The Forum on Global Energy, Economy & Security is an annual conversation to discuss global energy markets, crude oil, petroleum products and natural gas supply and demand, midstream, shale development, geopolitics, energy security, and environmental topics. The forum features Aspen’s time-honored moderated roundtable discussion format which, while each session is introduced by brief presentations, stresses dialogue between participants rather than conference-style speaker presentations with question and answer only. The forum is enhanced by an informal atmosphere and a not-for-attribution rule that encourages new thinking, dissenting opinions, and frank discussion.

Part I of this report, Automation and a Changing Economy: The Case for Action, explores how automation has impacted and will continue to impact the economic security and opportunity of the American worker. But technology is not destiny. The impact of innovation on the American worker is mediated by policies and institutions. We can choose to create an economy that: promotes technological progress; prepares workers to take advantage of the opportunities technology presents; supports those who are negatively impacted by automation return to stable work; and shares technology’s gains more broadly. These goals are achievable with the right support, but the policy structures currently in place are inadequate. This part of the report, Automation and a Changing Economy: Policies for Shared Prosperity, outlines a policy agenda for addressing these challenges and opportunities. Doing so requires an all-of-the-above approach, from targeted, specialized interventions to those with systems-level impact; from place-based policies to national-level reforms to safety net programs. The paper identifies four objectives that guide its recommendations

Abstract:
Technology fuels our economy, captures our collective imaginations, and promises extraordinary possibilities. It permeates almost all aspects of our lives. From electrification and the internal combustion engine, to search engines and smartphones, technology has changed how we travel, access information, buy products, and communicate with each other. As technology changes our personal lives, it also changes work. For generations, economic change has replaced products, jobs, and industries with innovative new models. The American economy has transitioned from agrarian to industrial, service to digital, and with each evolution, America has prospered even as it grappled with the profound challenges of change. The American ideal embraces the promise that economic progress can create an inclusive society in which prosperity is broadly shared. Work is more than simply a way to earn a living. It gives structure, dignity, and purpose to our lives. For this reason, workers should not be treated as a cost of doing business but recognized for their productivity and creativity. For too many Americans, the promise of work is not being kept. New technologies are creating great wealth for some, but we are simultaneously experiencing historic income and wealth inequality. Without robust policies and strong institutions, new innovations risk exacerbating the economic insecurity and political and civil divides that we are experiencing today. Emerging technologies, including artificial intelligence, machine learning, and advanced robotics, have the potential to automate many tasks currently performed by workers. Historically, automation has been an important ingredient driving economic growth and progress. Automation has enabled us to feed a growing population while allowing workers to transition from subsistence farming to new forms of work. Automation helped move us from a craft system to mass production, from blue-collar to white-collar to “new-collar” work—with better work, higher wages, more jobs, and better living standards. Similar to past innovations, these new technologies offer the potential to help us meet human needs while supporting new jobs and industries never before imagined. However, automation can also have negative effects on individuals and communities. Those who lose their jobs suffer economic, social, and psychological hardship. Communities that relied on single industries that have been automated have struggled to recover. New jobs are being created, but their geographic distribution and skill requirements often make them inaccessible to the individuals and the communities where those whose jobs were lost. This dislocation has played a role in exacerbating America’s economic, political, geographic, and social divides. The answer to the dislocations that can result from automation should not be to stifle innovation. Policies and reforms should encourage both the development of new technologies and the promise of work. Workers need access to the opportunities technology creates. Policymakers and employers can help by providing access to skills training, ensuring the availability of good jobs, and improving the systems that are in place to help those who will transition from declining to growing occupations. While there are many unanswered questions about what the future holds, this report attempts to explain how automation impacts the labor market and how to better prepare American workers to benefit from the changes to come.

This report offers a unique contribution to the literature by examining the Islamic State’s production, dissemination, and evaluation of propaganda in the months running up to its territorial collapse. Utilizing a range of materials collected in eastern Syria during the first nine months of 2018, namely audio-visual records and interviews, the authors inspected the administrative structure undergirding the group’s Central Media Directorate. Key responsibilities of this entity included interdepartmental oversight and monitoring, as well as media production and distribution. Focusing primarily on infrastructure concerning security and production, the study examines how the Islamic State cultivated a high degree of operational security, fluidity, and effectiveness. By assessing these trends during a period of existential external and internal pressure, the report demonstrates how the group ensured the continuance of its influence operations. Beyond highlighting the utility of its guiding methodology and the operational value of its findings, this investigation enabled the authors to outline how the Islamic State might traverse the post-proto-state phase of its history. Among other things, the report draws attention to the increasing ascendency of diwan al-amn al-‘am (Directorate of General Security), especially regarding its role in instilling operational opacity, maintaining archives, and managing personnel. Taken altogether, the findings show how the Islamic State sought to navigate through critical trade-offs, such as efficiency and security, particularly in the context of its media operations.

885. A Hollow Victory Over the Islamic State in Syria? The High Risk of Jihadi Revival in Deir ez-Zor's Euphrates River Valley

In Syria, the Islamic State has now been reduced to a few vanishing pockets in Deir ez-Zor’s Middle Euphrates River Valley as a result of two separate military offensives on opposite sides of the river by Kurdish-led Syrian Democratic Forces (SDF) and forces loyal to the Assad regime. But while Deir ez-Zor has now been essentially liberated from the Islamic State, securing and stabilizing the region will likely prove much harder. In our cover article, Hassan Hassan writes the “long period it took the overstretched SDF to liberate the east side of the Euphrates afforded the Islamic State time to create sleeper cells.” He argues the fact that the west side is again under Assad regime control will likely provide opportunities to both the Islamic State and the al-Qa`ida offshoot Hayat Tahrir al-Sham to tap into local Sunni anger to rebuild their operations. Hassan warns there will be even more opportunities for jihadis to rebound if the Assad regime exploits what will likely be a vacuum left by soon-to-depart U.S. forces to take control of the areas liberated by the SDF. All this, he warns, creates a very real risk that the border region between Syria and Iraq could emerge as a long-term threat to global security, just like the border area between Pakistan and Afghanistan after the fall of the Taliban. Our interview is with Shaun Greenough, the Case Strategy and Mentor Supervisor at The Unity Initiative (TUI), a specialist intervention consultancy based in the United Kingdom that focuses on rehabilitating individuals convicted of terrorist offenses and tackling absolutist mindsets in the wider community. Greenough previously served in a variety of counterterrorism roles including managing aspects of the U.K. police investigation into the 2006 transatlantic airline plot. Major Stephen Hummel, Colonel F. John Burpo, and Brigadier General James Bonner, the Commanding General of the U.S. Army’s 20th CBRNE Command, warn there is a high risk that profit-minded suppliers within vast, transnational IED networks may in the future expand into WMD proliferation. They write “the convergence of these two seemingly separate networks does not mean that an IED facilitation network will suddenly market WMD, rather that non-state actors could employ these networks to gather the knowledge, people, materials, finances, and infrastructure required for WMD development and employment.” Ross Dayton assesses the threat posed by the ELN terrorist group, which in January 2019 carried out an apparent suicide bombing on the national police academy in Bogotá, Colombia, that killed over 20 police cadets. “The ELN now operates in 12 Venezuelan states with virtual impunity under the Maduro government,” he writes, allowing “ELN fighters to escape the jurisdiction of Colombian security forces and exploit opportunities for illicit financing and recruitment.”

The promise of “maintaining international peace and security”1 is one of the most important commitments of the United Nations (UN), and securing peace one of its most central tasks. Yet, it is also a promise that has proven to be the most elusive. Conflict and instability continue to be widespread across the world. According to the Global Peace Index, in 2018, “global peacefulness declined for the fourth straight year (...) as a result of growing authoritarianism, unresolved conflicts in the Middle East and North Africa, and increased political instability across the world.”2 The recent years witnessed major security crises, such as the war against the Islamic State in Iraq and Syria; the Rohingya crisis, with over a million fleeing from persecution in Myanmar; and further security deterioration in 92 countries.3 Even in countries where peace agreements have been signed – such as Colombia, the Philippines, and South Sudan – their implementation remains slow and challenging, and high levels of violence and insecurity persist. In countries that do not experience armed conflict, peace is often disrupted by other forms of insecurity – such as the shrinking of the democratic space, and the persecution, arrests, torture and murder of human rights activists. The failure to achieve and sustain peace has devastating impacts on the lives of thousands of people. As of December 2018, the UN High Commissioner for Refugees documented 68.5 million individuals forced to flee their homes, primarily because of violent conflicts.4 The negative impact of armed conflict on the achievement of development goals has also been documented.5

From October 22–23, 2018, the U.S.-Asia Security Initiative (USASI) at Stanford University, in conjunction with the Institute for China-U.S. People-to-People Exchange at Peking University and the American Academy of Arts and Sciences (AAAS), gathered scholars and policy practitioners at the Stanford Center at Peking University to participate in the “Civil Wars, Intrastate Violence, and International Responses” workshop. The workshop was an extension of a project examining the threats posed by intrastate warfare launched in 2015 and led by AAAS and Stanford University’s Freeman Spogli Institute for International Studies. The goal of this workshop was to facilitate frank discussions exposing participants to a wide range of views on intrastate violence and international responses. The workshop was divided into sessions that assessed trends in intrastate violence since the end of the Cold War, examined the threats to international security posed by civil wars and intrastate violence, and evaluated international responses, including an analysis of the limits of intervention and a discussion of policy recommendations. Participants also had an opportunity to make closing comments and recommendations for future research. This report provides an executive summary and summaries of the workshop sessions on a non-attribution basis.

890. Accountability for War Crimes in Syria: The “Criminalization” Confusion

Abstract:
In 1942, three years before World War II came to a close, international lawyer Hersch Lauterpacht prepared a memorandum for the Committee on Crimes Against International Public Order. In it, he considered whether the Nazis should be tried for war crimes when the war ended. Before he could address when and whether to prosecute the Nazis for war crimes, he observed, it was first and foremost necessary to determine “what is a war crime.” Nearly 80 years later, this question looms yet again—this time in the horrific Syrian civil war. No international court or tribunal currently has jurisdiction over the vast crimes committed in Syria since 2011. It seems unlikely at the moment that Syria itself will provide an accounting, and the prospect of the United Nations Security Council agreeing to establish a new tribunal or refer the Syria situation to the International Criminal Court (ICC) appears slim. As a result, domestic courts, mainly in Europe, have taken the lead in pursuing criminal accountability for crimes committed in Syria. The International, Impartial, and Independent Mechanism (IIM), established by the UN General Assembly in 2016, is also beginning to assist domestic Syria-related prosecutions.
