1221. Real Effects of Climate Policy: Financial Constraints and Spillovers

Abstract:
Climate change is among the most intensely debated socioeconomic issues of current times. As a response to potential catastrophic risks from climate change, governments around the world are pushing for various regulations to curb greenhouse gas emissions. However, there is far from a consensus on optimal policy approaches, and as a result, climate policies are highly fragmented across the jurisdictions in which they are designed and implemented. More importantly, it is unknown whether such localized yet uncoordinated policies are able to internalize potential externalities that may impede efforts to address climate change as a global phenomenon or simply distort allocations in the economy. For example, at the beginning of 2013, California became the first and only state to put a comprehensive mandatory carbon regulation in place in the form of a cap‐​and‐​trade system that applies universally to all industrial greenhouse gas emissions. Exploiting the introduction of the California cap‐​and‐​trade rule, we investigate the internal resource‐​allocation responses by firms and the real but unintended spillover effects of localized climate policies that arise from the importance of financial constraints. Our study analyzes the interplay between climate policy and firm behavior, and it informs policymakers regarding the effectiveness of climate regulation.

Abstract:
Correcting market failures and improving economic efficiency often require curbing undesirable behaviors of market agents who act to maximize their private benefits. Examples include actions that affect ecosystems, such as deforestation, pollution, and overexploitation of natural resources; actions that affect community health, such as drunk driving and open defecation; or actions that undermine government performance, such as corruption and tax evasion. Enacting and enforcing regulations is the most direct strategy to deter such behaviors. Implementing this strategy requires strong institutions to enforce laws, plus sophisticated policing to track agents’ reactions to enforcement so that rules are robust enough to curb the undesirable behavior even when regulated agents try to game the new system.

1223. The Welfare Effects of Time Reallocation: Evidence from Daylight Saving Time

Abstract:
More than 70 countries around the world currently observe daylight saving time (DST) to reduce energy demand. However, recent studies have shown that DST does not save energy and may actually increase electricity consumption. Furthermore, opponents of DST argue that even a one‐​hour time change can have long‐​term consequences for individuals. DST transition has been linked to increased risks of car accidents, heart attacks, and depressive symptoms in studies. According to our findings, the spring DST transition has a negative impact on individuals’ welfare, specifically a decrease in life satisfaction. Investigating a broad range of outcomes, we show that this decline in life satisfaction can be explained by a decrease in sleep following the transition and an increase in time pressure, which significantly affect individuals’ physical and emotional health in subsequent days.

Abstract:
Data abundance, digital connectivity, and ubiquitous technology now enable near complete coverage of human lives across the planet, often in real-time. The Covid-19 pandemic, by forcing more interactions online and greater social reliance on technology, has significantly added to the global pool of data. Advances in the scale, application, and commercial uses of data significantly outpace regulation of the big data landscape. Technical and analytical capabilities that are essential for the functioning of societies are increasingly concentrated in the hands of a small number of commercial entities. The implications of big data for surveillance, real or potential interference, and kinetic war are underappreciated in policy and public discussions. Identifying and protecting the uses of critical data should be a national security priority for government on par with safeguarding critical digital infrastructure.

From May 2021 to January 2022, Oxfam, in partnership with Sejajar Indonesia, the Tamdeen Youth Foundation in Yemen, and the Palestinian Agricultural Development Association (PARC) in Palestine, convened a total of 10 learning series through online convenings on local humanitarian leadership (LHL). Approximately 450 people participated, of whom 60% were from local and national NGOs representing approximately 30 countries. This document offers a snapshot report on the state of LHL across the four regions based on discussions, insights, and materials shared by the resource persons and audience members who participated in the series.

Abstract:
Research on forced displacement reveals a wide gap between policy processes and the people that such processes seek to assist. This paper proposes actionable recommendations on how to operationalize the concept of ‘meaningful refugee participation’ in decision-making processes that affect the lives of refugees. There is a need to go beyond tokenistic participation and to genuinely empower refugees to have influence over the design, implementation and evaluation of refugee-focused programmes. The contributions of refugees themselves must also be enhanced in ways that can help contribute to a paradigmatic shift in the global infrastructure of refugee governance.

The global care crisis is being exacerbated by the global climate emergency, with interlocking impacts that threaten lives and livelihoods in all parts of the world. These impacts are particularly severe among rural livelihoods in low-income countries. Climate change intensifies the work involved in caring for people, animals, plants, and places. It reduces the availability and quality of public services in marginalized communities and directly compounds the unfair distribution of unpaid care work that sustains gender inequality. Yet the intersections of climate change and care work have been overlooked in the development literature. Strategies for climate mitigation and adaptation have paid relatively little attention to how care work is affected by climate impacts, nor have they considered whether interventions improve or intensify the situation of carers. Instead, when designing “gender-sensitive” climate actions, the focus has been largely on women’s economic empowerment as opposed to alleviating or transforming existing distributions of care work. The aim of this report is to fill a knowledge gap by examining the points of interaction between climate change impacts and the amount, distribution, and conditions of unpaid care work. We focus on care workers rather than those who are cared for, while stressing the relational nature of care and acknowledging that carers too require care.

Abstract:
Carbon pricing is not a new phenomenon. Backed by widespread consensus in the economic literature that it is the single most effective policy for addressing climate change, it has been the staple policy priority of many environmental non-governmental organizations (NGOs). Yet carbon pricing has seen limited uptake. Efforts to price carbon have failed in a multitude of contexts. Where they have passed, in most cases, prices have been set too low or covered too little of the economy to effectively address the challenge posed by climate change. As a result, climate advocates have come to question carbon pricing as a primary policy approach. In this context, this paper is not intended to provide novel insights into carbon pricing, nor is it intended to motivate for or against an immediate campaign priority at Oxfam. Rather, this review of carbon pricing is intended to provide a technical background on the topic, considering the concerns that are of greatest salience to Oxfam. The specific aims of the paper are to support Oxfam staff in their deliberation on whether, when, and how to engage on carbon pricing initiatives, as questions around this policy approach shift over the next 20 years. It is anticipated that such reflection would also be useful to a number of organizations whose concerns are similar to Oxfam’s.

In a world where data means power, vast amounts of data are collected every day by both private companies and government agencies, which then use this data to fuel complex systems for automated decision-making now broadly described as “Artificial Intelligence.” Activities managed with these AI systems range from policing to military, to access to public services and resources such as benefits, education, and employment. The expected benefits from having national talent, capacity, and capabilities to develop and deploy these systems also drive a lot of national governments to prioritize AI and digital policies. A crucial question for policymakers is how to reap the benefits while reducing the negative impacts of these sociotechnical systems on society.

Abstract:
This article focuses on the impact of Artificial Intelligence (AI) on democracy. It provides an overview of the various ways in which the AI technologies affect the democratic values and processes and the social and political behaviour of citizens. It notes that the use of AI, and its potential for abuse by some governments, as well as by big private corporations, poses a real threat to the institutions, processes, and norms of rights-based democracies. As governments worldwide mull over their AI strategies and policies that would protect citizens against AI-powered dangers, UNESCO announced a remarkable consensus agreement among 193 member states creating the first-ever global standard on the ethics of AI that could serve as a blueprint for national AI legislation and a global AI ethics benchmark.
