and Prevention Forum (IBPF) and the James Martin Center for Nonproliferation Studies (CNS) at the Middlebury Institute of International Studies at Monterey, the symposium’s objectives were to identify emerging biotechnologies that are candidates for export control as well as effective mechanisms for their enforcement. A total of sixty experts from fifteen countries participated in the symposium. They represented the scientific, policy, industry, legal, and enforcement fields in roughly equal proportions. Attendees participated in one of nine working groups that were tasked with identifying emerging biotechnologies of concern and which, therefore, could be subject to realistic mechanisms for export control. In the event, participants identified seventeen emerging biotechnologies and services and debated whether each posed significant biosecurity risks. Participants then assessed options for new hard controls (export controls) and soft approaches (e.g., industry codes-of-conducts). Most participants flagged four biotechnologies and associated services as engagement priorities: ground-based aerosol generating systems; DNA synthesis and assembly equipment; high-throughput screening systems; and facility-wide production control software. Findings from the symposium have been documented in a final report that was published in April 2017 as CNS Occasional Paper #26.

6. Biotechnology E-commerce: A Disruptive Challenge to Biological Arms Control

Current approaches to prevent the proliferation of biological weapons rely heavily on the operation of export controls for equipment used in the production or dissemination of biological agents. Concerned that the emergence and growth of biotechnology e-commerce has significantly disrupted the effectiveness of such export controls, the British Commonwealth and Foreign Office funded a study in June 2014 for the James Martin Center for Nonproliferation Studies (CNS) titled “The Internet as a Source for Dual-Use Technologies of Biological Weapons Concern: Policy Implications and Governance Options,” to research the biological arms-control problems presented by biotechnology dual-use products and technologies sold via the Internet (e-commerce), and to determine how these problems could be addressed.

La valoración de bajo riesgo de sufrir un ataque con armas biológicas realizada por la estrategia nacional de seguridad resulta errónea ya que España como miembro de la OTAN debería recoger en su estrategia nacional de seguridad del año 2013 esta amenaza ya considerada como tal por la OTAN en el año 2002. Para una valoración efectiva del nivel de esta amenaza resulta preciso considerar que esta ha trascendido el ámbito militar. En el presente artículo se presentará la vulnerabilidad de España derivaba de las políticas y protocolos de seguridad de carácter reactivo y no preventivo establecidas en España así como aspectos mutidimensionales que requieren un replanteamiento y mejoras acordes a una valoración de riesgo más precisa.

The founding of the GATT's successor "World Trade Organisation" (WTO) in 1995 can be viewed as an important step towards worldwide economic integration. The "Agreement on Trade-Related Aspects of Intellectual Property Rights" (TRIPs) is one of the WTO's components. The TRIPs Agreement aims at harmonising the level of intellectual property protection in all WTO member states at a fairly high level.
