11. Data Disquiet: Concerns about the Governance of Data for Generative AI

Abstract:
The growing popularity of large language models (LLMs) has raised concerns about their accuracy. These chatbots can be used to provide information, but it may be tainted by errors or made-up or false information (hallucinations) caused by problematic data sets or incorrect assumptions made by the model. The questionable results produced by chatbots has led to growing disquiet among users, developers and policy makers. The author argues that policy makers need to develop a systemic approach to address these concerns. The current piecemeal approach does not reflect the complexity of LLMs or the magnitude of the data upon which they are based, therefore, the author recommends incentivizing greater transparency and accountability around data-set development.

Abstract:
Imagine this future scenario: as a hurricane develops, both its intensity and the timing of landfall are recalculated every hour on desktop-grade computers. The nature of the impact, including noncorrelated crises that may occur and second-order effects of the hurricane, are modeled through multiple scenarios on city-scale digital twins that have property-level granularity. The output of these simulations results in a clear set of trigger-based action plans that are tailored, verified through human-in-the-loop mechanisms, and sent to emergency responders, community leaders, government agencies, and potentially even residents in affected areas. Community leaders have access to tools that allow them to understand what to expect, what resources to leverage, and what actions may make the most difference. Homeowners receive targeted suggestions of how to protect their assets, avoid falling victim to fraud, and navigate post-disaster support. Disinformation campaigns get countered by fact-based automated outreach.

Abstract:
The use of artificial intelligence technologies in various armed conflict arenas, such as the Russian-Ukrainian war and the Israeli war in Gaza, has sparked numerous discussions about their nature, risks to international and regional security, and the sustainability of the conflict. These experiments have shown that weapons supported by artificial intelligence can be more accurate than those directed by humans, which can potentially reduce collateral damage, including civilian casualties, damage to residential areas, and the number of soldiers killed or injured. However, it also raises concerns about the possibility of committing disastrous mistakes.

Abstract:
This paper examines the evolving structure and competition dynamics of the rapidly growing market for foundation models, focusing on large language models (LLMs). We describe the technological characteristics that shape the industry and have given rise to fierce competition among the leading players. The paper analyzes the cost structure of foundation models, emphasizing the importance of key inputs such as computational resources, data, and talent, and identifies significant economies of scale and scope that may create a tendency towards greater market concentration in the future. We explore two concerns for competition, the risk of market tipping and the implications of vertical integration, and use our analysis to inform policy remedies to maintain a competitive landscape.

Abstract:
The rapid advancement of generative AI (e.g., ChatGPT) has opened a Pandora’s box of opportunities and risks for nuclear, biological, and chemical weapons. A new primer from the James Martin Center for Nonproliferation Studies by Dr. Natasha E. Bajema cuts through the hype to explain what policymakers and diplomats really need to know about generative AI to understand its impact on the WMD domain. While media attention has focused on ChatGPT and other generative AI models potentially helping bad actors develop weapons, the reality for the WMD domain is more nuanced. Predictive AI tools are already being deployed in military applications. These narrow, task-specific systems can analyze data patterns to support decision-making, but also introduce new risks through cyber vulnerabilities and data biases. Meanwhile, current generative AI models still struggle with accuracy and reliability—they are prone to making up false information and are not yet capable of transferring the tacit knowledge needed for weapons development. However, this could change as the technology advances.

Abstract:
Bilişim İletişim Teknolojilerinin (BİT) gelişimiyle birlikte beden hızla dijitalleşmektedir. Bedenin bu durumu, tüm algı ve deneyim pratiklerinin köklü bir şekilde değişmesi sonucunda meydana gelmektedir. Hareketli ekranlar, datalar ve kodlarla etkileşim içinde olan beden, bu teknolojik araçların bir uzantısı haline gelmiştir. Artık tüm dijital araçlar bedenle iç içe geçmiş durumdadır. Bu noktada arzu, eğlence, özgürlük gibi pratikler bedeni biçimlendirmenin araçları olarak öne çıkmaktadır. Bu makalede, bedeni biçimlendiren bir eğlence pratiği olarak Leonardo da Vinci: Yapay Zekâ Işığın Bilgeliği / CERN’den NASA’ya İnsanlık ve Metaverse dijital sergisi incelenmiştir. Bu bağlamda bedenin dijital çağdaki durumunu kavramak amaçlanmıştır. Makalede yöntem olarak dijital otoetnografi yöntemi kullanılmış; araştırmacı kendisini inceleme nesnesi, başka bir deyişle dijital sergiyi deneyimleyen olarak ele almıştır. Bu bağlamda inceleme, Walter Benjamin’in optik bilinçdışı, sanat eserinin aurası – sezgisel algısı – ve kullanım değeri üzerine olan düşünceleri, Rosi Braidotti, Katherine Hayles, Amber Case’nin posthüman beden kuramı ve Friedrich Nietzsche’nin yabancılaşma konusundaki düşünceleri ekseninde gerçekleştirilmiştir. Araştırma sonucunda ise, bedenin teknoloji dolayımlı olduğu görülmüştür. Bedenin bu hali, dijital endüstrinin yerleştiği, aktığı ve bedeni yeniden üreterek sistemin işlerliğini sağladığı bir alan olarak anlaşılmıştır. Beden, BİT’in alanıyla eklemlenerek, algısal bir çeşitliliğe açılmıştır. Bu çeşitlilikle haşır neşir haldeki beden, kendine odaklı aynı zamanda hikayeden yoksun bir forma kavuşmuştur. Diğer yandan, dijital sanat eserinin içindeki beden de yeniden üretilmiş, bağlamından kopartılmıştır. Deneyimleyen beden tükenen ve tüketen bir forma evrilirken, eserin içindeki beden de benzer bir duruma evrilmiştir.

Abstract:
In the past century, the key technologies that shaped societal and economic transformation were mechanical, electrical, and automation technologies. In the current century, there are strong trends indicating the prominence of artificial intelligence technology. Therefore, artificial intelligence technology has become more important for all countries. The success of countries in artificial intelligence technology is only possible with well-designed artificial intelligence policy tools. It is important to measure the level of technological advancement for the formulation of policies. However, efforts to measure the scientific and technological advancement of artificial intelligence technology are insufficient. Therefore, this study aims to develop a framework to measure the scientific and technological progress of AI technology. The developed framework includes the number of publications and citations, the number of high-impact scientific journals, the number of patent applications, the number of universities ranked in the top thousand in the field of computer science, the number of international high-impact conferences, and the total number of researchers in higher education. Through these criteria, the level of scientific and technological progress of the countries has been analysed in detail. The findings clearly revealed the leading position of the USA in this field. China followed the USA. These two countries are clearly and positively differentiated from the other countries. Other countries with good performance are the UK, the Netherlands and Germany.
