The connection between women’s economic participation and prosperity is undeniable. Over the past two decades, a growing number of international organizations and world leaders have recognized that the economic empowerment of women is critical to economic growth and stability. Multilateral bodies such as the Group of Twenty and the Asia-Pacific Economic Cooperation forum have ratified agreements to promote women in the economy as a means to stimulate growth, and governments from the Ivory Coast to Rwanda to Japan have adopted reforms to increase women’s ability to contribute to their economies

1544. The Trump-Putin Meeting: From Hamburg to Southern Syria

Abstract:
The first meeting between US President Donald Trump and Russian President Vladimir Putin since Trump entered the White House took place in Hamburg, during the G20 summit of July 7-8, 2017. Relations between the two powers have been marked by tension over disagreements on various areas of conflict around the world, and from the reports in the United States about alleged contacts between Trump and Russia during the presidential campaign and Russian cyber interference in the election process. Tensions rose further when US forces attacked pro-Assad coalition forces in Syria and when Russia opposed the condemnation of North Korea in the Security Council regarding Pyonyang’s long range missile program. Nonetheless, reports were that the meeting between the leaders, which lasted longer than planned, was constructive, though very few details about the conversation itself or any agreements reached were provided, other than an announcement on the agreement to impose a ceasefire in southwestern Syria and establish a de-escalation zone there.

Abstract:
The agenda alone of the G20 summit in Hamburg, Germany on July 7-8, 2017 was not sufficient to draw the world’s attention. Although the forum brings together the leaders of the world’s 19 leading economies and the European Union, representing two thirds of the global population and 80 percent of the global GDP, it generally draws little more than thousands of demonstrators protesting globalization. This summit, however, generated much interest as it provided the stage for personal meetings between leaders, some the first of their kind, such as between Presidents Trump and Putin. In addition, at the summit Trump had to confront the other 19 leaders directly on some trade issues and the Paris Agreement, and the summit itself took place while eyes were also directed eastward, starting just after North Korea successfully tested its first intercontinental ballistic missile.

On July 4, 2017, North Korea launched an intercontinental ballistic missile capable of flying a distance of over 6,000 kilometers. With the test, the first of its kind for Pyongyang, North Korea sought to highlight its ability to threaten United States territory, not merely American forces stationed in Northeast Asia. The missile, which was in the air for nearly 40 minutes, was launched specifically on American Independence Day, a few days after the meeting between US President Donald Trump and South Korean President Moon Jae-in, who favors a conciliatory approach to North Korea.

1547. Fighting against Food Losses and Waste: An EU Agenda

Abstract:
The extremely unequal distribution of food worldwide has generated a paradox: while almost a billion citizens do not have access to healthy food, a part of the global population can afford to buy food in excess and – more importantly – generate enormous food losses and waste (FLW), with high economic, environmental and social costs. The EU has been working to find a comprehensive solution to this problem, with the aim of changing the current paradigm that tolerates good food being allowed to rot away. This paper explores the opportunities deriving from the latest EU efforts against FLW and, in particular, the Circular Economy Package, which includes waste legislation that is in line with UN goals on sustainable development. Several gaps have yet to be filled, but the mix of ambitious European and domestic laws, virtuous practices on the part of private companies, and a radical change in consumers’ habits are key to giving back to food the value it deserves.

Abstract:
This study offers a preliminary mapping of the parliamentary scene that prevails in the Mediterranean, with a view to answering whether such a proliferation of parliamentary actors hinders or promotes (inter-)regional cooperation. The paper takes a quantitative approach because it is not possible to evaluate qualitatively such a complex parliamentary scene without first knowing how many actors are actually involved. Such an approach does not claim to be fully exhaustive but it tries to be as comprehensive as possible. Even if it only covers formal arrangements, this is not meant to downplay the importance of less formal arrangements – just that this is a first step in setting up a wider research agenda on the subject. The paper’s objectives are to find out how many parliamentary actors there are, or at least to give a general indication of their overall numbers; and to identify possible trends explaining the causes and consequences of the proliferation of Mediterranean parliamentary institutions. The paper concludes that the proliferation of parliamentary actors tends to be an obstacle for a better cooperation due to a number of reasons that include limited resources, duplication and high personnel and management costs.

Abstract:
This paper discusses what useful form international economic co-ordination might take, notwithstanding the tense climate witnessed in recent months. On international trade, we argue that aiming at wide-ranging negotiations or more-of-the-same trade liberalizations would be pointless under present circumstances. Priority should instead be given to preventing the doom loop of protectionism and retaliation, and to addressing the political concerns about globalization. On fiscal competition, we point to the risk of a potential race to the bottom despite the progress achieved thanks to the OECD BEPS initiative. We finally emphasize the need for coordinated policies on the demand side. Paper presented at the international conference on “Major Challenges for Global Macroeconomic Stability. Abstract:
This paper examines how G7 cooperation can be maintained in the Trump era. Its working assumption is that the US administration will remain open to international cooperation in principle and yet be constrained by Trump’s economic nationalism and specific campaign promises, such as reducing trade imbalances. The main finding is that useful areas for G7 macroeconomic, trade and financial cooperation continue to exist even after taking US constraints into account. At the same time, other G7 leaders need to be prepared to proceed on their own if attempts to convince the US administration that G7 economic cooperation is in the interests of all members fail.
