Abstract:
During the 2005 United Nations World Summit, heads of state and government accepted the responsibility of every state to protect its population from four crimes: genocide, war crimes, crimes against humanity and ethnic cleansing. The first three crimes are legally defined in various international legal documents, such as the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, the 1949 Geneva Conventions and their 1977 Additional Protocols, and the 1998 Rome Statute of the International Criminal Court. Their status as international crimes is based on the belief that the acts associated with them affect the core dignity of human beings, both in times of peace and in times of war.

Abstract:
The 37th regular session of the Human Rights Council (HRC) was held in Geneva between the 26 February and 23 March 2018. As the primary international human rights body, the Human Rights Council has the capacity to prevent and respond to mass atrocity crimes, as systematic violations and abuses of human rights can be an indicator of potential genocide, war crimes, crimes against humanity or ethnic cleansing. The summary below highlights major outcomes and relevant dialogues from the 37th session as they relate to the Responsibility to Protect (R2P) populations from such crimes. As part of the session, the Netherlands and Rwanda delivered two statements on behalf of the fifty-one members of the Group of Friends of R2P.

Abstract:
With the expansion of US-led economic policy following the economic depression of the 1970s and the proliferation of new information and communication technologies, the 1980s became a crucial period signaling dramatic changes all around the world. By the end of these years, the Keynesian economy, which accredited states as active and interventionist players in the economy in order to ensure both growth and equity, began to break down. In this period economic liberalism gained power again and political and economic theories and practices turned towards neoliberalism. As a result, deregulation, privatization and the withdrawal of the state from many areas were accelerated. All these changes were significant and affected the structure of almost everything, including education, culture, life and trends in thought. Friedrich A. von Hayek was one of the pioneers of this transformation. Therefore, this descriptive study attempts to understand the points where neoliberalism combines with liberalism and how it is separated from liberalism through Hayek's views about the welfare state, legislative body, social justice, and competition terms. In other words, this study aims to explore the extent to which Hayek’s neoliberalism is a continuation or a break from liberalism.

Abstract:
In recent years, historical witnessing has emerged as a category of "museum object." Audiovisual recordings of interviews with individuals remembering events of historical importance are now integral to the collections and research activities of museums. They have also become important components in narrative and exhibition design strategies. With a focus on Holocaust museums, this study scrutinizes for the first time the new global phenomenon of the "musealization" of the witness to history, exploring the processes, prerequisites, and consequences of the transformation of video testimonies into exhibits.

1005. Do financing constraints matter for the direction of technical change in energy R&D?

Abstract:
The objective of this study is to examine the impact of firms' financing constraints on innovation activities in renewable (REN) versus fossil-fuel (FF) technologies. Our empirical methodology relies on the construction of a firm-level dataset for 1,300 European firms over the 1995-2009 period combining balance-sheet information linked with patenting activities in REN and FF technologies. We estimate the importance of the different types of financing (e.g. cash flow, long-term debt, and stock issues) on firms' patenting activities for the different samples of firms. We use count estimation techniques commonly used for models with patent data and control for a large set of firm-specific controls and market developments in REN and FF technologies. We find evidence for a positive impact of internal finance on patenting activities for the sample of firms specialized in REN innovation, while we find no evidence of this link for other firms, such as firms conducting FF innovation or large mixed firms conducting both REN and FF innovation. Hence, financing constraints matter for firms specialized in REN innovation but not for other firms. Our results have important implications for policymaking as the results emphasize that small innovative newcomers in the field of renewable energy are particularly vulnerable to financing constraints.

Abstract:
It is no longer possible to achieve the goals of the Paris Climate Agreement – of keeping average global temperatures to ‘well below 2C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5C1 - without removing large volumes of CO2 from the atmosphere.2 This will involve the development and deployment of carbon negative technologies at the gigatonne scale. Because developmental pathways for such technologies are likely to be decades-long, it is necessary that largescale investment begin now, if we hope to have mature technologies operating at the appropriate scale by 2050.

Abstract:
The emergence of China and other new donors offering foreign assistance to mineraland land-rich African countries has spurred a renewed interest in the relationship between international aid and natural resources (Dreher and Fuchs, 2015; Dreher et al., 2018). Many low-income countries with valuable natural resources have historically received large amounts of aid from OECD donors (Fig. 1). Poor countries endowed with abundant fossil fuels or mineral reserves can have difficulties in converting their resource wealth into other forms of physical or human capital, because these subsoil assets take time to be managed, extracted and traded. Foreign aid can thus provide a complementary source of immediate liquidity for development. On the other hand, the provision of external finances has the potential to hinder political accountability, and ultimately economic development especially in countries with weak institutions.h countries

Abstract:
New psychoactive substances (NPS) present a new global phenomenon in the drug market. This phenomenon is characterized by the emergence of a significant number of new substances every year that are not controlled under international drug control conventions, which means that their trafficking is legal. These substances are designed to mimic traditional illicit drugs and may cause severe adverse health effects.Over the last few years, the unprecedented rate of NPS proliferation has resulted in significant risk to public health; the numbers of people who become sick or addicted as well as the number of fatalities are consistently growing at an alarming pace. With the aid of the internet, new psychoactive substances are spreading at such a rapid rate that law enforcement agencies cannot respond quickly enough when it comes to identifying and regulating these substances. This paper will address the NPS phenomenon, presenting why the issue is generating increased interest worldwide and how it has provoked new challenges for law enforcement agencies (LEA) and policymakers. Beginning with a presentation of the current NPS crisis, this paper will demonstrate how illicit networks have managed to flood the drug market with NPS and examine the emerging issues for the involved communities and countries, legislative and judicial communities, and populations worldwide. Finally, it will discuss current governmental responses and containment measures and offer suggestions on how to counter the challenge using a holistic approach.

1010. Coal Exit or Coal Expansion? A Review of Coal Market Trends and Policies in 2017

Abstract:
Coal in the power sector is the principal focus of climate-related policies due to its high carbon intensity, making CO2 emissions from coal a leading contributor to climate change. While 38% of global power generation come from coal (in 2017), coal-related CO2 emissions represent more than 70% of power sector emissions. Coal-fired power plants are also the leading source of all primary air pollutants within the power sector, causing respiratory diseases and premature deaths. Structural changes are fast sweeping through global electricity markets. A key driver is the fast deployment of renewable energy sources and their falling costs, making renewables increasingly competitive with coal. Coal is also becoming less competitive than other sources of electricity in several regions, due to the fall in gas prices, the rising cost of the carbon price and higher coal import prices. Pressures against investment in coal activities increasingly create challenges for financing coal projects. Global coal power investment has passed an all-time peak and has contracted over the past two years. Investment in greenfield coal mines is also at a standstill in all major coal exporting countries. Nevertheless, while the future of coal is dark, 2017 has been a good year for the sector. World coal production increased after three consecutive years of decline. Global coal demand and international trade rose again, and high coal prices (above $80/tonne since summer 2016) boosted the financial results of coal-mining companies. As a result of growing fossil fuel demand, global energy-related CO2 emissions rose again in 2017. These short-term results do not call into question global decarbonization trends but demonstrate that current efforts are insufficient to meet the objectives of the Paris Agreement. The world is still divided about the future role of coal. A major change came in 2015 with the Paris Agreement, which prompted many nations across the world to accelerate their efforts to reduce coal consumption. Since then, several governments and power utilities have decided to phase out coal from their electricity mixes and joined the “Powering Past Coal Alliance”. Coal reduction or phase-out policies are being adopted or considered by more and more countries, and the reduction in the share of coal power generation goes faster than expected in several coal-consuming countries. But South and Southeast Asia remains a region for short to medium term growth in coal demand and Africa is a potential area for new growth. In this, new coal markets can also develop thanks to the support of countries eager to export their coal combustion technologies, led by China and Japan, and by the desire of coal exporters to find new outlets. Despite this growth, the sustainability of the relative good performance of the coal sector in 2017 is far from being ensured.
