1431. Post-conflict Stabilization in Africa

Abstract:
Post-conflict peace is fragile, about half of all conflicts break out again during the twelve post-conflict years. In Africa this risk is even higher. Using survival analysis this paper suggests that while it is difficult to find correlates of peace stabilization, there are some policy relevant results. How a conflict ends is important. Negotiated settlements are fragile but the chances of peace surviving can be significantly improved through the deployment of UN peacekeeping operations. The data suggest that many operations start before the end of the armed conflict, thus they should be viewed as ‘peace preparation’ operations. The paper recommends the use of additional case studies, given that the small sample size prevents further quantitative examination of these important issues.

Abstract:
The recent wave of financial innovation, particularly innovation related to the application of information and communication technologies, poses a serious challenge to the financial industry’s business model in both its banking and non-banking components. It has already revolutionised financial services and, most likely, will continue to do so in the future. If not responded to adequately and timely by regulators, it may create new risks to financial stability, as occurred before the global financial crisis of 2007-2009. However, financial innovation will not seriously affect the process of monetary policymaking and is unlikely to undermine the ability of central banks to perform their price stability mission.

Abstract:
Global trade patterns are changing rapidly. Emerging economies are increasing their share of exports overall and intensifying competition in nearly all sectors. Using a gravity-based approach, this report examines the future profile of European Union (EU) world market shares at the aggregate and sectoral level. It further points towards the changing patterns of trade within the EU. Based on the results, some conclusions on EU industrial policy are drawn.

Abstract:
China is currently experiencing its fifth epidemic of “bird flu,” or avian influenza H7N9, since 2013 when it was first noted to cause human infections. The virus, which is mainly transmitted from poultry to humans, is also prone to limited human-to-human transmission. To date, there have been 1,258 human cases, with one-third of those cases (460) occurring during this year’s epidemic alone.[1] There are many “subtypes” of avian influenza circulating in birds around the world and most of these viruses cause limited or no human infections. However, two avian influenzas subtypes causing high human mortality have jumped from birds to humans in the last decade, H5N1 and then H7N9. The significant potential of this class of viruses to cause a human pandemic is a global public health concern, particularly because the conditions leading to the rise of these infections are becoming more favorable — for the viruses.

Abstract:
This book is a lively journalistic read, filled with stories and details of encounters between jihadists, smugglers, organized crime, drug smuggling across the Sahara, kidnapping of rich tourists, and European ransoms. The author, an Italian journalist, describes herself as a ‘chronicler of the dark side of the economics of globalization’ and has written several books on ISIS, terrorist financing, and money laundering. In Merchants of Men, Napoleoni argues that the proliferation of failed states and the breakdown of law and order in regions like the Sahel, accelerated by the burgeoning cocaine business in the region, have enabled a rapid increase in trafficking and kidnapping. The profits of these merchants of men have flourished, aided by the secrecy of European governments surrounding the ransoming of their citizens (notably, the U.S. does not, publicly at least, pay ransoms). Napoleoni raises these and a number of intriguing issues in the preface. She points to the “false sense of security about the globalized world” that allows both “young, inexperienced members of the First Nations Club” and humanitarian aid workers to explore the world and bring aid to conflict zones — and become the primary target of kidnappers. She gives (unsourced) statistics about the growth of the kidnapping industry and its mirror, private security companies, and asks whether “the economics of kidnapping are immune from the laws of economics,” because as competition has increased between kidnappers and private security firms, prices have gone up instead of down. She argues that when the migrant crisis erupted in Europe in 2015, the business of hostage taking — already set up with “a sophisticated organizational structure in place and plenty of money from trading hostages” — switched to trafficking in migrants and refugees. The profits of these merchants of men have continued to increase since then.

Abstract:
President Donald Trump has made clear his intent to utilize wartime detention in the fight against al-Qaeda and ISIS. As former Deputy Assistant Secretary of Defense for Rule of Law and Detainee Policy, William Lietzau, and I have argued elsewhere, this could be a positive development in the United States’ evolving approach to the war against al-Qaeda, ISIS, and their associates, so long as it is coupled with a commitment to continuing key detention policies and humane treatment standards developed over the past fifteen years. In recent years, the United States has largely avoided adding to the detainee population at Guantanamo (GTMO) – mainly in reaction to some of the more infamous excesses from the first couple of years after the attacks on September 11, 2001. But failing to capture new enemy fighters has come with an operational and humanitarian cost. The United States should take the opportunity that comes with political transition to re-embrace the wartime detention mission.

Abstract:
Stacie L. Pettyjohn is a senior political scientist at the RAND Corporation and co-director of the Center for Gaming. She is also an adjunct professor and Johns Hopkins University’s School for Advanced International Studies (SAIS). Her primary research areas include wargaming, military posture, Internet freedom, and American foreign policy in the Middle East. She is the author of the RAND monograph U.S. Global Defense Posture, 1783-2011 and the coauthor of several other reports, including Access Granted: Political Challenges to the U.S. Overseas Military Presence, 1945-2011, The Posture Triangle: A New Framework for U.S. Air Force Global Presence, Overseas Basing of U.S. Military Forces: An Assessment of the Relative Costs and Strategic Benefits, and Deradicalizing Islamist Extremists. Her work has also been published in academic journals such as Security Studies and International Negotiation, and her commentary has appeared in Foreign Affairs, War on the Rocks, Defense News, The National Interest, Asia Times, and The Daily Star. Previously, she was a research fellow at the Brookings Institution, a Peace Scholar at the United States Institute of Peace, and a TAPIR fellow at the RAND Corporation. She has a Ph.D. and M.A. in foreign affairs from the University of Virginia and a B.A. in history and political science from the Ohio State University. Jennifer Kavanagh is a political scientist at the RAND Corporation. Her research focuses on defense strategy and planning; trends in international conflict and military interventions; domestic and international terrorism; military personnel policy; and U.S. public opinion. She has also recently studied the resurgence of populism in the United States and its implications for U.S. foreign and domestic policy. Jennifer is also a faculty member at the Pardee RAND Graduate School and has taught research methods courses as an adjunct professor at Georgetown and American University. While completing her Ph.D., she was a Department of Homeland Security Fellow and completed a research internship at Lawrence Livermore National Lab. She was a research assistant at RAND from 2003-2006. Dr. Kavanagh graduated from Harvard University with a BA in Government and a minor in the Russian language. She completed her Ph.D. in Political Science and Public Policy at University of Michigan. Her dissertation, "The Dynamics of Protracted Terror Campaigns: Domestic Politics, Terrorist Violence, Counterterror Responses" was named the best dissertation in the Public Policy subfield in 2010 by the American Political Science Association.

When we think of the Holocaust our mind slips inexorably to dismal images of cattle cars stuffed with people, or to gas chambers, crematoria and the cruel irony of the “Arbeit Macht Frei” gate. But of the six million Jews killed during the Holocaust over a million were shot with rifles and other small arms. They were not killed in concentration camps, but were murdered in fields or forests and pitched into mass graves outside villages in Nazi-occupied Eastern Europe. Before Auschwitz, Sobibor or Treblinka, the Holocaust began with bullets. The same is true of most mass atrocities carried out since 1945. From the killing fields of Cambodia to the burnt villages of Darfur, most of the killing was done with rifles and other small arms. It is for this reason that there is an enduring connection between preventing atrocities and confronting the international arms trade. The AK-47, or Kalashnikov, is the most popular weapon in the world today, with an estimated 70 million currently in existence. Numerous countries manufacture local variants of the ubiquitous assault rifle and while a new Chinese-made AK-47 might cost you $500, you can easily purchase one in many former conflict zones for as cheap as $50. When I lived in Johannesburg during the mid-1990s, leftover AK-47s from the civil war in Mozambique were still making their way through the townships and some entrepreneurial gangs were even renting out their AK-47s to other aspiring criminals at an hourly rate.

1440. THE INTERCONNECTION BETWEEN SUSTAINABLE DEVELOPMENT GOALS AND THE CLIMATE CHANGE NEGOTIATIONS: THE PARIS AGREEMENT CASE

Abstract:
The year of 2015 was an important milestone in terms of new progresses in development and climate change areas. Adopted Sustainable Development Goals (SDGs) and the Paris Agreement for climate change were two successful issues because of country-driven and comprehensive processes. SDGs which replaced to Millennium Development Goals (MDGs), includes 17 goals and 169 targets. The Paris Agreement aims to reduce greenhouse gas emissions. There are significant direct and indirect interconnections between SDGs and the Paris Agreement. Due to negotiations of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) and SDGs continued in different platforms, both the Agreement and SDGs could not sufficiently provide input for each other. There is still room to ensure alignment between these two processes and outcomes while implementation, monitoring and reporting of the Paris Agreement and SDGs. In this paper, the key elements of the Paris Agreement, namely, adaptation, mitigation, finance, capacity building, technology transfer, cooperation and partnerships are determined, then these elements are tracked under the SDGs in order to analyze the connections and missing parts between SDGs and Paris Agreement. The findings present that the direct linkages between SDGs and Paris Agreement were not strong but, there are substantial and implicit interconnections among the Agreement and SDGs. Countries should nationalize their own SDGs targets and respective indicators in order to integrate climate change issue in their national development agenda. monitoring and reporting of the Paris Agreement and SDGs.
