Two years after the EU formally launched its strategy for an Energy Union, this Report examines the energy challenges facing the different regions of Europe, investigating shared priorities and common projects, as well as barriers to integration and cooperation. A series of chapters devoted to distinct regions examines what role the Energy Union can play to help address their energy challenges, including those related to energy security and relations with external suppliers. The Report also looks at efforts to push forward with the construction of the Energy Union via regional initiatives, including some that reach beyond the borders of the EU. Such initiatives have shown how progress on all five pillars of the Energy Union is important for the energy security of the EU and how progress need not be uniform across Europe. Notably, the deepening and interconnection of energy markets – nationally, regionally, within the EU, and beyond its borders – are central to this process

1468. The Responsibility to Protect beyond Borders in the Law of Nature and Nations

Abstract:
While histories of human rights have proliferated in recent decades, little attention has been given to the history of thinking about duties to protect these rights beyond sovereign borders. We have a good understanding of the history of duties of sovereign states to ensure the safety and well-being of their own citizens and of the right of other states to forcefully intervene when these duties are violated. But the story of the development of thinking about duties to assist and protect the vulnerable beyond borders remains to be told. This article defends the importance of excavating and examining past thinking about these duties. It then sketches key aspects of Western natural law thinking about such duties, from Francisco de Vitoria through to Immanuel Kant, claiming that such study holds the promise of exposing from where ideas that prevail in international law and politics have come and retrieving alternative ideas that have been long forgotten but that may reward renewed consideration. It concludes by briefly outlining how three such retrieved ideas might be of particular use for those seeking to push international law and politics in a more just direction today.

The world today is trying to manage health risks associated with population growth, climate change, deforestation, institutional collapse, state failure, accidents, human error, war and terrorism. The full range of risks include infectious disease outbreaks, biological, chemical, radiological and nuclear spill-overs or attacks, multiple hazards, food insecurity, state fragility and cyber security failure or attacks. This is a breath-taking range of risks and no single institution can tackle it alone. It truly is humanity's common concern. As the UN agency responsible for global health, the World Health Organisation (WHO) is the organizational expression for humanity's common concern and we are honored to have the recently elected Director-General Dr. Tedros Adhanom address us on the priorities for his leadership. Abstract:
Given the hotly contested U.S. presidential election and the surprising victory of Donald Trump, followed by the flurry of executive actions, it is easy to lose sight of the broader challenges to the U.S.-promoted post-Second World War economic order. My analysis proceeds in four parts. First, I consider how we have moved away from multilateral to bilateral trade negotiations. Second, I consider how the consensus for a liberal trade order has frayed, focusing on systemic changes, U.S. domestic political economic conflicts, and a rethinking of the ideological consensus around the benefits of free trade. Third, I highlight factors that drove the demise of TPP. I conclude by looking at the future of trade accords in the Asia-Pacific.
