61. The Challenge of Emerging Technologies to Non-proliferation Efforts: Controlling Additive Manufacturing and Intangible Transfers of Technology

Abstract:
Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation. The 13 chapters contained in this book’s two volumes were prompt-ed by a single inquiry in 2012 from the MacArthur Foundation. Was there any way, I was asked, to further clarify the economic and nonproliferation downsides if further production of civilian pluto-nium proceeded in East Asia? My initial reply was no. So much already had been done.But the more I thought about it, two things that had yet to be at-tempted emerged. The first was any serious analysis of just how bad things could get militarily if Japan and South Korea acquired nuclear weapons and North Korea and Mainland China ramped up their own production of such arms. Such nuclear proliferation had long been assumed to be undesirable but nobody had specified how such proliferation might play out militarily. Second, no serious consideration had yet been given to how East Asia might be able to prosper economically without a massive buildup of civilian nucle-ar power. Since each of the key nations in East Asia—China, the Koreas, and Japan—all would likely exploit their civilian nuclear energy infrastructure to acquire their first bombs or to make more, such inattention seemed odd.

67. Arms Control as Uncertainty Management

Abstract:
For decades or longer, policy-makers have sought to use arms control to reduce the uncertainty endemic to the international security environment. Because uncertainty is pervasive in these situations, however, practitioners themselves are naturally vulnerable to its effects. This paper seeks to help policy-makers optimize arms control outcomes by providing improved theory and best practices for goal-setting and strategy selection using the judicious application of decision theoretic concepts. The paper first lays out a suitable role for decision theory in the study and analysis of arms control, arguing that “uncertainty” is a more appropriate concept for description and analysis here than is “risk.” Prior approaches that rely on “risk” have tended to drive the search for arms control best practices, but “risk” requires the use of probability estimates that are frequently not available or not a good indicator of potential outcomes. Second, the paper argues that decision-makers are vulnerable to the effects of missing information and the uncertainty it causes in the run-up to and during arms control negotiations. Consequently, they are subject to biases and resort to the use of security-specific heuristics, including worst-case scenario thinking, limited-theater-of-war thinking, and low-dimension (or non-complex) thinking when setting goals and employing strategies for negotiating arms control agreements. The paper discusses the origins of this uncertainty and the strategies that states could employ as a result of these security-specific heuristics, arguing that they can best be grouped into two types—risk reduction versus uncertainty management. Finally, the paper makes recommendations for optimizing outcomes—for getting efficient negotiations that result in robust, durable agreements, capable of managing uncertainty about security, despite the effects of missing information.

Although the number of craft-produced small arms and light weapons is difficult to estimate, they are prevalent and range broadly in sophistication and quality. Improvised and craft-produced firearms remain an important source of firepower for a wide range of actors, including tribal groups, poachers, criminals, insurgent groups, and even some states and quasi-state groups. In various locations, these weapons account for most of the firearms used in crime; in others, their production is institutionalized, providing essential income for local gunsmiths. Criminals outside of active conflict zones, especially in developing states and territories, appear to hold the highest concentrations of craft-produced small arms. In several countries, such firearms account for a sizable proportion of weapons seized in law enforcement operations. The vast majority of improvised and craft-produced weapons cannot be easily traced, although certain forensic and investigative techniques show promise in closing this gap. Beyond State Control: Improvised and Craft-produced Small Arms and Light Weapons provides an overview of the nature and scale of production, acquisition patterns, and implications for law enforcement and policy.

70. Revitalizing Diplomatic Efforts to Advance CTBT Entry Into Force

More than two decades after the opening for signature of the Comprehensive Test Ban Treaty (CTBT), the treaty has near universal support and has established a global norm against nuclear test explosions. The nuclear testing taboo impedes the development of new and more advanced nuclear warhead designs, which helps prevent dangerous nuclear competition, and maintain international security. Although the CTBT has created a norm against testing and a robust technical organization responsible for the operation and maintenance of a highly sensitive global nuclear test monitoring system, the treaty has not entered into force due to the failure of eight key states, including the United States and China, to ratify. The CTBT is and will continue to be an essential pillar in the global nuclear nonproliferation and disarmament enterprise. Moving closer to the goal of the CTBT’s formal entry into force is the task of every CTBT state party, every nuclear Nonproliferation Treaty (NPT) state-party, every state that supports the new Treaty on the Prohibition of Nuclear Weapons, and any other state that considers itself a “responsible” nuclear actor. But in order to realize the full potential of the treaty and to close the door on testing, friends of the CTBT will need to rejuvenate and update their efforts to achieve its entry into force and reinforce the taboo against nuclear testing.
