1281. ‘Climate Change and Political Letdown: Understanding Environmental Degradation through the Prisoner’s Dilemma.’

Abstract:
This paper attempts to analyze the political uncertainty surrounding environmental degradation by means of utilizing the game theoretical model. It challenges the popular opinion that views the political exchanges over climate change as a super game where players will eventually learn to cooperate through repeated interactions. Instead the paper argues that the climate change problem is essentially a case of ‘one-shot prisoner’s dilemma’ irrespective of the number of times the players interact with one another. To demonstrate the one-shot prisoner’s dilemma at play, it employs the comparative method to explain the climate politics between the major polluters of the world (US, China, Brazil and India). The debate is analyzed at two distinct levels: Intergenerational and Intragenerational level. Lastly, the paper notes the significance of ‘the immediate threat factor’, which it argues poses a fundamental challenge to the political resolution of the climate change problem.

Abstract:
UN Special Procedures, including Special Rapporteurs or Independent Experts, and Human Rights Council (HRC)-mandated investigative mechanisms, such as Commissions of Inquiry (CoI) or Fact-Finding Missions, often apply a gender lens when looking at situations at risk of, or experiencing, atrocity crimes. However, this practice is not yet systematic across the UN human rights system. Since women and girls are uniquely affected and targeted in many situations where atrocity crimes are being perpetrated, the systematic application of a gender lens would enhance holistic atrocity prevention strategies and improve the effective implementation of the Responsibility to Protect (R2P). The following recommendations aim to provide a framework to further strengthen and institutionalize the gender lens in HRC mechanisms and procedures.

Abstract:
The U.S. Marine Corps’ 2019 Commandant’s Planning Guidance placed a dominant focus on modernizing the force to contest China within the Indo-Pacific region but deemphasized support to foreign humanitarian assistance missions. This article challenges the current framing of the Marine Corps’ role in disaster response missions, specifically the notion that they are not a part of the organization’s identity and that they detract from warfighting readiness. The case is made that U.S. military support to foreign humanitarian assistance missions will only grow, that the Marine Corps has and will have a role to play in these missions, and that participation in disaster relief operations improves their warfighting readiness.

1285. PLAN E: A Grand Strategy for the Twenty-first Century Era of Entangled Security and Hyperthreats

Abstract:
A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

Abstract:
Civilian authorities increasingly request military involvement in national emergencies and (inter)national disasters. This article aims to contribute to our understanding of these new civil-military interactions. The authors first reflect on three themes: (1) guidelines, principles, and goals of civil-military cooperation; (2) domain consensus through civil-military agreement on the allocation of areas of responsibility; and (3) militarization processes. The authors describe how these themes feature in traditional, expeditionary civil-military cooperation and in these new civil-military partnerships. Next, the authors consider the effects of the growing military role in emergencies and disasters on civil-military relations. The article concludes with some recommendations and a research agenda.

Seapower has come to cyberspace as a measure of the so-called greatest transfer of wealth in history given the efforts of China and other states to steal intellectual property online. But the first greatest transfer of wealth comprised Europe’s rise to prominence post-1500 ACE. What historians call the “rise of the West” came to fruition with a forfeiture of the ideological promise of sharing the benefits of Western civilization worldwide. Cyberspace promises to align both threads of the new naval power, economic gain, and ideological conviction, a novel change in the history of conflict at sea all made possible by the technical marvel of cyberspace.

Abstract:
The interchange that drives world economics in the past now intersects with and will rest on the electromagnetic spectrum’s (EMS) structure that includes cyberspace. Historically, the world’s oceans played this crucial role in great power competition, but today that key geography now sits within the EMS’s exponential exchange in services between nations for maximal productivity output in free and open markets. The U.S. military must help sustain these crucial lines of communication to channel the spirit and capacity of their nation’s people into the new activities that war calls for and efficiently employ them against a threat. Sea lines of communication were of foremost importance in this regard until now, when the EMS, tapped by cyberspace, connects the most amount of people and their productivity to win the next conflict. Cyberspace has consumed the sea.

This article compares the history of establishing maritime laws, norms, customs, and standards of conduct with the rise of cyberspace as an artificial domain akin to a digital sea. A brief history of how humanity established enduring norms and standards at sea is described, followed by a comparative analysis of the world’s physical maritime domain to digital cyberspace. Recommendations are made for contextualizing cyber threats and policy issues within a naval framework. Finally, the authors offer some brief conclusions.

Abstract:
Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.
