Abstract:
Rapid globalization of science and technology (S&T) capacity presents a serious and long-term risk to the military and economic security of the United States. To maintain U.S. preeminence, our domestic science and technology enterprise requires a new paradigm to make it more agile, synchronized, and globally engaged. U.S. technological competitiveness depends not only on research but also on legal, economic, regulatory, ethical, moral, and social frameworks, and therefore requires the vision and cooperation of our political, corporate, and civil society leadership. Re-organizing our domestic S&T enterprise will be a complex task, but recommendations presented in this paper could be first steps on the path to maintaining our future technological security.

Abstract:
In support of the Air University “Fast Space” study, the National Defense University collaborated with Johns Hopkins University, eight think tanks, and subject matter experts to analyze the utility of ultra-low-cost access to space (ULCATS) for the U.S. military. Contributors identified disruptors that could achieve ULCATS and Fast Space as well as space architectures and capabilities that could reduce the cost of access to space. They also offered recommendations for legal, policy, regulatory, authority, and oversight adjustments that could facilitate reductions.

Abstract:
As Southeast Asian economies become deeply integrated, there are concerns as to whether movement of people through labour migration should be part of this integration. While labour migration offers benefits especially in addressing labour shortage in countries with shrinking working age population, for countries at different levels of economic development, opening up the labour markets presents disadvantages to locals facing more job competition and falling wages. This paper re-examines this debate by analysing a number of factors that have allowed states to maintain their competitiveness and improve wages. By comparing the experiences of a number of countries that have seen rising wages with those countries that saw falling wages with labour migration, and using a statistical (two-sample difference of means) test, this preliminary study shows that labour migration by itself is neither boon nor bane. A more nuanced view is needed, as labour migration’s impacts on wages hinge on the nature of institutional support provided by governments in helping firms to be internationally competitive.

Every two years, the Sexual Violence Research Initiative (SVRI) hosts the leading global event in the world on sexual and intimate partner violence – the SVRI Forum. The SVRI has noted an increase in the number of presentations on sexual violence in childhood since the Forum began in 2009. This increase is reflected in the number of initiatives underway globally looking at the connections between violence in childhood and later victimisation and perpetration.3 Whilst SVRI Forums and global programmes are helping to promote joint programming between the violence against children and violence against women fields, child and youth participation in research on sensitive topics remains a challenging issue for many academic researchers. Abstract:
The year 2018 marks the thirtieth anniversary of the Morris worm, the first malware ever released in the Internet. Thirty years later, technological innovations have dramatically increased the importance of the Internet in virtually every economic, social and political endeavor, tremendously expanding the potential “surface” of cyber attacks. The cyber domain makes it possible to gather privileged information, disrupt industrial processes, create havoc by targeting, for instance, ICT supporting critical infrastructures, and to launch cyber-enabled information warfare campaigns against largely unaware foreign target audiences. Cyberspace, in sum, allows states to achieve strategic results with campaigns that fall below the threshold of the “use of force”, while offering an unprecedented level of plausible deniability, as the real perpetrator of a cyber attack is always difficult to identify with certainty. And yet, this is only the beginning: we are in the midst of a digital revolution. By 2025, with the development of the Internet of Things (IoT), the cyber domain will connect more than 75 billion devices, many of which will control key functions of our daily lives and most of our critical infrastructures.

1166. A Small History of the Homeownership Ideal

Abstract:
America’s “infatuation with homeownership” has been identified as one cause of the latest financial crisis. Based on codings of 1,809 party manifestos in 19 OECD countries since 1945, this paper addresses the question of where the political ideal to democratize homeownership came from. While conservative parties have defended homeownership across countries and time, center-left parties have oscillated between a pro-homeownership and a pro-rental position. The former occurs in Anglo-Saxon, Northern and Southern European countries, while the latter prevails among German-speaking countries. Beyond partisan effects, once a country has a majority of homeowners and parties defending homeownership, larger parties are more likely to support it. The extent of center-left parties’ support for homeownership is conditionally associated with higher homeownership rates, more encouraging mortgage regimes, and a bigger housing bubble burst after 2007. The ideational origins of the financialization of housing and private Keynesianism are, after all, not only conservative and market-liberal.

1167. Anomie or Imitation? The Werther Effect of Celebrity Suicides on Suicide Rates in 34 OECD Countries, 1960–2014

Abstract:
Anomie and imitation have been prominent mechanisms explaining the Werther effect, i.e., the effect of celebrity suicides on a general population’s suicide rate. This study presents a new approach to empirically disentangle both mechanisms. Imitation theory suggests that celebrities act as role models, and that the Werther effect is triggered by the status of the celebrity in question. Anomie theory, on the other hand, suggests that the Werther effect is triggered by the unexpectedness of the event. To this end, we empirically compare the effects of celebrity suicides with the effects of celebrities who died unexpectedly from causes other than suicide (accidents, illnesses, alcohol abuse). Based on language and page-link data from 3,855 Wikipedia pages of 495 celebrities who committed suicide between 1960 and 2014, we measure the status a celebrity has in a particular country and calculate the potential country-specific imitation effect of their suicide. In the same manner, we measure status effects of celebrities who died unexpectedly from accidents, illnesses, or alcohol abuse to reflect anomie-related effects. We use these measures in a time-series cross-sectional dataset for 34 OECD countries to assess their effects on a country’s overall annual suicide rate. Fixed-effects analyses reveal that country-specific status effects of celebrity suicides lead to significant increases in overall suicide rates, while anomie-related, unexpected celebrity deaths show no effects. The findings remain robust across a number of alternative specifications, such as controlling for further anomic factors at the macro level (divorce or unemployment rate, for instance). We conclude that the results support the imitation mechanism as an essential social explanation for the Werther effect.

Abstract:
Recognizing that the current international context is hardly conducive to arms control and disarmament, SIPRI working paper ‘Setting the stage for progress towards nuclear disarmament’ identifies 10 practical steps to revitalize the 1968 Non-Proliferation Treaty (NPT) as the principal normative and legal foundation of the global nuclear disarmament and non-proliferation regime. At the same time, it recognizes the NPT’s inherent compatibility with other disarmament initiatives, most notably the 2017 Treaty on the Prohibition of Nuclear Weapons. In addition to restoring a sense of common purpose and addressing ‘old’ nuclear weapon-related risks, the paper highlights ‘new’ risks arising from developments in conventional capabilities and emerging technologies. The overarching objective is to set the stage for future concrete steps and initiatives to reduce the role of nuclear weapons and to eventually eliminate them.

Donald Trump’s “Deal of the century” is the final phase of the 1993 Oslo Accords, which formalized the final liquidation of the Palestinian anti-colonial national struggle for independence and liberation. The “Deal” is nothing more or less than the last step of the so-called “peace process.” In order to understand the aims of the “Deal,” we need to go back to the Oslo Accords, which anticipated this step and assiduously prepared the ground for it. Since the beginning of the so-called “peace process” inaugurated in Madrid in 1991, the PLO, through its unofficial negotiators, conceded Palestinian rights one by one, in a gradual process culminating in the official PLO signing of the Declaration of Principles in Washington D.C. on September 13, 1993.
