821. Girls Leading: From Rural Economies to Global Solutions

Abstract:
An estimated 3 billion of the world’s 6.9 billion people live in rural areas of the developing world. More than 60 percent of them live in poverty. Poverty affects women and girls disproportionately; rural girls face the triple challenges to their empowerment and well-being by virtue of their youth, gender, and location. Investing in rural girls’ health and safety, as well as their personal and professional development, has the potential to transform rural economies. Girls Leading: From Rural Economies to Global Solutions—available as both a fully online digital experience and as a PDF—is a collection of diverse perspectives from 20 authors around the world. The authors share their research and stories of personal struggle and triumph to highlight the needs of rural girls and solutions to the challenges they face. The report also includes recommendations, arranged by age group, for critical moments in a girl’s life where both small and large actions can make a huge difference. Many of the most pressing global issues—climate change, economic development, health, and education—demand that we consider rural girls. The world changes as their lives change. 822. The Looming Global Obesity Threat

Abstract:
This paper seeks to raise awareness of the growing global obesity epidemic and the need to address the economic, security, and humanitarian threats it poses for the United States and the world. While the development community—including global agriculture, health, and security practitioners—has been focused on combatting undernutrition, the number of people who are obese or overweight has been on the rise and is now on par with the 2 billion who are food insecure. In western countries where the epidemic started, obesity is not just an enormous health and economic burden, but a national security threat. Seventy percent of 17-to 24-year-olds in America are reported to be unfit to serve in the military, with being overweight and obese as the leading disqualifier. An increasingly sedentary lifestyle and growing reliance on unhealthy processed food has spread to low and middle-income countries around the world. Many of these countries are experiencing a “double burden” of malnutrition, in which people who are overweight or have obesity coexist with those experiencing undernutrition, threatening the growth and vitality of their societies. So far, policy responses from national governments have been slow and inadequate. The costs of the epidemic have not yet been viewed as urgent enough to generate the public demand or political will to act. The view of obesity as a global “syndemic,” along with undernutrition and climate change, has the potential to help rally attention to the challenge. The paper calls for local, national, and global efforts to recognize obesity as the economic, moral, and security crisis that it is and to summon the political will to end the epidemic.

Rosegrant, Nonresident Fellow, Global Food and Agriculture The world is running out of clean, fresh water to feed—and nourish—a growing global population. Approximately 2.4 billion people—more than one-third of the global population—currently live in water-scarce regions, and projections indicate that by 2050 over one-half of the world’s population could be at risk due to water stress. At the same time, global demand for water will continue to increase, driven by population growth, rising consumption, urbanization, and energy needs. The stakes are high for protecting and effectively managing this vital resource, as increasing water scarcity threatens to undermine the progress that has been made on global food and nutrition security. Failure to treat water as a strategic, valuable, and limited resource will accelerate water insecurity, even for historically water-secure populations, and may threaten the economic and political security of nations, including the United States.

824. Untapped Wealth of Cities

For many cities, finding innovative ways to fund infrastructure projects, pay off existing public debts, and meet recurring budget shortfalls is a perpetual challenge. Yet city leaders are often unaware of the value of their publicly-owned assets, and how to leverage this value for the common good. Many cities worldwide are facing the concurrent challenges of deteriorating infrastructure, demands for new development, and requests for expanded services, all within constrained budget parameters. PwC Megatrends expects, for example, that $8 trillion in infrastructure spending will be needed in New York, Beijing, Shanghai, and London over the next decade. As cities age and grow, the pressures on both infrastructure and on local governments increase faster than cities can respond. To support their balance sheets, city leaders are looking for new, creative sources of revenue, independent of tax increases or allowing the whole-scale privatization of public assets, such as airports, harbors, sewerage, and unused real estate. Cities must understand how to unlock the wealth of these public assets to generate future cash flows and manage the governance and accounting processes to ensure long-term stability and returns. A novel approach to solving public-sector budget shortfalls is untapping the value of their commercial assets through private and professional management. Publicly-owned commercial assets include real estate, such as buildings and land, but also operational assets, which include utilities, such as energy and water. Leveraging public wealth without adding additional taxes, slapping on user fees, or privatizing city assets provides a more politically palatable safety valve as cities continue to see challenged balance sheets. However, this is highly dependent on the “best use” of the asset, and who exactly decides how the asset must be transformed into a more valuable entity. Are there specific assets that should be off-limits? Finally, how can city leaders build the political will in countries where this is yet to be implemented?

Abstract:
According to IDC Research, aggregate worldwide investment in technology programs for cities reached $80 billion in 2018 and will reach $135 billion by 2021. The rise of information and communications technologies (ICT) has generated unprecedented opportunities for public engagement in urban policy and service delivery. Through a set of applications collectively known as civic technology (hereafter “civic tech”), increased public participation has the potential to deepen the democratization of urban governance and improve its responsiveness and accountability. As the digital revolution enables initiatives like smart cities and e-governance, safeguarding methods of democratic influence is a core strategic mandate for city governments wishing to politically legitimize technology. Pursuant to this issue, civic tech is distinguishable from smart cities and other urban technology programs in its focus on citizen empowerment. For this reason, it has the potential to go beyond the typical promises of efficiency gains – as peddled by standard technologies – and transform how citizens engage with policymakers.

Cities are the world economy’s innovation hubs; with their dense concentrations of people, firms, talent, and other resources, they are the engines of economic growth and prosperity. Unfortunately, cities are also the home to severe economic inequality. As cities get larger, they tend to become more unequal; in all countries except for Canada, all metros with more than 500,000 people had levels of inequality well above the national average. Left unchecked, these growth patterns will deepen the global economic divide and could threaten the stability and vitality of both cities and nations. Abstract:
The age of globalization has brought about interdependency between the nation-states in all aspects of life while uncovering challenges for the sovereignty of the nations. Therefore, how an integrated world system involving multiple actors can efficiently be governed remain a subject of serious discussions. This study briefly explains the historical background of G7/8 along with its evolution to G20 and discusses their effectiveness and legitimacy in the context of global governance. It is worthy to discuss the issue since these global forums’ legitimacy and effectiveness subject to both critics and praises. Although the lessons from the global financial crisis consolidates the idea of global coherence, integrity and compliance, diverging political and economic conflict of interest of nations still make the international forums’ existence and future position in global governance open to discussions. Additionally, the last part of the study draws conclusion about Turkey and its place in global governance.

The U.S. decision to withdraw from the Intermediate-Range Nuclear Forces (INF) Treaty left world observing about what might happen next. Indeed, the demise of the INF Treaty points out to an uncertainty on arms control and it brings new questions regarding international security. In the light of recent developments on the INF Treaty, this study attempts to make an analysis on the possible impacts of the end of the INF Treaty on international security. This study argues that the collapse of the INF Treaty raise concerns for renewed arms race and the withdrawal from the INF Treaty inevitably brings other treaties such as the NPT and the New START into close consideration.

829. An Analysis of the Treaty on the Prohibition of Nuclear Weapons in Light of its Form as a Framework Agreement

Abstract:
Nuclear weapons present a unique problem and risk to global safety and security. The destructive capability of nuclear weapons, which extends beyond intended targets, is what sets these weapons apart from all else; they are sui generis. These weapons are indiscriminate in both their scale of destruction, which cannot be said to involve proportionate force, and in their residual effects of radioactive fallout, which some scholars have equated to the effect of a poisoned weapon.1 The Treaty on the Prohibition of Nuclear Weapons (TPNW) was adopted at the United Nations Headquarters on 7 July 2017, with 122 States voting in favour of the final draft, one voting against, and one abstaining.2 As of July 2019, the Treaty has twenty-three parties and seventy signatories.3 It is currently not in force as it requires ratification by a minimum of fifty States in order to come into effect.4 The core prohibitions of the Treaty are set out in its first Article, in which State parties agree to never develop, acquire, use or threaten to use, transfer, or stockpile nuclear weapons. What the Treaty does not do, however, is directly eliminate any nuclear weapons; a challenging task in itself considering that none of the current possessors of nuclear weapons even partook in the negotiation of the Treaty. State parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) have obligations under Article VI to undertake negotiations on effective measures leading to disarmament.5 Against a backdrop of little discernible progress on the implementation of Article VI over the last fifty years, Ireland, on behalf of the New Agenda Coalition, submitted a Working Paper outlining possible pathways to nuclear disarmament in an effort to fulfil the provisions of Article VI.6 These pathways were debated in 2016 during the Open-Ended Working Group (OEWG), which was set up for the purpose of providing a forum for discussion regarding advancing nuclear disarmament. The argument of this paper is that the TPNW has the potential to function radically as a disarmament mechanism. At first glance, the Treaty appears to fit within the second pathway outlined in the Irish Working Paper, effectively functioning as a simple Ban Treaty. However, a careful analysis reveals that it more neatly fits into the third pathway – a framework arrangement. It is this characteristic which makes the TPNW a novel and profound instrument as well as a potential foundational solution to the problem of nuclear weapons. The core section of the paper is divided into two parts. The first delves into the three main pathways discussed in the Irish Working Paper and analyzes how well each of the proposals can address the problem of achieving nuclear disarmament. As suggested by Brazil in the OEWG debates in 2016, three categories are key in establishing the degree to which each pathway can achieve progress in achieving nuclear disarmament – universality, effectiveness, and political viability.7 All nuclear disarmament treaties must intend to be universal in light of the humanitarian consequences of their usage. However, a disarmament treaty can be successful with universality as one of its objectives, rather than a precondition. Widespread support for a treaty also lends to its effectiveness, as do mechanisms for verification and enforcement.8 The political viability of a treaty is key as, without the willing participation of governments, proposals can easily be discarded. The analysis is centred on these categories. The second core part of the paper analyzes the structure of the TPNW with a focus on Articles 4 and 8. It demonstrates that the TPNW surreptitiously functions as a framework agreement and that this attribute has enormous value, both in practice and in shaping norms. The flexibility and adaptability of framework agreements is what makes them the most suitable mechanisms for nuclear disarmament.

Abstract:
The article analyzes the International Court of Justice and its approach to judicial decision-making. By investigating the Court’s jurisprudence over its seventy years of activity, the article seeks to outline, that if given the choice, the ICJ tends to prioritize judicial restraint over judicial activism. In fact, the Court maintains a strict adherence to judicial restraint, which stems from a fear of losing its legitimacy when facing the issue of consent-based jurisdiction. The article purports that although judicial restraint is an important facet of sound judicial decision-making, the ICJ should not be so reluctant to adopt judicial activism when it is suitable to utilize such an approach. Such a position is strengthened when analyzing the criticisms made of judgments delivered by the Court, which fail to serve the international community beneficially.
